【摘要】：旅游戶(hù)外運(yùn)動(dòng)活動(dòng)項(xiàng)目的高體驗(yàn)性、高危性與高風(fēng)險(xiǎn)性，會(huì)給戶(hù)外運(yùn)動(dòng)旅游者帶來(lái)一定的安全威脅。戶(hù)外運(yùn)動(dòng)俱樂(lè)部作為戶(hù)外運(yùn)動(dòng)產(chǎn)業(yè)發(fā)展的主要載體，加強(qiáng)安全管控，建立健全戶(hù)外運(yùn)動(dòng)俱樂(lè)部安全預(yù)警機(jī)制、安全保障系統(tǒng)、救援施救機(jī)構(gòu)等安全管理體系，對(duì)旅游戶(hù)外活動(dòng)穩(wěn)定發(fā)展具有重大的促進(jìn)作用。 本研究對(duì)當(dāng)前我國(guó)戶(hù)外運(yùn)動(dòng)俱樂(lè)部的運(yùn)作模式和運(yùn)作流程進(jìn)行了梳理和歸納，總結(jié)概括為營(yíng)利性和非營(yíng)利性戶(hù)外運(yùn)動(dòng)俱樂(lè)部?jī)煞N運(yùn)作模式，并從俱樂(lè)部運(yùn)作流程中的安全系統(tǒng)分析了戶(hù)外俱樂(lè)部的安全問(wèn)題，結(jié)合戶(hù)外俱樂(lè)部安全事故案例的質(zhì)性分析，建構(gòu)戶(hù)外運(yùn)動(dòng)俱樂(lè)部安全事故形成機(jī)理并進(jìn)行實(shí)證驗(yàn)證，綜合質(zhì)性研究理論建構(gòu)和實(shí)證研究因子分析結(jié)論，構(gòu)建我國(guó)戶(hù)外運(yùn)動(dòng)俱樂(lè)部的安全管控體系，提出戶(hù)外運(yùn)動(dòng)俱樂(lè)部安全管控策略，研究不同運(yùn)作模式的戶(hù)外運(yùn)動(dòng)俱樂(lè)部在安全管控策略上面的普適性和獨(dú)特性。主要研究結(jié)論如下： （1）目前我國(guó)戶(hù)外運(yùn)動(dòng)俱樂(lè)部的運(yùn)作模式主要有營(yíng)利性和非營(yíng)利性?xún)煞N模式；從運(yùn)作流程角度分析，兩種模式戶(hù)外運(yùn)動(dòng)俱樂(lè)部的安全系統(tǒng)其差異并不明顯，主要包括：宏觀層面的戶(hù)外安全政策法規(guī)系統(tǒng)和社會(huì)公共安全服務(wù)系統(tǒng)，中微觀層面的社會(huì)保險(xiǎn)和戶(hù)外專(zhuān)業(yè)保險(xiǎn)系統(tǒng)，微觀層面俱樂(lè)部自組織安全保障系統(tǒng)和戶(hù)外參與者安全防范系統(tǒng)。 （2）基于2000年以來(lái)的戶(hù)外運(yùn)動(dòng)安全事故（287個(gè)案例）分析，本研究分析了戶(hù)外運(yùn)動(dòng)安全事故的類(lèi)型、發(fā)生形態(tài)、事故原因及其影響關(guān)系，發(fā)現(xiàn)氣候原因和意外因素導(dǎo)致的傷亡比例較高，人員傷亡明顯較多，，危險(xiǎn)系數(shù)也較大。 （3）運(yùn)用扎根理論質(zhì)性研究范式，通過(guò)開(kāi)放式編碼、主軸式編碼和選擇式編碼，從事故致因因素和因果關(guān)系模型建構(gòu)了戶(hù)外運(yùn)動(dòng)俱樂(lè)部安全事故形成機(jī)理，在對(duì)所有開(kāi)放式編碼、主軸式編碼進(jìn)行全面系統(tǒng)分析、整合的基礎(chǔ)上，經(jīng)反概括并重組，抽取概念的范疇和類(lèi)屬，最后歸納為5個(gè)核心類(lèi)屬，即影響戶(hù)外運(yùn)動(dòng)俱樂(lè)部安全的5大維度因素：愛(ài)好者個(gè)人因素、氣候環(huán)境因素、俱樂(lè)部自組織因素、管理機(jī)制因素和戶(hù)外運(yùn)動(dòng)制度因素。 （4）針對(duì)扎根理論質(zhì)性研究的五大維度進(jìn)行問(wèn)卷設(shè)計(jì)和實(shí)證分析，本研究使用多元統(tǒng)計(jì)學(xué)軟件SPSS18.0，通過(guò)因子分析，提取了影響戶(hù)外運(yùn)動(dòng)俱樂(lè)部安全事故的五個(gè)因子即“F1俱樂(lè)部管理機(jī)制”、“F2氣候環(huán)境”、“F3參與者戶(hù)外技能”、“F4管理制度”、“F5參與者身體條件”，即驗(yàn)證了質(zhì)性分析的5個(gè)維度的結(jié)論，根據(jù)提取的公因子與質(zhì)性分析的影響維度排序的差異，進(jìn)一步驗(yàn)證了戶(hù)外俱樂(lè)部自組織與管理因素是為安全事故第一影響因子的結(jié)論。 （5）從戶(hù)外運(yùn)動(dòng)俱樂(lè)部運(yùn)作過(guò)程入手，分析戶(hù)外運(yùn)動(dòng)安全事故發(fā)生形態(tài)特征和原因，研究事故發(fā)生機(jī)理、致因機(jī)理和形成機(jī)理，并找出其主要致因因子和事故促發(fā)因子，對(duì)比質(zhì)性研究和實(shí)證研究影響維度的差異，構(gòu)建了基于不同主體的多部門(mén)監(jiān)管、俱樂(lè)部自組織安全保障和全社會(huì)戶(hù)外安全教育相結(jié)合的戶(hù)外俱樂(lè)部安全管控系統(tǒng)，以及基于不同階段從預(yù)警機(jī)制、監(jiān)控機(jī)制和救援保障機(jī)制3個(gè)方面為不同運(yùn)作模式的戶(hù)外運(yùn)動(dòng)俱樂(lè)部提供更高效的安全管控和安全保障策略。
