【摘要】：農(nóng)業(yè)綜合開發(fā)是我國上世紀(jì)80年代政府實施的一項以提高農(nóng)業(yè)綜合生產(chǎn)能力,帶動農(nóng)民增產(chǎn)增收為主要目標(biāo)的重要措施,20多年來,農(nóng)業(yè)綜合開發(fā)項目已經(jīng)遍布全國各地,隨著財政資金投入的不斷增多,其對現(xiàn)代農(nóng)業(yè)發(fā)展的示范效應(yīng)也日益凸顯。河北省農(nóng)業(yè)綜合開發(fā)項目最早實施于1988年,隨著各級財政資金投入的不斷加大,政府和社會對該類項目的績效越來越重視,多年的投入是否實現(xiàn)了預(yù)期的目標(biāo)?產(chǎn)生的績效如何?目前尚未有明確的回答。本文旨在通過對河北省20多年來農(nóng)業(yè)綜合開發(fā)項目資金投入的系統(tǒng)梳理,分析農(nóng)業(yè)綜合開發(fā)項目產(chǎn)生的績效,為全面了解農(nóng)業(yè)綜合開發(fā)項目、提高農(nóng)業(yè)綜合開發(fā)項目績效提供決策支持。本文以舒爾茨的農(nóng)業(yè)與經(jīng)濟增長理論、柯布-道格拉斯理論及投入產(chǎn)出理論為基礎(chǔ),以河北省25年的數(shù)據(jù)為依據(jù),運用SPSS21.0軟件和E-views8.0軟件并結(jié)合數(shù)理模型的研究方法,從動態(tài)資金投入的角度對河北省農(nóng)業(yè)綜合開發(fā)項目績效展開了實證分析。本文的核心共三部分:首先對河北省自1988年實施農(nóng)業(yè)綜合開發(fā)項目以來動態(tài)資金投入的現(xiàn)狀進行了分析,主要從資金投入現(xiàn)狀、資金來源及情況、產(chǎn)業(yè)化經(jīng)營項目和土地治理項目四個方面對動態(tài)資金投入的現(xiàn)狀進行剖析。其次利用河北省25年的數(shù)據(jù),以計量經(jīng)濟學(xué)為手段從農(nóng)業(yè)綜合開發(fā)項目財政資金對社會資金的帶動效應(yīng)、對農(nóng)民增收及農(nóng)民總產(chǎn)值的影響三個角度展開實證分析,得出如下結(jié)論:一是農(nóng)業(yè)綜合開發(fā)項目財政資金帶動效應(yīng)不明顯;二是農(nóng)業(yè)綜合開發(fā)項目財政資金對增加河北省農(nóng)業(yè)總產(chǎn)值以及促進農(nóng)民增收方面有著明顯的促進作用。最后在分析的基礎(chǔ)上,給出了提高農(nóng)業(yè)綜合開發(fā)項目績效的建議,主要包括調(diào)整財政支農(nóng)結(jié)構(gòu),加大農(nóng)業(yè)綜合開發(fā)項目投入;探索建立農(nóng)業(yè)綜合開發(fā)項目投入穩(wěn)定增長機制;發(fā)揮區(qū)域優(yōu)勢特色產(chǎn)業(yè);加大對農(nóng)業(yè)綜合開發(fā)的宣傳力度。本文的創(chuàng)新之處在于:基于河北省25年來動態(tài)的資金投入,從農(nóng)業(yè)綜合開發(fā)項目財政資金對社會資金的帶動效應(yīng)、對農(nóng)民人均純收入以及農(nóng)業(yè)總產(chǎn)值的影響三個角度比較全面的分析了河北省農(nóng)業(yè)綜合開發(fā)項目績效。通過本文對河北省農(nóng)業(yè)綜合開發(fā)項目績效的分析,為河北省農(nóng)業(yè)綜合開發(fā)辦公室和財政部等相關(guān)政府部門全面了解農(nóng)業(yè)綜合開發(fā)項目財政資金的帶動效應(yīng)、對農(nóng)民人均純收入以及農(nóng)業(yè)總產(chǎn)值的影響提供參考,為提高農(nóng)業(yè)綜合開發(fā)項目績效提供決策依據(jù)。
[Abstract]:The agricultural comprehensive development is the last century, in 80s the government implementation in order to improve the comprehensive agricultural production capacity, to increase the income of farmers as the main goal of the important measures, more than 20 years, the agricultural comprehensive development project has been all over the country, with financial investment increasing, the demonstration effect on the development of modern agriculture is increasingly prominent. Hebei Province Agricultural Comprehensive Development Project for the first implementation in 1988, with all levels of financial investment continues to increase, the government and society pay more attention to the project's performance and, for many years whether the investment is expected? How to generate performance? There is not yet a clear answer. This paper aims to systematically the agricultural comprehensive development project investment of more than 20 years of Hebei Province, the agricultural comprehensive development project of the performance, to fully understand the comprehensive agricultural development projects. Comprehensive development of high agricultural project performance to provide decision support. This paper is based on Schultz's theory of agricultural and economic growth, the Cobb Douglas theory and input-output theory, taking Hebei province in 25 years on the basis of the data, using SPSS21.0 software and E-views8.0 software and research methods combined with the mathematical model, an empirical Analysis on performance of agricultural comprehensive the development project of Hebei province from the dynamic investment perspective. The core of this paper consists of three parts: the first in Hebei province since 1988 to implement the comprehensive agricultural development project to analyze the dynamic capital investment situation, mainly from the capital investment situation, and sources of funds, analyzes present situation of the dynamic investment four aspects of industrialization project management project and land utilization in Hebei province. Then 25 years of data in Econometrics means from the agricultural comprehensive development project of financial funds Driving effect of social capital, empirical analysis launched three aspects of influence on the total output value of farmers and farmers, draws the following conclusion: one is the financial capital of comprehensive agricultural development projects driving effect is not obvious; the two is the financial capital of comprehensive agricultural development projects have obvious effect on promoting the increase of the total output value of agriculture in Hebei province and promote the increase of farmers' income. Finally, on the basis of the analysis, is given to improve the comprehensive agricultural development project performance, including the adjustment of the agriculture structure, increase investment in agricultural comprehensive development project; explore the establishment of comprehensive agricultural development project investment stable growth mechanism; regional advantages of special industries; to increase the comprehensive agricultural development in the propaganda. The innovation lies in: Hebei Province dynamic 25 years funding based on financial resources from the comprehensive agricultural development projects of social capital drive Effect on the three angles of the per capita net income of farmers as well as the influence of the total output value of agriculture more comprehensive analysis of the agricultural comprehensive development project in Hebei province. Through the analysis of the performance of agricultural comprehensive development project in Hebei province for the performance of the driving effect of Hebei province agriculture comprehensive development office and the Ministry of Finance and other relevant government departments to fully understand the comprehensive agricultural financial funds the development of the project, to provide reference for the per capita net income of farmers and the total agricultural output value, to provide decision-making basis for improving the agricultural comprehensive development project performance.
