【摘要】:我國(guó)政府主導(dǎo)旅游產(chǎn)業(yè)發(fā)展戰(zhàn)略應(yīng)是在以市場(chǎng)為基礎(chǔ)配置資源的前提下,尊重旅游經(jīng)濟(jì)發(fā)展規(guī)律,合理界定政府職能和規(guī)范政府行為,,在充分發(fā)揮政府宏觀調(diào)控職能的同時(shí),通過(guò)法律法規(guī)、產(chǎn)業(yè)政策、產(chǎn)業(yè)規(guī)劃、標(biāo)準(zhǔn)規(guī)范、信息發(fā)布等方式,對(duì)旅游產(chǎn)業(yè)進(jìn)行調(diào)控、指導(dǎo)、規(guī)范、協(xié)調(diào)、服務(wù),積極引導(dǎo)和規(guī)范各旅游主體的經(jīng)營(yíng)行為,按照旅游產(chǎn)業(yè)自身特點(diǎn),由政府組織、發(fā)動(dòng)和協(xié)調(diào)各種主體的力量,在保證市場(chǎng)有序運(yùn)行的前提下,實(shí)現(xiàn)旅游資源配置達(dá)到或接近最優(yōu)狀態(tài),從而促進(jìn)旅游產(chǎn)業(yè)協(xié)調(diào)、健康發(fā)展的戰(zhàn)略。在社會(huì)主義初級(jí)階段,特別是在我國(guó)尚處于經(jīng)濟(jì)轉(zhuǎn)軌、社會(huì)轉(zhuǎn)型的關(guān)鍵時(shí)期,旅游產(chǎn)業(yè)在促進(jìn)國(guó)民經(jīng)濟(jì)發(fā)展和社會(huì)進(jìn)步中具有顯著的戰(zhàn)略地位和不可替代的作用。作為促進(jìn)旅游產(chǎn)業(yè)發(fā)展的政府主導(dǎo)型模式,是經(jīng)過(guò)歷史的驗(yàn)證,在現(xiàn)實(shí)中也體現(xiàn)出了重要性和必要性,是政府彌補(bǔ)市場(chǎng)失靈的重要手段和發(fā)展旅游產(chǎn)業(yè)的重要戰(zhàn)略。 本文全面闡述了政府主導(dǎo)旅游產(chǎn)業(yè)發(fā)展的基本理論,論述了珠海市當(dāng)前實(shí)施政府主導(dǎo)旅游產(chǎn)業(yè)發(fā)展戰(zhàn)略的必要性,分析了珠海市旅游產(chǎn)業(yè)發(fā)展的沿革、現(xiàn)狀、面臨的困境和瓶頸等需要政府主導(dǎo)的現(xiàn)實(shí)情況,剖析了珠海市實(shí)施政府主導(dǎo)旅游產(chǎn)業(yè)發(fā)展戰(zhàn)略中存在的政府行為失范、產(chǎn)業(yè)發(fā)展不足和政策創(chuàng)新缺失等問(wèn)題,從珠海市政府主導(dǎo)旅游產(chǎn)業(yè)發(fā)展戰(zhàn)略的指導(dǎo)思想和基本原則、行為規(guī)范、職能優(yōu)化、政策創(chuàng)新等方面展開(kāi)對(duì)策性論述,做出了完善珠海市政府主導(dǎo)旅游產(chǎn)業(yè)發(fā)展戰(zhàn)略的路徑思考,給予了有針對(duì)性、可操作的指南和建議,為珠海市政府行政管理部門(mén)在新時(shí)期更好地發(fā)展旅游產(chǎn)業(yè)提供了理論支持和行動(dòng)對(duì)策。
[Abstract]:The development strategy of our government's leading tourism industry should be based on the market allocation of resources, respect the rules of tourism economic development, reasonably define the government functions and standardize government behavior, and give full play to the macro-control functions of the government at the same time.Regulating, guiding, standardizing, coordinating, serving, actively guiding and standardizing the business behavior of the tourism industry through laws and regulations, industrial policies, industrial planning, standards and norms, information dissemination, etc.According to the characteristics of tourism industry, the government should organize and coordinate the power of all kinds of main bodies, and on the premise of ensuring the orderly operation of the market, it can realize the optimal distribution of tourism resources and promote the coordination of tourism industry.A strategy for healthy developmentIn the primary stage of socialism, especially in our country is still in the economic transition, the key period of social transformation, tourism industry in the promotion of national economic development and social progress has a significant strategic position and irreplaceable role.As a government-dominated model to promote the development of tourism industry, it is verified by history, and it also reflects the importance and necessity in reality. It is also an important means for the government to make up for the market failure and an important strategy for developing tourism industry.This paper comprehensively expounds the basic theory of the development of government-led tourism industry, discusses the necessity of implementing the development strategy of government-led tourism industry in Zhuhai, and analyzes the evolution and present situation of the development of tourism industry in Zhuhai.This paper analyzes the problems existing in Zhuhai's implementation of the development strategy of government-led tourism industry, such as abnormal government behavior, lack of industrial development and lack of policy innovation, etc.From the guiding ideology and basic principles of Zhuhai municipal government leading the development strategy of tourism industry, the behavior standard, the function optimization, the policy innovation and so on,It has made the path thinking to perfect the development strategy of Zhuhai municipal government leading tourism industry, and has given targeted and operable guidelines and suggestions.It provides theoretical support and action countermeasures for Zhuhai Municipal Administration to better develop tourism industry in the new period.