[Abstract]:As the main carrier of the development of outdoor sports industry , outdoor sports clubs are the main carriers for the development of outdoor sports industry , strengthen the safety control , establish and perfect the safety early warning mechanism of outdoor sports clubs , safety guarantee system , rescue and rescue agencies and other safety management systems , and have great promotion effect on the stable development of tourism outdoor activities . This paper summarizes and sums up the operation mode and operation flow of outdoor sports clubs in our country , summarizes the two modes of operation of outdoor sports clubs , summarizes the safety problems of outdoor clubs from the safety analysis of outdoor club safety accident cases , constructs the safety control system of outdoor sports clubs , and studies the universality and uniqueness of outdoor sports clubs in the safety control strategy . ( 1 ) At present , the operation mode of the outdoor sports club is mainly profitable and not - for - profit mode . From the perspective of operational flow , the difference of the security system of the two modes of outdoor sports clubs is not obvious , which mainly includes the macro - level outdoor safety policy and regulation system and the social public safety service system , the social insurance and outdoor professional insurance system at the micro level , the micro - level club self - organizing safety guarantee system and the outdoor participant safety protection system . ( 2 ) Based on the analysis of the outdoor sports safety accidents ( 287 cases ) since 2000 , this study analyzes the types , occurrence patterns , causes of accidents and their influence on the safety accidents of outdoor sports , and finds that the proportion of casualties caused by climatic causes and accident factors is higher , the casualties are obviously higher , and the risk factors are larger . ( 3 ) Based on the analysis and integration of all open codes and main shaft codes , five core categories , namely , personal factors , climatic environment factors , club self - organization factors , management mechanism factors and outdoor sports system factors are summarized . ( 4 ) Based on the analysis of the five dimensions of the qualitative research of the root theory , the author has extracted five factors that affect the safety accident of outdoor sports club , namely " F1 Club Management Mechanism " , " F2 Climate Environment " , " F3 Participant Outdoor Skills " , " F4 Management System " and " F5 Participant Body Condition " . ( 5 ) Starting from the operation process of the outdoor sports club , the paper analyzes the characteristics and causes of the occurrence of the safety accidents of outdoor sports , studies the mechanism of accidents , causes the mechanism and the formation mechanism of accidents , and finds out the safety control system of outdoor clubs based on the combination of multi - sectoral regulation , self - organization safety guarantee and whole - society outdoor safety education , and provides more efficient safety control and safety protection strategies for outdoor sports clubs in different operating modes based on three aspects of early warning mechanism , monitoring mechanism and rescue support mechanism in different phases .
