【摘要】：要實現(xiàn)經濟發(fā)展和提高國民收入,產業(yè)調整結構是一個必要途徑。農業(yè)作為國民經濟發(fā)展的基礎產業(yè),對促進經濟發(fā)展和社會和諧穩(wěn)定都具有重要作用。因此,根據我國國情,農業(yè)結構的調整就顯得尤其重要。甘肅是我國西部地區(qū)的重要省份,氣候、土地、水源等自然環(huán)境對農業(yè)發(fā)展相對不利。因此,甘肅的農業(yè)發(fā)展一直落后于東部發(fā)達地區(qū)及中部地區(qū)。制度及人文方面的因素,使得甘肅農業(yè)增長緩慢,農業(yè)發(fā)展存在結構性問題。綜上所述,怎樣解決甘肅農業(yè)發(fā)展的結構性問題,如何使得農業(yè)結構調整發(fā)揮對農業(yè)經濟的促進作用,對于甘肅經濟發(fā)展影響重大。本文回顧了有關農業(yè)結構調整與經濟發(fā)展的國內外文獻,在此基礎上確定研究的主題—甘肅省農業(yè)經濟增長中的結構效應。同時,總結了結構效應的理論基礎。在理論基礎上把結構效應主要分為三種:農業(yè)生產部門內部的結構效應、農業(yè)生產部門之間的要素轉移效應和農業(yè)結構調整的資源配置效應。通過對甘肅農業(yè)發(fā)展現(xiàn)狀及農業(yè)結構調整總體狀態(tài)的分析發(fā)現(xiàn):甘肅農業(yè)發(fā)展相對落后,農民人均收入水平與全國平均人均收入水平相比較,差距在不斷擴大,農業(yè)結構調整的狀態(tài)相對還不完善。根據實證分析發(fā)現(xiàn),合理調整甘肅農業(yè)結構能夠推動農業(yè)經濟的發(fā)展,而其具體的影響作用有多大,可以通過甘肅農業(yè)生產部門內部的結構效應、農業(yè)生產部門之間的要素轉移效應和農業(yè)結構調整的資源配置效應得出。根據結論提出政策性建議。
[Abstract]:To achieve economic development and raise national income, industrial restructuring is a necessary approach. As the basic industry of national economic development, agriculture plays an important role in promoting economic development and social harmony and stability. According to China's national conditions, the adjustment of agricultural structure is particularly important. Gansu is an important province in the western region of China. The natural environment, such as climate, land, water resources and so on, is relatively unfavorable to the development of agriculture. Gansu's agricultural development has been lagging behind the eastern developed areas and the central region. The institutional and humanistic factors make the agricultural growth of Gansu slow, agricultural development has structural problems. How to solve the structural problems of agricultural development in Gansu and how to make agricultural structure adjustment play a role in promoting agricultural economy. This paper reviews the domestic and foreign literature on the adjustment of agricultural structure and economic development, and on this basis, determines the theme of the study-the structural effect of agricultural economic growth in Gansu Province. On the basis of the theory, the structural effect is divided into three kinds: the structural effect in the agricultural production department. Based on the analysis of the current situation of agricultural development and the overall state of agricultural structure adjustment in Gansu province, it is found that the agricultural development of Gansu is relatively backward. Compared with the national average per capita income, the gap between farmers' per capita income and the national average per capita income is widening, and the adjustment of agricultural structure is not perfect. The rational adjustment of agricultural structure in Gansu can promote the development of agricultural economy, and its specific impact can be achieved through the internal structural effects of agricultural production departments in Gansu. The factors transfer effect between agricultural production departments and the resource allocation effect of agricultural structure adjustment are obtained, and the policy suggestions are put forward according to the conclusion.
