【摘要】：在我國旅游業(yè)蓬勃發(fā)展的大背景下,西藏山南地區(qū)各縣因其獨特的自然風(fēng)光及文化,迎來了旅游業(yè)發(fā)展的黃金期,各縣的旅游規(guī)劃工作迫在眉睫。然而,山南地區(qū)特殊的地理環(huán)境和較落后的社會經(jīng)濟條件,決定了其縣域旅游規(guī)劃不能完全照搬現(xiàn)行旅游規(guī)劃體系。 論文以西藏山南地區(qū)內(nèi)的各縣縣域為研究對象,通過對山南地區(qū)三個典型縣,洛扎縣、措美縣和瓊結(jié)縣的實地調(diào)查研究,結(jié)合山南地區(qū)的特殊性,以滿足山南地區(qū)各縣自然、文化和社會經(jīng)濟環(huán)境需要為出發(fā)點,實現(xiàn)山南地區(qū)的縣域旅游體系構(gòu)建和特征性的規(guī)劃編制系統(tǒng)。 論文提出西藏山南地區(qū)的縣域旅游體系構(gòu)建方式,以旅游資源、地區(qū)社會經(jīng)濟和各縣的城鄉(xiāng)建設(shè)狀況出發(fā),以市場需求為導(dǎo)向,以可持續(xù)發(fā)展為原則,從宏觀層面的縣域旅游“系統(tǒng)”構(gòu)建、中觀層面的縣域旅游“結(jié)構(gòu)”提升、微觀層面的“物質(zhì)空間”架構(gòu)來滿足旅游者和目的地居民的“精神”需求,實現(xiàn)縣域旅游的體系構(gòu)建。 論文結(jié)合西藏山南地區(qū)的地區(qū)性特征,探討地區(qū)的縣域旅游規(guī)劃與城鄉(xiāng)規(guī)劃的契合與交叉,實現(xiàn)特征性的規(guī)劃編制系統(tǒng)。形成宏觀縣域旅游發(fā)展戰(zhàn)略規(guī)劃及總體規(guī)劃、中觀旅游目的地總體規(guī)劃及控制性詳細規(guī)劃、微觀旅游目的地修建性詳細規(guī)劃的旅游規(guī)劃編制體系。宏觀、中觀、微觀三個層面的規(guī)劃相互聯(lián)系,并與以資源為導(dǎo)向、以市場為導(dǎo)向、以產(chǎn)品為導(dǎo)向、以可持續(xù)為導(dǎo)向的旅游規(guī)劃理念共同整合解析旅游規(guī)劃的內(nèi)涵。 論文針對西藏山南地區(qū)的特殊性,試圖探求出一條山南地區(qū)縣域?qū)用媛糜我?guī)劃的可行性途徑,以期對山南地區(qū)各縣將要面臨的旅游規(guī)劃提供一定的參考,有效的促進山南地區(qū)旅游業(yè)持續(xù)、健康、穩(wěn)定的發(fā)展。
[Abstract]:Under the background of the vigorous development of tourism in our country, the counties in Shannan region of Tibet have ushered in the golden period of tourism development because of their unique natural scenery and culture. However, the tourism planning work of each county is urgent. Because of the special geographical environment and backward social and economic conditions, the county tourism planning can not completely copy the current tourism planning system. This paper takes the counties in Shannan region of Tibet as the research object, through the field investigation of three typical counties in Shannan region, Luozha County, Cuomei County and Qiongjie County, combined with the particularity of Shannan region. In order to meet the needs of the natural, cultural and social economic environment of the counties in Shannan region, the paper realizes the construction of the county tourism system and the characteristic planning system in Shannan area. The paper puts forward the construction mode of county tourism system in Shannan region of Tibet, which is based on tourism resources, regional social economy and urban and rural construction of each county, guided by market demand, and based on the principle of sustainable development. The "system" of county tourism at the macro level, the "structure" of the county tourism at the meso level and the "material space" structure at the micro level are constructed to meet the "spiritual" needs of tourists and destination residents. To realize the system construction of county tourism. Based on the regional characteristics of Shannan region in Tibet, the paper discusses the consonance and intersection of the county tourism planning and the urban and rural planning in the region. To realize the characteristic planning system, to form the macro-county tourism development strategic planning and overall planning, the meso-tourism destination overall planning and the controlling detailed planning. Micro tourism destination construction detailed planning planning system. Macro, meso, micro three levels of planning are related to each other, and with resource-oriented, market-oriented, product-oriented. The concept of sustainable tourism planning integrates and analyzes the connotation of tourism planning. Aiming at the particularity of Shannan region in Tibet, this paper tries to find out a feasible way of tourism planning at the county level in Shannan region, in order to provide some reference for the tourism planning that each county in Shannan area will face. Effectively promote the sustainable, healthy and stable development of tourism in Shannan region.
