【摘要】：農(nóng)村最低生活保障制度與農(nóng)村扶貧開發(fā)政策(以下簡稱"兩項制度")是我國農(nóng)村反貧困的兩項基本制度安排,在遏制農(nóng)村貧困現(xiàn)象、促進(jìn)農(nóng)村長期穩(wěn)定發(fā)展方面發(fā)揮了重要的作用,取得了令人矚目的成效。通過對山東省有關(guān)市、縣的實地調(diào)研,對"兩項制度"發(fā)展脈絡(luò)進(jìn)行了深入分析,總結(jié)了山東省"兩項制度"銜接現(xiàn)狀,指出了"兩項制度"存在著對象認(rèn)定條件不一、對象識別存在偏差、對象退出難和退出程序不一等問題,有針對性地提出盡快統(tǒng)一"兩項制度"對象認(rèn)定條件、健全精確瞄準(zhǔn)工作機(jī)制、做好動態(tài)管理工作、加強(qiáng)基層能力建設(shè)等政策建議。
[Abstract]:The rural minimum living security system and the rural poverty alleviation and development policy (hereinafter referred to as "two systems") are two basic institutional arrangements against poverty in rural areas in China, which contain the phenomenon of rural poverty. Promoting the long-term and stable development of rural areas has played an important role, and achieved remarkable results. Through the field investigation of the cities and counties in Shandong Province, the development context of the "two systems" has been deeply analyzed. This paper summarizes the current situation of "two systems" in Shandong Province, and points out that there are some problems in "two systems", such as the different conditions of object identification, the deviation of object identification, the difficulty of object withdrawal and the difference of exit procedure. This paper puts forward some policy suggestions such as unifying the conditions of identifying the object of "two systems" as soon as possible, perfecting the mechanism of aiming at the work accurately, doing the dynamic management work well, strengthening the building of the basic level capacity, and so on.
