呼倫貝爾市冬季旅游業(yè)發(fā)展研究

【摘要】:呼倫貝爾市冬季旅游資源豐富,類(lèi)型多樣,雪原風(fēng)情、北國(guó)風(fēng)光,民族文化,邊境口岸等旅游資源獨(dú)具特色。近年來(lái),隨著經(jīng)濟(jì)的發(fā)展和旅游基礎(chǔ)設(shè)施的完善,冬季旅游業(yè)獲得長(zhǎng)足發(fā)展,2010年冬季呼倫貝爾已接待游客近250萬(wàn)人次,創(chuàng)歷史新高。 受到氣候、歷史、經(jīng)濟(jì)、社會(huì)等因素的制約,呼倫貝爾市的冬季旅游還處于低水平的開(kāi)發(fā)階段,尚沒(méi)有形成產(chǎn)業(yè)規(guī)模,特別是在旅游景點(diǎn)建設(shè)上,特色不突出,民族文化資源開(kāi)發(fā)不充分,旅游景區(qū)的檔次、管理水平和服務(wù)質(zhì)量也不高,旅游空間的布局還不盡合理;線路組織設(shè)計(jì)和景點(diǎn)的建設(shè)存在著盲目開(kāi)發(fā)和雷同,很多層面的冬季旅游還處于模仿階段,關(guān)鍵在于沒(méi)有將地區(qū)優(yōu)勢(shì)和產(chǎn)業(yè)效益充分的發(fā)揮出來(lái)。 在優(yōu)勢(shì)和劣勢(shì)這對(duì)矛盾中,優(yōu)勢(shì)是矛盾的主要方面,劣勢(shì)是矛盾的次要方面,而且這些劣勢(shì)是發(fā)展中的問(wèn)題,可以通過(guò)制定相應(yīng)的發(fā)展規(guī)劃和合理的政策措施,更好的發(fā)揮優(yōu)勢(shì),確保呼倫貝爾市冬季旅游業(yè)獲得長(zhǎng)足發(fā)展,從而帶動(dòng)地區(qū)的旅游業(yè)的整體協(xié)調(diào)和發(fā)展。本文根據(jù)呼倫貝爾市的優(yōu)勢(shì)和特點(diǎn),提出發(fā)展冬季旅游業(yè)的原則。在明確了發(fā)展原則的基礎(chǔ)上,提出呼倫貝爾市冬季旅游業(yè)發(fā)展的對(duì)策建議。運(yùn)用“增長(zhǎng)極”理論,提出應(yīng)集中優(yōu)勢(shì)冬季旅游資源,打造知名品牌,如滿洲里冰雪大世界、海拉爾冰雪民俗園等;運(yùn)用產(chǎn)業(yè)空間集聚理論,提出應(yīng)努力構(gòu)建旅游供應(yīng)鏈,構(gòu)建資源驅(qū)動(dòng)型旅游業(yè)集聚;根據(jù)“點(diǎn)一軸”系統(tǒng)理論,提出應(yīng)加大基礎(chǔ)設(shè)施等旅游硬件建設(shè);呼倫貝爾市冬季旅游要想實(shí)現(xiàn)跨越式發(fā)展,迫在眉睫的是如何解決其旅游投融資問(wèn)題,本文提出應(yīng)多渠道籌集冬季旅游開(kāi)發(fā)資金,除了傳統(tǒng)的旅游融資方式以外,還可以設(shè)計(jì)帶有期權(quán)性質(zhì)的旅游開(kāi)發(fā)合約、建立旅游產(chǎn)業(yè)基金、進(jìn)行項(xiàng)目融資等;最后,應(yīng)加強(qiáng)政府對(duì)于冬季旅游業(yè)發(fā)展的領(lǐng)導(dǎo)職能,在政府主導(dǎo)下組建旅游投資開(kāi)發(fā)公司,在此基礎(chǔ)上建立旅游企業(yè)集團(tuán),采取集團(tuán)化經(jīng)營(yíng)模式,以旅游投資開(kāi)發(fā)公司為龍頭,吸收當(dāng)?shù)赜袑?shí)力的旅游景區(qū)、旅行社、旅游飯店、旅游商店等各類(lèi)旅游企業(yè),組成專(zhuān)業(yè)化的旅游企業(yè)集團(tuán),進(jìn)行集團(tuán)化運(yùn)營(yíng)。
[Abstract]:The winter tourism resources of Hulunbeir are rich, diverse, snowy, northern scenery, national culture, border ports and other tourist resources have unique characteristics. In recent years, with the development of economy and the improvement of tourism infrastructure, winter tourism has made great progress. In the winter of 2010, Hulunbeir has received nearly 2.5 million tourists, a record high. Restricted by climate, history, economy, society and other factors, the winter tourism in Hulunbeir is still in a low level of development, and has not yet formed an industrial scale, especially in the construction of tourist attractions, the characteristics of which are not prominent. The exploitation of national cultural resources is not sufficient, the level of tourist attractions, the level of management and the quality of service are not high, and the layout of tourist space is not entirely reasonable; the route organization design and the construction of scenic spots are blindly developed and similar. Many levels of winter tourism are still in the imitation stage, the key lies in the failure to give full play to the regional advantages and industrial benefits. Among the contradictions between strengths and weaknesses, advantages are the main aspect of the contradiction, and weaknesses are the secondary aspects of the contradiction. Moreover, these weaknesses are problems in development, which can be achieved through the formulation of corresponding development plans and reasonable policies and measures. Give full play to the advantages to ensure that the winter tourism in Hulunbeir gets considerable development, thus driving the overall coordination and development of tourism in the region. According to the advantages and characteristics of Hulunbeir, this paper puts forward the principles of developing winter tourism. On the basis of clear development principles, the countermeasures and suggestions for the development of winter tourism in Hulunbeir are put forward. Using the theory of "growth pole", this paper puts forward that we should concentrate the advantage of winter tourism resources and build famous brands, such as Manzhouli Ice and Snow World, Hailaer Snow and Snow Folk Park, etc. By using the theory of industrial space agglomeration, we should try our best to build tourism supply chain. Constructing resource-driven tourism agglomeration, according to the "point-one-axis" system theory, we should increase the infrastructure and other tourism hardware construction, Hulunbeir winter tourism in order to achieve leapfrog development, What is urgent is how to solve the problem of tourism investment and financing. This paper proposes that we should raise funds for winter tourism development through multiple channels. Besides traditional tourism financing, we can also design tourism development contracts with the nature of options. Finally, we should strengthen the government's leading role in the development of winter tourism, set up tourism investment and development companies under the guidance of the government, and establish tourism enterprise groups on this basis. Adopting a collectivized business model, taking the tourism investment and development company as the leader, absorbing all kinds of tourism enterprises, such as local tourist attractions, travel agencies, tourist hotels, tourist shops, etc., to form a specialized tourism enterprise group, Conduct group operation.
