【摘要】：改革開(kāi)放以來(lái),隨著中國(guó)非均衡區(qū)域發(fā)展戰(zhàn)略的實(shí)施和市場(chǎng)內(nèi)生性作用的逐步增強(qiáng),中國(guó)區(qū)域發(fā)展差距問(wèn)題開(kāi)始凸顯并日趨嚴(yán)重,由此催生出了以處理好經(jīng)濟(jì)發(fā)達(dá)地區(qū)與經(jīng)濟(jì)欠發(fā)達(dá)地區(qū)和諧發(fā)展問(wèn)題為核心的區(qū)域產(chǎn)業(yè)發(fā)展理論。在此基礎(chǔ)上,結(jié)合改革和發(fā)展過(guò)程中出現(xiàn)的社會(huì)、資源、生態(tài)和環(huán)境等方面的問(wèn)題,如何統(tǒng)籌處理發(fā)展進(jìn)程中的各種關(guān)系,如區(qū)域之間、產(chǎn)業(yè)之間、經(jīng)濟(jì)社會(huì)與資源環(huán)境、人與自然等關(guān)系,已成為區(qū)域科學(xué)協(xié)調(diào)發(fā)展的重要命題。提出一種適用于欠發(fā)達(dá)地區(qū)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的新型產(chǎn)業(yè)發(fā)展模式,即生態(tài)農(nóng)業(yè)生態(tài)旅游業(yè)耦合產(chǎn)業(yè)。以該耦合產(chǎn)業(yè)達(dá)到產(chǎn)業(yè)系統(tǒng)整體的社會(huì)效益最大化,實(shí)現(xiàn)資源和環(huán)境承載力約束下的產(chǎn)業(yè)資源配置動(dòng)態(tài)最優(yōu)化為目標(biāo),對(duì)耦合產(chǎn)業(yè)發(fā)展路徑進(jìn)行了探討。
[Abstract]:Since the reform and opening up, with the implementation of China's unbalanced regional development strategy and the gradual enhancement of market endogenous role, the gap between regional development in China has begun to highlight and become increasingly serious. As a result, the theory of regional industrial development centered on the harmonious development between economically developed regions and underdeveloped regions is given birth to. On this basis, in the light of the social, resource, ecological and environmental problems arising from the process of reform and development, how to deal with the various relationships in the process of development, such as regional, industrial, economic, social and resource environment, The relationship between man and nature has become an important proposition for the coordinated development of regional science. A new type of industrial development model suitable for the adjustment of industrial structure in underdeveloped areas is put forward, that is, eco-agricultural eco-tourism coupling industry. In order to achieve the maximum social benefit of the industrial system and realize the dynamic optimization of industrial resource allocation under the constraints of resource and environmental carrying capacity, this paper discusses the development path of the coupled industry.
