【摘要】：資金、資產(chǎn)、資源是農(nóng)村集體經(jīng)濟發(fā)展三項最主要的因素,加強對農(nóng)村集體經(jīng)濟的三資管理,對于提升資金使用效率、提升資產(chǎn)與資源配置優(yōu)越性,進而提升農(nóng)村集體經(jīng)濟的投入產(chǎn)出比,具備非常重要的意義。但是,目前在我國農(nóng)村“三資”管理中還存在一些突出問題,正確認(rèn)識并有效解決這些問題,對于促進農(nóng)村集體經(jīng)濟發(fā)展具備重要意義。 本文研究以上海農(nóng)村三資管理為研究對象,圍繞其三資管理機制,沿著提出問題——分析問題——解決問題的思路,對如何構(gòu)建科學(xué)有效的農(nóng)村三資管理機制進行分析。首先,對本文研究的背景、目的和意義、思路和方法以及研究相關(guān)的其他內(nèi)容進行簡要介紹,理清全文研究脈絡(luò)。其次,對農(nóng)村三資管理相關(guān)的基本理論進行介紹,明確農(nóng)村三資管理的主要模式及其重要性。再次,結(jié)合對上海農(nóng)村三資管理的資料收集與調(diào)研,對上海市三資管理的內(nèi)容及流程進行詳細(xì)介紹。第四,結(jié)合上海市農(nóng)村三資管理的實際情況,從三資管理的基本體系、執(zhí)行監(jiān)督以及信息監(jiān)督三個角度分析目前上海市農(nóng)村三資管理存在的缺陷及其成閃。第五,針對阻礙上海市農(nóng)村三資管理效果發(fā)揮的因素,構(gòu)建針對性解決方案,希望可以通過構(gòu)建更科學(xué)嚴(yán)謹(jǐn)?shù)娜Y管理體系,配合以有效的監(jiān)督和信息公開系統(tǒng),提升上海市農(nóng)村三資管理有效性。第六,對本文研究進行總結(jié),對未來發(fā)展提出個人觀點。 綜合全文分析,得出上海市農(nóng)村三資管理在管理計劃的制定、管理方案的執(zhí)行以及管理信息公開方面存在一定缺陷,不利于三資的合理配置與高效利用的觀點。后續(xù)發(fā)展中,必須全面構(gòu)建權(quán)責(zé)明確、嚴(yán)謹(jǐn)完整的三資管理體系,對三資管理方案進行科學(xué)的執(zhí)行監(jiān)督,提升信息公開化程度等,才能更好促進上海農(nóng)村三資管理全面發(fā)展。
[Abstract]:Capital, assets and resources are the three most important factors in the development of rural collective economy. Strengthening the management of rural collective economy is of great significance to improve the efficiency of capital utilization, the superiority of asset and resource allocation, and the input-output ratio of rural collective economy. There are still some prominent problems in the management. It is of great significance to correctly understand and effectively solve these problems for promoting the development of rural collective economy.
This paper studies the management of rural three-capital in Shanghai as the research object, centering on its management mechanism of three-capital, along the way of putting forward the problem-analyzing the problem-solving the problem, analyzes how to construct a scientific and effective management mechanism of rural three-capital. First of all, the background, purpose and significance of this study, ideas and methods and related research. Secondly, it introduces the basic theory of rural three-capital management, clarifies the main mode and importance of rural three-capital management. Thirdly, it introduces the content and process of Shanghai three-capital management in detail with the data collection and investigation of Shanghai rural three-capital management. Fourthly, combining with the actual situation of the three-capital management in Shanghai's rural areas, this paper analyzes the shortcomings and flashbacks of the three-capital management in Shanghai's rural areas from three perspectives: the basic system of the three-capital management, the executive supervision and the information supervision. Through the construction of a more scientific and rigorous management system of the three-capital, with the effective supervision and information disclosure system, to enhance the effectiveness of the management of Shanghai's rural three-capital. Sixth, this paper summarizes the research and puts forward personal views on the future development.
Based on the comprehensive analysis of the full text, it is concluded that there are some defects in the formulation of management plan, the implementation of management plan and the publicity of management information in Shanghai rural three-capital management, which are not conducive to the rational allocation and efficient use of the three-capital. In the follow-up development, we must comprehensively construct a clear, rigorous and complete management system for the three-capital management. Only through scientific implementation and supervision of the scheme and the promotion of the degree of information openness can we better promote the comprehensive development of the three-capital management in Shanghai's rural areas.
