【摘要】：本文從牧戶的滿意度視角出發(fā),利用甘南牧區(qū)236戶牧民的微觀數(shù)據,將牧戶生計變量作為中介變量,引入"牧戶對草原生態(tài)保護政策理解"、"牧戶對草原生態(tài)保護認知"兩類潛變量,對牧戶滿意度進行測度。模型結果顯示,牧戶對草原生態(tài)建設的總體態(tài)度較為滿意。但是,兩類潛變量因素都沒有在模型中較好的凸顯直接作用,而必須通過牧戶生計靈活性變量才能體現(xiàn)。該結果說明,盡管牧民對生態(tài)建設(工程或政策)的心理意愿較重要,但是在政策實施中執(zhí)行力發(fā)揮了不可替代的作用,因此,牧戶的生計選擇作為中介變量對草原生態(tài)建設起到了較大的推動作用�？傮w來看,草原生態(tài)建設實施后,牧民的生活方式確實受到較大影響,但是,放牧依然是牧民生計的主要手段,生態(tài)保護的意愿若要上升為主觀行動仍有較大差距。目前,獎補政策在我國甘南牧區(qū)已經全部覆蓋,政府對草原生態(tài)保護應該給予更多的宣傳和引導,使草原受益主體充分認識到工程建設的重要性,同時培育牧戶替代生計新方式,將意愿轉化為行動才能真正實現(xiàn)草原生態(tài)建設的可持續(xù)。
[Abstract]:From the perspective of pastoral satisfaction, using the micro data of 236 herdsmen in Gannan pastoral area, this paper introduces the herdsmen's understanding of grassland ecological protection policy by taking the livelihood variables of herdsmen as intermediary variables. The result of the model shows that the general attitude of herdsmen towards grassland ecological construction is more satisfied. However, there are two kinds of latent variables of herdsmen's cognition of grassland ecological protection. However, the results of the model show that the herdsmen are satisfied with the ecological construction of grassland. The two types of latent variables do not play a better role in the model, but must be reflected by the flexible variables of pastoral livelihood. Although the psychological will of herdsmen to ecological construction (engineering or policy) is more important, it plays an irreplaceable role in the implementation of policies. Pastoral livelihood choice as an intermediary variable has played a greater role in promoting grassland ecological construction. In general, after the implementation of grassland ecological construction, herdsmen's lifestyle has been greatly affected, but. Grazing is still the main means of livelihood of herdsmen, and there is still a big gap between the willingness of ecological protection and subjective action. At present, the policy of reward and compensation has been completely covered in the pastoral areas of Gannan in China. The government should give more publicity and guidance to grassland ecological protection, so that the main body of grassland benefit fully realize the importance of engineering construction, and foster pastoral alternative livelihood new way. Only by translating will into action can the grassland ecological construction be truly sustainable.
