【摘要】：新型農(nóng)業(yè)經(jīng)營主體在促進(jìn)我國農(nóng)業(yè)發(fā)展,實(shí)現(xiàn)農(nóng)業(yè)現(xiàn)代化方面發(fā)揮著越來越重要的作用,而如何培育壯大新型農(nóng)業(yè)經(jīng)營主體也越來越引起國家重視和社會(huì)關(guān)注。從黨的十八大到2013、2014年一號(hào)文件,從提出“培育新型經(jīng)營主體”,到指出“發(fā)展新型農(nóng)業(yè)經(jīng)營主體”進(jìn)而到“扶持發(fā)展新型農(nóng)業(yè)經(jīng)營主體”,表明國家越來越深刻地認(rèn)識(shí)到新型農(nóng)業(yè)經(jīng)營主體在發(fā)展現(xiàn)代農(nóng)業(yè)中的重要作用。隨著現(xiàn)代農(nóng)業(yè)科技的發(fā)展,農(nóng)業(yè)產(chǎn)業(yè)的細(xì)分使得農(nóng)業(yè)產(chǎn)業(yè)鏈全環(huán)節(jié)的綜合發(fā)展對(duì)于培育新型農(nóng)業(yè)經(jīng)營主體所起的作用越來越凸顯。雖然很多學(xué)者相信農(nóng)業(yè)的競爭就是產(chǎn)業(yè)鏈之間的競爭,但是對(duì)于產(chǎn)業(yè)鏈培育新型農(nóng)業(yè)經(jīng)營主體作用機(jī)制缺少深入的探討和實(shí)證研究。本文將著眼于產(chǎn)業(yè)鏈整合理論,以梅州的農(nóng)業(yè)改革實(shí)踐為樣本進(jìn)行研究,探討如何在產(chǎn)業(yè)鏈上培育新型農(nóng)業(yè)經(jīng)營主體。近些年來,梅州農(nóng)業(yè)部門通過整合主打農(nóng)產(chǎn)品相關(guān)經(jīng)營主體,形成十二個(gè)農(nóng)業(yè)特色產(chǎn)業(yè)協(xié)會(huì),實(shí)現(xiàn)產(chǎn)業(yè)主體抱團(tuán)發(fā)展,取得較大成就。本文從農(nóng)業(yè)產(chǎn)業(yè)鏈發(fā)展這一視角出發(fā),運(yùn)用實(shí)證分析和走訪調(diào)查方法,深入研究梅州圍繞產(chǎn)業(yè)鏈發(fā)展這一核心思想進(jìn)行的農(nóng)業(yè)改革脈絡(luò),從產(chǎn)業(yè)鏈上游的組織化、信息化管理到中游的生產(chǎn)機(jī)械化、服務(wù)社會(huì)化再到下游的品牌建造與銷售渠道搭建,不再拘泥于單一主體的發(fā)展,而是整合全鏈條的發(fā)展,充分發(fā)揮各環(huán)節(jié)上經(jīng)營主體的優(yōu)勢,實(shí)現(xiàn)優(yōu)勢互補(bǔ)和規(guī)模遞增效益。研究結(jié)果表明,農(nóng)業(yè)產(chǎn)業(yè)鏈的整體發(fā)展對(duì)產(chǎn)業(yè)鏈各環(huán)節(jié)的新型農(nóng)業(yè)經(jīng)營主體培育具有顯著的促進(jìn)作用,但是依然面臨人力、資本、土地等要素的制約,需要政府進(jìn)行政策上的充分支持。通過對(duì)梅州案例的研究可以總結(jié)梅州模式為:政府搭臺(tái),以行業(yè)協(xié)會(huì)為龍頭,實(shí)現(xiàn)對(duì)產(chǎn)業(yè)鏈各主體各環(huán)節(jié)的有效整合,以產(chǎn)業(yè)鏈發(fā)展為抓手,通過產(chǎn)業(yè)鏈上各個(gè)主體的協(xié)同合作培育壯大主體,同時(shí)提供有效的政策支持,破除經(jīng)營主體面臨的人力、資本、土地等要素的制約,有效的培育新型農(nóng)業(yè)經(jīng)營主體。
[Abstract]:The new agricultural management subject plays a more and more important role in promoting the agricultural development and realizing the agricultural modernization in China. And how to cultivate and strengthen the main body of new agricultural management has attracted more and more attention of the state and society. From the 18 Congress of the Party to the 1st document of 2014, the paper puts forward the "cultivation of the new management subject". To point out that "the development of new agricultural management of the main body" to "support the development of new agricultural management of the main body." It shows that the country is more and more aware of the important role of the new agricultural management subject in the development of modern agriculture, along with the development of modern agricultural science and technology. The subdivision of agricultural industry makes the comprehensive development of agricultural industrial chain play a more and more important role in cultivating new agricultural management subjects. Although many scholars believe that agricultural competition is the competition between industrial chains. However, there is a lack of in-depth discussion and empirical research on the role mechanism of cultivating a new type of agricultural management in the industrial chain. This paper will focus on the integration theory of industrial chain and take the practice of agricultural reform in Meizhou as a sample to study. In recent years, the agricultural sector of Meizhou through the integration of the main agricultural products related to the main business, formed 12 agricultural characteristic industry associations. From the perspective of the development of agricultural industry chain, this paper uses empirical analysis and visiting investigation method. Study the development of the industrial chain around the core of the chain of agricultural reform, from the upstream of the industrial chain organization, information management to the production mechanization of the middle reaches. Service socialization to the downstream brand construction and sales channel building, no longer stuck to the development of a single subject, but the integration of the development of the whole chain, the full play of the advantages of the main business in each link. The research results show that the overall development of the agricultural industrial chain has a significant role in promoting the cultivation of the new agricultural management subject in each link of the industrial chain, but it still faces human resources. Capital, land and other elements of the constraints, need the full support of the government policy. Through the case study of Meizhou, we can summarize the Meizhou model: the government set up a platform, with the industry association as the leading. To achieve the effective integration of the main parts of the industrial chain, the development of the industrial chain as the grasp, through the cooperation of the main body in the industrial chain to foster and strengthen the main body, while providing effective policy support. To break down the constraints of manpower, capital, land and so on, effectively cultivate the new agricultural management subject.
