【摘要】：十三五期間,江蘇圍繞減少相對(duì)貧困、縮小收入差距、促進(jìn)共同富裕的目標(biāo),在促進(jìn)集體增收與農(nóng)民增收良性互動(dòng)、實(shí)行扶貧開(kāi)發(fā)與社會(huì)保障相銜接等方面形成了一批行之有效的重要做法和成功經(jīng)驗(yàn)。本文通過(guò)對(duì)宿遷國(guó)家扶貧改革試驗(yàn)區(qū)的調(diào)查,以泗陽(yáng)縣為例,分析扶貧改革路徑、家門(mén)口就業(yè)脫貧模式及其成效。研究認(rèn)為,泗陽(yáng)縣村集體經(jīng)濟(jì)和低收入農(nóng)戶增收同步發(fā)展及村級(jí)"三資"中心管理方式對(duì)其他地區(qū)具有借鑒意義;針對(duì)目前精準(zhǔn)扶貧識(shí)別、農(nóng)村空心化突出等問(wèn)題,建議在經(jīng)濟(jì)發(fā)達(dá)地區(qū),嘗試用動(dòng)態(tài)和相對(duì)概念來(lái)測(cè)度貧困、以共治理念扶貧脫貧、以美麗鄉(xiāng)村建設(shè)構(gòu)建扶貧長(zhǎng)效機(jī)制。
[Abstract]:During the 13th Five-Year Plan period, Jiangsu focused on reducing relative poverty, narrowing the income gap, promoting the goal of common prosperity, in promoting collective income and farmers' income increase benign interaction. The implementation of poverty alleviation and development and social security linked to the formation of a number of effective important practices and successful experience. This article through the Suqian National Poverty reduction Reform pilot area investigation, Siyang County as an example. Analysis of the path of poverty alleviation reform, employment at home and poverty relief model and its effectiveness. The village collective economy of Siyang county and the income increase of low income peasant household develop synchronously and the management mode of "three capital" center at village level has reference significance to other regions; Aiming at the problems of accurate identification of poverty alleviation and prominent hollowing in rural areas, it is suggested that dynamic and relative concepts should be used to measure poverty, and the concept of co-treatment should be used to alleviate poverty. Build a long-term mechanism for helping the poor through the construction of beautiful villages.
