【摘要】：“銀發(fā)浪潮”的來(lái)臨及惡化,使得人類在21世紀(jì)不得不面臨老齡化問(wèn)題所帶來(lái)的巨大挑戰(zhàn),隨著養(yǎng)老服務(wù)需求的日漸膨脹,養(yǎng)老問(wèn)題牽動(dòng)著社會(huì)系統(tǒng)的每一根神經(jīng),觸動(dòng)著社會(huì)的安定與和諧。作為老年人人生旅途的一個(gè)重要組成部分,如何度過(guò)晚年生活,以及應(yīng)該怎樣在余生里實(shí)現(xiàn)自我價(jià)值,是我們社會(huì)每一個(gè)個(gè)體都應(yīng)去積極追溯的答案�！稗r(nóng)村開(kāi)發(fā)式助老扶貧”即在助老扶貧工作中,轉(zhuǎn)變傳統(tǒng)觀念,變單純的政府“輸血式”救濟(jì),為政府“輸血式”救濟(jì)與社會(huì)“造血式”扶助相結(jié)合,廣泛動(dòng)員社會(huì)力量,充分利用社會(huì)幫扶資源,形成滾動(dòng)式發(fā)展的局面,農(nóng)村老年人再次參加力所能及的工作或勞動(dòng),努力促使農(nóng)村低齡老年人實(shí)現(xiàn)自養(yǎng),讓更多農(nóng)村貧困老年人脫貧,不僅解決了農(nóng)村老年人一時(shí)的生活困難,而且解決了農(nóng)村老年人晚年生活的后顧之憂�！伴_(kāi)發(fā)式助老扶貧”回答了“積極老齡化”下“給時(shí)間以生命”的問(wèn)題,同時(shí)也為因老致貧、返貧提供了最優(yōu)解決方案。本研究嘗試從管理學(xué)、社會(huì)學(xué)、法學(xué)等角度入手,以結(jié)構(gòu)功能主義、活動(dòng)理論等為理論基礎(chǔ),通過(guò)對(duì)我國(guó)農(nóng)村開(kāi)發(fā)式助老扶貧建設(shè)的現(xiàn)狀、問(wèn)題以及成因等方面進(jìn)行解讀,并加以案例分析,在借鑒國(guó)內(nèi)外成功經(jīng)驗(yàn)的基礎(chǔ)上,從政府主導(dǎo)、社會(huì)參與、全民關(guān)懷三個(gè)層面提出一些建設(shè)性的意見(jiàn),以期為我國(guó)農(nóng)村扶貧開(kāi)發(fā)工作的可持續(xù)化開(kāi)展提供借鑒,也為該命題理論研究的進(jìn)一步深化提供思路。本研究認(rèn)為“助老扶貧”,即幫助貧困老人走出貧困,實(shí)現(xiàn)更好的養(yǎng)老,以達(dá)到緩解社會(huì)矛盾,充分調(diào)動(dòng)農(nóng)村低齡老人的能動(dòng)性和積極性,“開(kāi)發(fā)式助老扶貧”更注重改變以往“輸血式”救助,努力開(kāi)發(fā)老年人“造血”功能。同時(shí),積極開(kāi)發(fā)老年人力資源,幫助老人實(shí)現(xiàn)再就業(yè)從而走出貧困,社會(huì)公眾應(yīng)了解這并不影響青壯年就業(yè),更不應(yīng)該具有年齡歧視,社會(huì)成員應(yīng)協(xié)同合作,努力創(chuàng)造一個(gè)“老有所為,老有所樂(lè)”的和諧社會(huì)。
[Abstract]:With the advent and deterioration of the "silver hair wave", human beings have to face the enormous challenges brought by the aging problem in 21th century, with the increasing demand for old-age care services. Pension issues affect every nerve of the social system, touch the stability and harmony of the society. As an important part of the life journey of the elderly, how to spend the later years of life. And how to achieve self-worth in the rest of our life is the answer that every individual in our society should actively trace back. "Rural development to help the elderly to help the poor" is to change the traditional concept in the work of aiding the elderly and helping the poor. The government's "transfusion" relief, which has become pure, combines the government's "blood transfusion" relief with the social "hematopoietic" assistance, extensively mobilizes social forces, makes full use of social support resources, and forms a rolling development situation. The elderly in rural areas once again participate in the work or labor within their means, and strive to promote the self-care of the young rural elderly, so that more rural poor elderly people can get out of poverty, which not only solves the temporary difficulties of rural elderly people. In addition, it solves the worries of the old people in the rural areas in their later years. "helping the elderly by Development" answers the question of "giving time to life" under "active aging", and at the same time, it also causes poverty because of old age. This study attempts to start from the perspectives of management, sociology and law, and take structural functionalism and activity theory as the theoretical basis. Through the analysis of the current situation, problems and causes of poverty alleviation in rural development, and case analysis, on the basis of the successful experience at home and abroad, from the government led, social participation. Three levels of national concern put forward some constructive suggestions in order to provide reference for the sustainable development of rural poverty alleviation and development in China. This research also provides the train of thought for the further deepening of the theoretical study of the proposition. This study holds that "helping the elderly to help the poor" is to help the poor old people out of poverty and to achieve better old-age support in order to alleviate social contradictions. We should fully mobilize the initiative and enthusiasm of the young rural elderly, and pay more attention to "helping the elderly and helping the poor through development" to change the past "blood transfusion" aid, and strive to develop the "hematopoietic" function of the elderly. At the same time. Active development of elderly human resources to help the elderly to achieve re-employment out of poverty, the public should understand that this does not affect youth employment, nor should there be age discrimination, social members should cooperate. Strive to create a "sense of security, old joy," a harmonious society.
