【摘要】：隨著我國城市化進程的加快和經(jīng)濟建設(shè)的加速,建設(shè)用地迅速增加,林地隨意征占用現(xiàn)象突出,林地征占用可行性的科學(xué)合理評價顯得尤為必要。本研究在分析浙江省林地可行性報告編制現(xiàn)狀的基礎(chǔ)上,以森林生態(tài)學(xué),森林可持續(xù)經(jīng)營等理論為指導(dǎo),結(jié)合國家及地方頒布的相關(guān)規(guī)范,采用層次分析法和模糊綜合評價法,構(gòu)建了一套直觀的林地征占用可行性評價體系,并在象山縣某度假區(qū)林地征占用項目中加以應(yīng)用,驗證該可行性評價系統(tǒng)的科學(xué)性。研究結(jié)果表明:浙江省各地區(qū)林地征占用分析報告差異較大,部分調(diào)查數(shù)據(jù)及統(tǒng)計結(jié)果僅僅為了報告完整性而存在,評估過程主觀化,結(jié)論和分析過程割裂,無法客觀的從調(diào)查結(jié)果、評估過程推導(dǎo)出合理的結(jié)論。浙江省征占用林地對生態(tài)環(huán)境影響評價指標(biāo)可分解為目標(biāo)層、準(zhǔn)則層和指標(biāo)層,包括林地面積、公益林面積、蓄積量等24個評價指標(biāo)。根據(jù)對生態(tài)環(huán)境影響程度不同,把影響等級分為有利和不利兩類,共10個等級。利用構(gòu)建的浙江省林地征占用可行性評價體系對象山縣某度假區(qū)林地征占用項目進行實例驗證,結(jié)果表明,該項目林地征占用對生態(tài)環(huán)境影響綜合評分值為-0.926,對環(huán)境的影響為“輕不利”。通過本研究,可以比較直觀地表達出征占用林地對生態(tài)環(huán)境影響程度,以及實施補救措施后的影響。
[Abstract]:With the acceleration of urbanization and economic construction in China, the number of land for construction is increasing rapidly, and the phenomenon of arbitrary collection and occupation of forest land is prominent. The scientific and reasonable evaluation of the feasibility of forest land requisition and occupation is particularly necessary. This study is based on the analysis of the present situation of the feasibility report of forest land in Zhejiang Province and guided by the theories of forest ecology and sustainable forest management. Combined with the relevant norms issued by the state and the local, using the analytic hierarchy process and fuzzy comprehensive evaluation method, a set of intuitionistic feasibility evaluation system of forest land requisition and occupation is constructed. It is applied in the project of forest land requisition and occupation in a holiday area in Xiangshan county, and the feasibility evaluation system is verified. The research results show that there is a great difference in the analysis report of forest land requisition and occupation in Zhejiang province. Part of the survey data and statistical results only exist for the completeness of the report, the evaluation process is subjective, the conclusion and the analysis process are separated, can not objectively from the survey results. The evaluation process deduced a reasonable conclusion. Zhejiang Province occupied forest land impact assessment index can be decomposed into target layer, criterion layer and index layer, including forest land area, public welfare forest area. According to the different degree of impact on the ecological environment, the impact grade can be divided into two categories: favorable and unfavorable. A total of 10 grades. The feasibility evaluation system of forest land levy and occupation in Zhejiang Province is used to verify the project of forest land requisition and occupation in a resort area in Xiangshan County. The comprehensive score of ecological environmental impact of forest land requisition and occupation of this project is -0.926, and the impact on the environment is "light disadvantage". It can be used to express directly the influence degree of forest land on the ecological environment and the effect after the implementation of remedial measures.
