【摘要】：建設(shè)百姓富、生態(tài)美的福建,農(nóng)業(yè)現(xiàn)代化發(fā)展必不可少。隨著福建省委九屆九次全會(huì)提出要大力發(fā)展現(xiàn)代農(nóng)業(yè),促進(jìn)農(nóng)業(yè)產(chǎn)業(yè)化、現(xiàn)代化,福建農(nóng)民創(chuàng)業(yè)園應(yīng)運(yùn)而生,成為了福建現(xiàn)代農(nóng)業(yè)發(fā)展的新載體與新模式,它是福建農(nóng)民自己的農(nóng)業(yè)發(fā)展新平臺(tái),是福建農(nóng)業(yè)發(fā)展的新亮點(diǎn)。福建農(nóng)民創(chuàng)業(yè)園的創(chuàng)建與發(fā)展關(guān)系著各方利益,它的健康、可持續(xù)發(fā)展離不開(kāi)各方的努力。要推動(dòng)福建農(nóng)民創(chuàng)業(yè)園發(fā)展,一方面要不斷改善福建農(nóng)民創(chuàng)業(yè)園的發(fā)展環(huán)境,另一方面要協(xié)調(diào)好福建農(nóng)民創(chuàng)業(yè)園各利益相關(guān)者的關(guān)系。因此,有必要將利益相關(guān)者與福建農(nóng)民創(chuàng)業(yè)園結(jié)合起來(lái),在多元利益視角下對(duì)福建農(nóng)民創(chuàng)業(yè)園發(fā)展進(jìn)行研究,以促進(jìn)各利益相關(guān)者攜手共建福建農(nóng)民創(chuàng)業(yè)園,發(fā)展壯大福建農(nóng)民創(chuàng)業(yè)園,實(shí)現(xiàn)共贏。本文以福建省9個(gè)省級(jí)農(nóng)民創(chuàng)業(yè)園為研究對(duì)象,首先對(duì)與福建農(nóng)民創(chuàng)業(yè)園相似的農(nóng)業(yè)園區(qū)研究進(jìn)行綜述,介紹了國(guó)內(nèi)外對(duì)于利益相關(guān)者的研究,并對(duì)福建農(nóng)民創(chuàng)業(yè)園的利益相關(guān)者進(jìn)行界定。通過(guò)實(shí)地的考察與訪談,得出福建農(nóng)民創(chuàng)業(yè)園發(fā)展的現(xiàn)狀及存在的問(wèn)題。然后通過(guò)問(wèn)卷了解各利益相關(guān)者的利益訴求,利用SPSS描述性統(tǒng)計(jì)與T檢驗(yàn)進(jìn)行分析,并結(jié)合訴求分析與訪談結(jié)果,分析各利益相關(guān)者間的利益沖突,得出各利益相關(guān)者的訴求重點(diǎn)有相同也有不同,各利益相關(guān)者在農(nóng)業(yè)推廣、利益分配、合作機(jī)制等方面存在沖突。接著利用SPSS中的因子分析、回歸分析等方法,對(duì)現(xiàn)階段各利益相關(guān)者對(duì)福建農(nóng)民創(chuàng)業(yè)園發(fā)展?jié)M意度進(jìn)行分析。最后,基于以上的調(diào)查與分析,為促進(jìn)利益均衡、促進(jìn)福建農(nóng)民創(chuàng)業(yè)園可持續(xù)發(fā)展,提出一些相應(yīng)的發(fā)展對(duì)策：多方合作、共謀發(fā)展；完善基礎(chǔ)設(shè)施及社會(huì)服務(wù)體系；加大投入、優(yōu)化融資；建立健全環(huán)境保護(hù)機(jī)制；加快技術(shù)推廣,加強(qiáng)人才培養(yǎng)；鼓勵(lì)創(chuàng)新,提高農(nóng)業(yè)現(xiàn)代化程度；建立健全利益共生機(jī)制。
[Abstract]:With the ninth plenary session of the ninth session of the Fujian Provincial Party Committee, it was proposed to vigorously develop modern agriculture and promote agricultural industrialization and modernization. Fujian Peasant Entrepreneurial Park emerged as the times require and became the new carrier and new model of Fujian modern agriculture development. It is the new platform of Fujian farmers' own agricultural development. The establishment and development of Fujian Peasant pioneering Park is related to the interests of all parties. Its healthy and sustainable development can not be separated from the efforts of all parties to promote the development of Fujian Peasant pioneering Park. On the one hand, we should improve the development environment of Fujian Peasant Entrepreneurial Park, on the other hand, we should coordinate the relationship of all stakeholders in Fujian Peasant Entrepreneurship Park. It is necessary to combine stakeholders with Fujian Peasant Entrepreneurial Park and study the development of Fujian Peasant Entrepreneurial Park from the perspective of multiple interests in order to promote the establishment of Fujian Peasant Entrepreneurial Park. To develop and strengthen Fujian Peasant Entrepreneurial Park to achieve win-win. This paper takes 9 Provincial Peasant pioneering Parks in Fujian Province as the research object, first of all, the agricultural park similar to Fujian Peasant Entrepreneurial Park is reviewed. This paper introduces the research on stakeholders at home and abroad, and defines the stakeholders of Fujian Peasant Entrepreneurship Park. Then through the questionnaire to understand the interests of the stakeholders, using SPSS descriptive statistics and T-test to analyze. And combined with the appeal analysis and interview results, analysis of the conflict of interest among the stakeholders, it is concluded that there are the same or different demands of the stakeholders, each stakeholder in agricultural extension, interest distribution. Cooperation mechanism and other aspects of conflict. Then the use of SPSS factor analysis, regression analysis and other methods, the stakeholders at the present stage of Fujian Peasant Entrepreneurship Park development satisfaction analysis. Finally. Based on the above investigation and analysis, in order to promote the balance of interests and promote the sustainable development of Fujian Peasant Entrepreneurship Park, some corresponding development countermeasures are put forward: multi-party cooperation, common development; Perfecting infrastructure and social service system; Increase investment and optimize financing; Establishing and perfecting environmental protection mechanism; Speed up the technical popularization and strengthen the training of talents; Encouraging innovation and improving the degree of agricultural modernization; Establish and improve the mechanism of interest symbiosis.
