【摘要】:2013年的中央一號文件首次提出了家庭農場這一新型農業(yè)經營主體,鼓勵和支持土地向家庭農場、農民合作社等主體進行流轉。2014年的中央一號文,再次提出要構建、扶持、發(fā)展新型農業(yè)體系和經營主體,鼓勵土地經營權的流轉集中。家庭農場是以家庭為經營主體,以適度的經營規(guī)模為基礎,以集約生產為手段,以經營農產品為主業(yè)的新型農業(yè)經營主體。適度規(guī)模經營的家庭農場具有勞動生產率高,商品率高,經濟效益佳,社會效益好等優(yōu)點,是現(xiàn)階段推動我國農業(yè)發(fā)展、解決“三農”問題的有效途徑之一。近年來,家庭農場作為現(xiàn)代農業(yè)新型經營主體之一得到了大力發(fā)展,如何通過各種措施解決家庭農場發(fā)展過程中的制約因素是需要深入研究的重要課題。本文首先闡述了家庭農場的相關概念和研究的理論基礎,并介紹了國(境)內外家庭農場發(fā)展的主要模式和經驗啟示。采取實地調研和問卷調查的方式收集了蕉嶺縣家庭農場的相關數(shù)據(jù),結合蕉嶺縣的自然條件和政策環(huán)境,總結了蕉嶺縣家庭農場的發(fā)展現(xiàn)狀、發(fā)展成效。通過分析,得出了當前蕉嶺縣發(fā)展家庭農場碰到的制約因素:一是土地流轉困難,家庭農場形成規(guī)模有難度;二是資金不足,家庭農場缺乏啟動資金和生產資金;三是從業(yè)人員綜合素質不高,難于適應發(fā)展家庭農場所需的新知識、新技術;四是創(chuàng)新意識不強,沒有新的管理模式和經營方式,家庭農場及農產品缺乏知名度;五是銷售渠道不暢,運輸和銷售成本過高,家庭農場缺乏市場競爭力。針對蕉嶺縣家庭農場發(fā)展過程中碰到的制約因素,參考國內外發(fā)展家庭農場的經驗以及蕉嶺縣本身的實際,提出了發(fā)展蕉嶺縣家庭農場的對策建議:(1)進一步完善土地流轉政策,為家庭農場聚合足夠的土地,形成規(guī)模經營提供保障;(2)提供資金支持,進一步破解家庭農場缺乏發(fā)展資金的難題;(3)提高家庭農場從業(yè)人員綜合素質,適應現(xiàn)代農業(yè)的新需求;(4)打造特色家庭農場,提高績效家庭農場品牌知名度;(5)健全完善農業(yè)社會化服務體系,以專業(yè)的服務來突破銷售瓶頸。
[Abstract]:In 2013, the first document of the Central Committee proposed the family farm, a new type of agricultural management, to encourage and support the transfer of land to family farms, farmers' cooperatives and other subjects. 2014, the first document of the Central Committee. Again, it is proposed to construct, support and develop a new agricultural system and management body, and encourage the circulation of land management rights centralization. Family farm is based on the family as the main business, on the basis of appropriate business scale. With intensive production as the means and the management of agricultural products as the main industry, the family farm with moderate scale operation has the advantages of high labor productivity, high commodity rate, good economic benefits and good social benefits. It is one of the effective ways to promote the development of agriculture and solve the problem of "agriculture, countryside and farmers". In recent years, family farm as one of the new management subjects of modern agriculture has been greatly developed. How to solve the constraints in the development of family farms through various measures is an important subject that needs further study. Firstly, this paper expounds the related concepts and theoretical basis of family farms. The paper also introduces the main models and experiences of family farm development in and outside China and collects the relevant data of family farm in Jiaoling County by means of field investigation and questionnaire survey. Combined with the natural conditions and policy environment of Jiaoling County, this paper summarizes the present situation and development results of family farm in Jiaoling County. This paper concludes that the current Jiaoling County family farm development encountered constraints: first, the difficulty of land transfer, family farm formation scale is difficult; Second, the lack of funds, family farms lack of start-up funds and production funds; Third, the comprehensive quality of practitioners is not high, it is difficult to adapt to the development of family farms needed for new knowledge, new technology; Fourth, the consciousness of innovation is not strong, there is no new management model and management mode, family farms and agricultural products lack popularity; Fifth, marketing channels are not smooth, transportation and sales costs are too high, and family farms lack market competitiveness. In view of the constraints encountered in the development process of family farms in Jiaoling County. Referring to the experience of developing family farm at home and abroad and the reality of Jiaoling county itself, this paper puts forward the countermeasures and suggestions for the development of family farm in Jiaoling county: 1) to further improve the land transfer policy. Providing security for the family farm to aggregate enough land to form a large-scale operation; (2) providing financial support to further solve the problem of lack of development funds for family farms; (3) improving the comprehensive quality of family farm employees to meet the new needs of modern agriculture; (4) creating special family farm to improve the brand awareness of family farm; Improve the agricultural socialized service system and break through the sales bottleneck with professional service.
