【摘要】：楊凌農(nóng)業(yè)高新技術(shù)產(chǎn)業(yè)示范區(qū)是我國唯一的農(nóng)業(yè)高新技術(shù)產(chǎn)業(yè)示范區(qū),它的誕生和發(fā)展與我國農(nóng)業(yè)的發(fā)展進(jìn)程息息相關(guān)。楊凌示范區(qū)的誕生源于神圣的國家使命,1997年,國家設(shè)立楊凌農(nóng)業(yè)高新技術(shù)產(chǎn)業(yè)示范區(qū),旨在依托楊凌雄厚的農(nóng)科教資源,通過科技的創(chuàng)新、體制的改革,推動(dòng)科技成果的產(chǎn)業(yè)化來示范、輻射和帶動(dòng)西北干旱半干旱地區(qū)乃至我國現(xiàn)代農(nóng)業(yè)的發(fā)展。2005年作為我國唯一的農(nóng)業(yè)類園區(qū)被列為第一批國家循環(huán)經(jīng)濟(jì)試點(diǎn)單位,自此,楊凌在現(xiàn)代農(nóng)業(yè)發(fā)展上肩負(fù)起來兩大重要任務(wù)和使命。一是通過科技示范和產(chǎn)業(yè)化帶動(dòng),引領(lǐng)現(xiàn)代農(nóng)業(yè)的發(fā)展尤其是西北干旱半干旱地區(qū),其依托手段就是農(nóng)業(yè)科技示范和產(chǎn)業(yè)化帶動(dòng)。二是通過循環(huán)經(jīng)濟(jì)的理念改造提升傳統(tǒng)農(nóng)業(yè),推動(dòng)整個(gè)農(nóng)業(yè)的高質(zhì)量的可持續(xù)發(fā)展。從這個(gè)層面講,產(chǎn)業(yè)示范區(qū)解決的是我國干旱、半干旱地區(qū)農(nóng)業(yè)的可持續(xù)發(fā)展,而循環(huán)經(jīng)濟(jì)農(nóng)業(yè)園區(qū)試點(diǎn)解決的則是我國農(nóng)業(yè)的高水平可持續(xù)發(fā)展問題。加快楊凌循環(huán)經(jīng)濟(jì)尤其是農(nóng)業(yè)循環(huán)經(jīng)濟(jì)試點(diǎn)園區(qū)的建設(shè)和發(fā)展,充分發(fā)揮試點(diǎn)的典型示范作用,不僅對(duì)楊凌地方經(jīng)濟(jì)、干旱半干旱地區(qū)的經(jīng)濟(jì)社會(huì)發(fā)展有著舉足輕重的影響,而且對(duì)我國整個(gè)農(nóng)業(yè)產(chǎn)業(yè)、農(nóng)村經(jīng)濟(jì)的持續(xù)發(fā)展意義重大而深遠(yuǎn)。本文以此作為立論,以農(nóng)業(yè)循環(huán)經(jīng)濟(jì)的相關(guān)理論作為研究切入,闡述了農(nóng)業(yè)循環(huán)經(jīng)濟(jì)的概念及內(nèi)涵,對(duì)國內(nèi)外農(nóng)業(yè)循環(huán)經(jīng)濟(jì)發(fā)展模式進(jìn)行對(duì)比研究,在對(duì)楊凌示范區(qū)農(nóng)業(yè)循環(huán)經(jīng)濟(jì)的發(fā)展現(xiàn)狀進(jìn)行了概括研究的基礎(chǔ)上對(duì)楊凌示范區(qū)農(nóng)業(yè)循環(huán)經(jīng)濟(jì)發(fā)展存在的認(rèn)識(shí)不到位、行政管理機(jī)制不健全、科技支撐不足等問題進(jìn)行了系統(tǒng)分析,最后提出了加大循環(huán)經(jīng)濟(jì)理念的宣傳教育、強(qiáng)化政府公共服務(wù)、強(qiáng)化科技支撐、強(qiáng)化市場引導(dǎo)、完善推進(jìn)農(nóng)業(yè)循環(huán)經(jīng)濟(jì)發(fā)展的政策體系對(duì)策來促進(jìn)楊凌循環(huán)經(jīng)濟(jì)發(fā)展,以期對(duì)楊凌示范區(qū)乃至西北干旱半干旱地區(qū)農(nóng)業(yè)循環(huán)經(jīng)濟(jì)的發(fā)展有所裨益。
[Abstract]:Yang Ling agricultural high-tech industry demonstration area is the only agricultural high-tech industry demonstration area in China. Its birth and development are closely related to the development of agriculture in China. The birth of Yang Ling demonstration area originates from the sacred national mission. In 1997, the state set up an agricultural high-tech industry demonstration zone. In order to rely on Yang Ling's abundant agricultural science and education resources, through scientific and technological innovation, system reform, promote the industrialization of scientific and technological achievements to demonstrate. Radiation and drive the development of modern agriculture in arid and semi-arid areas of northwest China. In 2005, as the only agricultural park in China, it has been listed as the first batch of national circular economy pilot units. Yang Ling has shouldered two important tasks and missions in the development of modern agriculture. One is to lead the development of modern agriculture, especially in arid and semi-arid areas of northwest China, through scientific and technological demonstration and industrialization. It relies on agricultural science and technology demonstration and industrialization drive. Second, through the concept of circular economy to improve traditional agriculture, promote the whole agriculture of high quality sustainable development. From this level. The industrial demonstration area solves the sustainable development of agriculture in arid and semi-arid areas of China. The circular economy agricultural park will solve the problem of high level sustainable development of agriculture in China, and speed up the construction and development of Yang Ling circular economy, especially agricultural circular economy pilot park. To give full play to the typical demonstration role of the pilot projects will not only have a decisive impact on the economic and social development of Yang Ling's local economy and arid and semi-arid areas, but also will have an important impact on the entire agricultural industry of our country. The sustainable development of rural economy is of great significance and far-reaching. This paper takes this as an argument, the related theory of agricultural circular economy as a research, expounds the concept and connotation of agricultural circular economy. This paper makes a comparative study on the development model of agricultural circular economy at home and abroad. On the basis of a general study on the development status of agricultural circular economy in Yang Ling demonstration area, the understanding of the existence of agricultural circular economy and the imperfect administrative management mechanism are not in place in Yang Ling demonstration area. The problems such as insufficient support of science and technology are analyzed systematically. Finally, it is put forward to increase the propaganda and education of the concept of circular economy, to strengthen the public service of government, to strengthen the support of science and technology, and to strengthen the guidance of market. To improve the policy system and countermeasures of promoting the development of agricultural circular economy to promote the development of Yang Ling circular economy, in order to benefit the development of agricultural circular economy in Yang Ling demonstration area and even in arid and semi-arid areas of northwest China.
