【摘要】：研究林業(yè)生態(tài)安全測度評價對管理者制定林業(yè)生態(tài)安全預(yù)警、監(jiān)管和控制措施以深入推進生態(tài)文明建設(shè)具有重要意義。為克服已有研究的不足,本文立足于林業(yè)生態(tài)安全的廣義內(nèi)涵——產(chǎn)業(yè)與生態(tài)互利共生,在分析林業(yè)產(chǎn)業(yè)壓力與森林生態(tài)相互關(guān)系的基礎(chǔ)上,利用2004-2015年全國及31省域面板數(shù)據(jù),運用結(jié)構(gòu)化PSIR和定量化SEM方法確定了林業(yè)生態(tài)安全指標(biāo)及其權(quán)重,通過Lotka-Volterra方法得到了具有生態(tài)經(jīng)濟意義的林業(yè)生態(tài)安全共生度指數(shù)及其判據(jù),實現(xiàn)由指標(biāo)向指數(shù)的耦合集成,最后對全國及31省域林業(yè)生態(tài)安全實證測度,并根據(jù)測度的"系列指數(shù)"追溯"指標(biāo)變量"以找出林業(yè)生態(tài)安全問題的原因,實現(xiàn)由指數(shù)向指標(biāo)的回溯解耦。研究結(jié)果表明:(1)整個中國林業(yè)產(chǎn)業(yè)壓力與森林生態(tài)處于非綠色共生模式導(dǎo)致林業(yè)生態(tài)安全處于預(yù)警狀態(tài),這將產(chǎn)生潛在的林業(yè)生態(tài)安全隱患,亟需引起高度重視,要實現(xiàn)林業(yè)綠色安全仍任重道遠;(2)31省域中,處于林業(yè)生態(tài)安全預(yù)警省域的數(shù)量(18省域,占比58%)要多于處于林業(yè)生態(tài)安全省域的數(shù)量(13省域,占比42%);(3)林業(yè)生態(tài)安全不僅依賴于林業(yè)自然資源稟賦能力,還取決于林業(yè)產(chǎn)業(yè)壓力與森林生態(tài)的共生協(xié)調(diào)狀態(tài)。
[Abstract]:It is of great significance for managers to establish early warning, supervision and control measures for forestry ecological security in order to promote the construction of ecological civilization. This paper is based on the broad connotation of forestry ecological security-industry and ecological mutual benefit symbiosis, on the basis of analyzing the relationship between forestry industry pressure and forest ecology. Based on the panel data of national and 31 provinces from 2004 to 2015, the indexes and weights of forestry ecological security were determined by using structured PSIR and quantitative SEM methods. The symbiotic index of forestry ecological security and its criterion were obtained by Lotka-Volterra method, and the coupling integration from index to index was realized. Finally, the paper measures the forestry ecological security in the whole country and 31 provinces, and traces the index variable according to the series index of the measure to find out the reason of the forestry ecological security problem. The research results show that the pressure of forestry industry and forest ecology are in a non-green symbiosis mode in China, which leads to the forewarning of forestry ecological security. This will produce potential hidden dangers of forestry ecological security, and it is urgent to attach great importance to it, and there is still a long way to go to realize the green security of forestry. The number of early warning province of forestry ecological security is 18 provinces (58%) more than that of 13 provinces (42%). 3) Forestry ecological security not only depends on the natural resource endowment ability of forestry, but also depends on the symbiotic and harmonious state of forestry industry pressure and forest ecology.
