【摘要】：當(dāng)今世界,全球化與區(qū)域經(jīng)濟(jì)一體化進(jìn)程加快,周邊國家對外開放不斷深入,我國跨境旅游發(fā)展的步伐隨之加快,規(guī)模也日漸擴(kuò)大,跨境旅游已逐步成為我國旅游業(yè)收入的重要增長點(diǎn)。吉林省作為連接俄羅斯、朝鮮的重要邊境省份,發(fā)展跨境旅游、加強(qiáng)區(qū)域合作已成為本省國際旅游業(yè)發(fā)展的必然趨勢。 1991年,重點(diǎn)開發(fā)圖們江項(xiàng)目在聯(lián)合國開發(fā)計(jì)劃署總部通過記者會向世界宣布,正是順應(yīng)區(qū)域發(fā)展的潮流,兼?zhèn)洮F(xiàn)實(shí)意義與理論意義。但是,圖們江區(qū)域的中國、朝鮮、俄羅斯具有不同的社會性質(zhì),要在三個(gè)不同社會性質(zhì)的國家間發(fā)展跨境旅游合作,建設(shè)國際旅游合作區(qū)是前所未有的、具有歷史意義的開創(chuàng)性工作。 2009年11月16日,國務(wù)院正式批復(fù)《中國圖們江區(qū)域合作開發(fā)規(guī)劃綱要——以長吉圖為開發(fā)開放先導(dǎo)區(qū)》,作為長吉圖區(qū)域開發(fā)開放的重要中心城市和節(jié)點(diǎn)城市,延龍圖充當(dāng)著前沿窗口的重要作用。推進(jìn)圖們江區(qū)域國際合作,必須結(jié)合中朝俄三國22年來在圖們江區(qū)域政治、經(jīng)濟(jì)、社會、文化等方面的合作現(xiàn)狀和相關(guān)政策,以及過去圖們江區(qū)域合作的經(jīng)驗(yàn)教訓(xùn)。加強(qiáng)圖們江區(qū)域國際合作的載體是在中國、俄羅斯、朝鮮三國毗鄰區(qū)域,依照各國制度、合作原則、既定目標(biāo),優(yōu)化資源配置,把旅游六大要素“食住行游購?qiáng)省痹谶吘车貐^(qū)充分結(jié)合,形成一個(gè)規(guī)模大、品質(zhì)高、品牌響亮,并且旅游結(jié)構(gòu)合理的旅游目的地,即：圖們江流域邊境旅游合作區(qū)。 本文借鑒了旅游學(xué)原理、區(qū)域經(jīng)濟(jì)學(xué)、市場營銷學(xué)、旅游經(jīng)濟(jì)學(xué)等相關(guān)學(xué)科理論,主要采用理論研究結(jié)合實(shí)際調(diào)查的方法對本文涉及的區(qū)域旅游合作、跨境旅游合作等相關(guān)理論及有關(guān)實(shí)際數(shù)據(jù)進(jìn)行收集、整理、分析。通過研究國內(nèi)外區(qū)域旅游與跨境旅游合作現(xiàn)狀,總結(jié)出開發(fā)圖們江流域邊境旅游合作區(qū)的經(jīng)驗(yàn)與啟示,同時(shí),就圖們江開發(fā)邊境旅游合作區(qū)的可行性進(jìn)行SWOT分析,結(jié)果呈現(xiàn)出圖們江邊境開發(fā)旅游合作區(qū)條件充分,具有充分的發(fā)展空間和廣闊的發(fā)展前景。
[Abstract]:In today's world, with the acceleration of the process of globalization and regional economic integration and the deepening opening of neighboring countries to the outside world, the pace of cross-border tourism development in China has been accelerated and the scale is gradually expanding. Cross-border tourism has gradually become an important growth point of tourism revenue in China. As an important border province connecting Russia and North Korea, Jilin Province has become an inevitable trend in the development of international tourism in Jilin Province. In 1991, the key development of the Tumen River project was announced to the world through a press conference at the headquarters of the United Nations Development Program. It is precisely in keeping with the trend of regional development and having both practical and theoretical significance. However, China, North Korea, in the Tumen River region, Russia has different social properties. It is an unprecedented and pioneering work to develop cross-border tourism cooperation among three countries with different social characteristics and to build an international tourism cooperation zone. In November 16th 2009, the State Council formally approved the outline of China's Tumen River Regional Cooperative Development Planning-taking Changji Tu as the leading area for development and opening up, "as an important central city and node city for the development and opening up of the Chang-Jitu region." Yanlongtu plays an important role in the front window. To promote international cooperation in the Tumen River region, we must combine the current situation and relevant policies of the political, economic, social and cultural cooperation between China, North Korea and Russia in the Tumen River region over the past 22 years. And lessons learned from past Tumen River regional cooperation. The carrier for strengthening international cooperation in the Tumen River region is to optimize the allocation of resources in the adjacent regions of China, Russia, and the DPRK, in accordance with national systems, cooperation principles, and established objectives. The six main factors of tourism, "food, shelter, travel, shopping and entertainment", are fully combined in the border areas to form a large scale, high quality, resounding brand, and a tourism destination with reasonable tourism structure, that is, the Tumen River Basin Border Tourism Cooperation Zone. This paper draws lessons from the theories of tourism theory, regional economics, marketing, tourism economics and so on, and mainly uses the method of theoretical research combined with actual investigation to discuss the regional tourism cooperation in this paper. Based on the research on the current situation of regional tourism and cross-border tourism cooperation at home and abroad, this paper summarizes the experience and inspiration of developing Tumen River Basin Border Tourism Cooperation Zone. Based on the SWOT analysis of the feasibility of the Tumen River Border Tourism Cooperation Zone, the results show that the Tumen River Border Development Tourism Cooperation Zone has sufficient conditions, full development space and broad development prospects.
