【摘要】：基層農(nóng)業(yè)技術(shù)推廣處于國(guó)家宏觀農(nóng)業(yè)政策誘導(dǎo)、農(nóng)業(yè)技術(shù)推廣主體行政邏輯與農(nóng)戶理性需求的共同博弈之中,多元行動(dòng)主體與多重制度邏輯的交織使基層農(nóng)業(yè)技術(shù)推廣陷入了一定的制度性路徑依賴與結(jié)構(gòu)性困境之中。在傳統(tǒng)農(nóng)業(yè)向現(xiàn)代農(nóng)業(yè)轉(zhuǎn)型的大背景下促使國(guó)家、基層農(nóng)業(yè)技術(shù)推廣主體與農(nóng)民三者之間在制度設(shè)計(jì)層面實(shí)現(xiàn)有效的銜接、融合與匹配,使技術(shù)推廣的制度邏輯嵌入到鄉(xiāng)村社會(huì)的政治生態(tài)建設(shè)中已經(jīng)成為破除基層農(nóng)技推廣困境與重構(gòu)推廣網(wǎng)絡(luò)的現(xiàn)實(shí)需求。通過(guò)西部地區(qū)一鄉(xiāng)鎮(zhèn)農(nóng)業(yè)技術(shù)推廣中的實(shí)踐案例可以看出,亟需國(guó)家、基層農(nóng)業(yè)技術(shù)推廣機(jī)構(gòu)、農(nóng)民三者之間通過(guò)有效的利益調(diào)節(jié)與互動(dòng)機(jī)制形成科學(xué)的制度匹配關(guān)系,破除各行其是、各自為政的制度性路徑依賴與脫嵌的三者關(guān)系,從而實(shí)現(xiàn)農(nóng)技推廣制度的有效銜接與融合。
[Abstract]:Grass-roots agricultural technology extension is in the national macro-agricultural policy induction, agricultural technology extension of the main administrative logic and farmers' rational needs of the common game. The interweaving of multi-action subject and multi-system logic makes the grass-roots agricultural technology extension fall into a certain institutional path dependence and structural dilemma, and promote the country under the background of the transformation from traditional agriculture to modern agriculture. Grass-roots agricultural technology extension between the main body and farmers in the system design level to achieve effective convergence, integration and matching. It has become a realistic demand to make the system logic of technical extension embedded in the political and ecological construction of rural society to overcome the predicament of agricultural technology extension at the grass-roots level and to reconstruct the extension network. The reality of Agricultural Technology extension in a Township and Township in the Western region. The practical case can be seen. There is an urgent need for scientific institutional matching among the national, grass-roots agricultural technology extension agencies and farmers through effective interest regulation and interactive mechanisms to break their own ways. The institutional path dependence and delamination of the agricultural technology extension system can realize the effective convergence and integration of the agricultural technology extension system.
