【摘要】：隨著經(jīng)濟(jì)社會(huì)發(fā)展,旅游需求日益多元化,高端休閑消費(fèi)也日漸頻繁,其中海上乘船觀光旅游就是一種新出現(xiàn)的旅游需求。在國外,海上觀光旅游已經(jīng)發(fā)展到了一個(gè)相當(dāng)高的程度,尤其是通過游艇旅游、郵輪旅游等形式,但在中國僅處于萌芽階段。北海市作為北部灣南部黃金旅游城市,海岸線長(zhǎng)達(dá)500多公里,海洋資源豐富,北海銀灘是聞名國內(nèi)外的“天下第一灘”、中國最年輕的火山島一潿洲島,目前正上升到國家層面開發(fā)建設(shè),發(fā)展海上旅游船舶觀光旅游,正逐步成為一種產(chǎn)業(yè),潛力巨大。 而隨著北海市海上旅游船舶數(shù)量逐步增多,海上交通流密度會(huì)逐年增大,加上北海市本身就是港口城市,又處在北部灣大漁場(chǎng)中,海上通航密度較大,旅游船舶海上航行風(fēng)險(xiǎn)較大。另外,旅游船舶作為載人的交通工具,一旦發(fā)生水上安全事故,必將會(huì)嚴(yán)重威脅人民生命財(cái)產(chǎn)安全,尤其是重特大安全事故,將帶來嚴(yán)重的社會(huì)影響。為此,分析研究北海市海上旅游船舶對(duì)水上交通環(huán)境造成的影響,全面掌握其安全現(xiàn)狀是非常必要的,也是提出切實(shí)可行的安全保障建議的必要步驟。 本文在分析國內(nèi)外海上旅游船舶發(fā)展現(xiàn)狀的前提下,指出北海市具有發(fā)展海上旅游船舶的廣大前景。并結(jié)合北海目前海上旅游船舶安全現(xiàn)狀,通過大量的實(shí)地調(diào)查、研究,從服務(wù)、保障安全角度入手,分析北海市海上旅游船舶安全存在的問題及風(fēng)險(xiǎn),從而提出符合北海市實(shí)際情況的海上旅游船舶安全保障對(duì)策。
[Abstract]:With the development of economy and society, tourism demand is becoming more and more diversified, and high-end leisure consumption is becoming more and more frequent, among which sea boat sightseeing is a new tourism demand. Overseas, marine tourism has developed to a high degree, especially through yacht tourism, cruise tourism and other forms, but in China is only in its infancy. As a golden tourist city in the southern part of Beibu Gulf, Beihai City has a coastline of more than 500 kilometers and abundant marine resources. Beihai Silver Beach is known as the "No.1 Beach in the World" at home and abroad, and Weizhou Island, the youngest volcanic island in China. At present, it is developing to the national level and developing marine tourism and ship sightseeing, which is becoming a kind of industry with great potential. With the gradual increase in the number of maritime tourist vessels in Beihai City, the density of maritime traffic flows will increase year by year. In addition, Beihai City itself is a port city and is in a big fishing ground in the Beibu Gulf. The risk of maritime navigation of tourist vessels is great. In addition, as a means of carrying people, once a maritime safety accident occurs, tourist ship will seriously threaten the safety of people's lives and property, especially serious and serious safety accidents, which will bring serious social impact. Therefore, it is very necessary to analyze and study the impact of maritime tourist vessels on the environment of maritime traffic in Beihai City, and to grasp the present safety situation in an all-round way, as well as the necessary steps to put forward practical safety suggestions. Based on the analysis of the present situation of the development of marine tourist vessels at home and abroad, this paper points out that Beihai City has broad prospects for the development of maritime tourist vessels. Combined with the current situation of maritime tourist ship safety in Beihai, through a large number of field investigations, research, from the point of view of service and security, this paper analyzes the existing problems and risks of maritime tourist ship safety in Beihai City. Thus, the paper puts forward the security countermeasures of maritime tourist vessels in accordance with the actual situation of Beihai City.
