【摘要】：我國的休閑旅游發(fā)展從20世紀80年代初中期開始萌芽。在人民群眾的生活水平逐步提升,消費觀念不斷轉(zhuǎn)化的當今社會,特別從90年代后期起,“休閑娛樂”已經(jīng)成為人們?nèi)粘Ｉ畹闹匾M成部分,而城市周邊的近郊區(qū)旅游則成為釋放人們休閑娛樂需求的聚集地,在消費觀念轉(zhuǎn)變、生活方式轉(zhuǎn)化、經(jīng)濟水平提升的多重條件帶動下,“休閑旅游”全面發(fā)展的帷幕已經(jīng)拉開。多數(shù)例證表明,在全國各地眾多休閑旅游主題的旅游景區(qū)開發(fā)、建設、管理、經(jīng)營存在著機遇與風險并存的現(xiàn)實狀況。 筆者結(jié)合工作實際,就所轄工作地——S地,親身參與的“休閑旅游主題項目A旅游景區(qū)開發(fā)”為例,展開休閑旅游景區(qū)開發(fā)項目風險管理研究。 通過多時對休閑旅游、景區(qū)項目開發(fā)、項目風險管理的相關文獻收集整理,結(jié)合項目開發(fā)的實際情況,使用了德爾菲問卷調(diào)查法、主觀評分法等多種技術工具,按照風險管理的步驟要求,進行了項目風險的規(guī)劃、識別、評價、控制等,最終將S地A旅游景區(qū)項目開發(fā)中,產(chǎn)生于主、客觀因素的項目開發(fā)階段風險歸結(jié)為技術風險、經(jīng)濟風險、人員風險、其他風險等類別,并對其進行風險評估。同時結(jié)合S地實際,就A旅游景區(qū)存在的項目開發(fā)風險提出了相應的項目風險管控對策,并就旅游景區(qū)項目風險管理課題,提出了一些思考與建議。本文的一些研究,對于降低旅游景區(qū)開發(fā)特別是鄉(xiāng)村旅游景區(qū)開發(fā)的風險,統(tǒng)籌生態(tài)、經(jīng)濟、社會發(fā)展具有一定的借鑒價值和現(xiàn)實意義。
[Abstract]:The development of leisure tourism in China began to sprout in the middle of 1980's. In today's society, where people's living standards are gradually improving and consumption concepts are constantly changing, "leisure and entertainment" has become an important part of people's daily life, especially since the late 1990s. The suburban tourism around the city has become the gathering place to release people's leisure and entertainment demand. With the change of consumption concept, the transformation of life style and the promotion of economic level, the curtain of "leisure tourism" has been opened. The majority of examples show that opportunities and risks coexist in the development, construction, management and management of tourism scenic spots with many leisure tourism themes all over the country. Combining with the actual work, the author studies the risk management of leisure tourism scenic spot development project A, which is a subject project of leisure tourism. Through collecting and sorting relevant documents on leisure tourism, scenic area project development and project risk management, combining with the actual situation of project development, using Delphi questionnaire survey method, subjective scoring method and other technical tools. According to the requirements of risk management, the project risk planning, identification, evaluation, control and so on are carried out. Finally, the risk in the project development of Site A tourist attractions is reduced to technical risk in the project development stage of subjective and objective factors. Economic risk, personnel risk, other types of risk, and carry out risk assessment. At the same time, combined with the reality of S, this paper puts forward the corresponding countermeasures of project risk control and control for the project development risk existing in A scenic spot, and puts forward some thoughts and suggestions on the project risk management subject of tourism scenic spot. Some studies in this paper have certain reference value and practical significance for reducing the risk of developing scenic spots, especially for the development of rural scenic spots, as well as coordinating the ecological, economic and social development.
