【摘要】：將《人民日報(bào)》和省級(jí)黨報(bào)對(duì)扶貧政策報(bào)道的數(shù)量作為代理變量,從"時(shí)間連續(xù)性"和"空間差異性"兩個(gè)視角系統(tǒng)地研究了我國各扶貧戰(zhàn)略期內(nèi)相關(guān)政策的實(shí)施情況,研究發(fā)現(xiàn):1.反貧困雖然是我國經(jīng)濟(jì)發(fā)展進(jìn)程中政府的核心工作之一,但對(duì)于政策實(shí)施的關(guān)注度卻存在時(shí)間上的非連續(xù)性;2.省級(jí)區(qū)域?qū)τ谡邔?shí)施的關(guān)注度與其實(shí)際貧困程度在整體上存在較高的正相關(guān)性,但就局部層面而言省際差異顯著。研究表明,黨媒在扶貧政策實(shí)施中所發(fā)揮的宣傳和監(jiān)督作用必須引起各級(jí)政府的高度重視,各省區(qū)需及時(shí)矯正偏差,為優(yōu)化政策實(shí)施過程和增強(qiáng)政策實(shí)施效果提供有力的輿論保障。
[Abstract]:The number of reports on poverty alleviation policies in the people's Daily and provincial party newspapers was taken as the proxy variable. From the perspectives of "time continuity" and "spatial difference", this paper systematically studies the implementation of relevant policies in each period of poverty reduction strategy in China. It is found that although anti-poverty is one of the core tasks of the government in the process of economic development in our country, there is a discontinuity in the time of attention to the implementation of policies. 2. There is a high positive correlation between the attention of provincial regions to policy implementation and their actual poverty level, but there are significant differences between provinces at the local level. The propaganda and supervision role played by the Party media in the implementation of poverty alleviation policies must be highly valued by governments at all levels, and all provinces and prefectures should correct their deviations in a timely manner. To optimize the process of policy implementation and enhance the effectiveness of policy implementation to provide a strong public opinion.
