【摘要】：隨著我國(guó)經(jīng)濟(jì)體制改革,經(jīng)濟(jì)發(fā)展,社會(huì)進(jìn)步,日益增長(zhǎng)的社會(huì)保障和公共產(chǎn)品服務(wù)需求與供給不足之間的矛盾日益激化,為了解決這類矛盾政府通常會(huì)推出一些項(xiàng)目,這些項(xiàng)目具有政府背景,在市場(chǎng)機(jī)制下運(yùn)行,兼具政策性和市場(chǎng)性特點(diǎn),本文把這類項(xiàng)目定義為政策性項(xiàng)目。作為一種依托政府相關(guān)政策并完全按照市場(chǎng)機(jī)制運(yùn)作的新型項(xiàng)目,政策性項(xiàng)目融資在解決財(cái)政資金不足等方面發(fā)揮了重要作用。從傳統(tǒng)觀點(diǎn)和以往的實(shí)踐經(jīng)驗(yàn)來(lái)看,由于政府相關(guān)政策的保護(hù),政策性項(xiàng)目融資風(fēng)險(xiǎn)往往較低。當(dāng)前,我國(guó)貨幣政策在不斷變化之中,這種變化導(dǎo)致政策性項(xiàng)目的融資風(fēng)險(xiǎn)發(fā)生了很大變化,給地方政府帶來(lái)了新的風(fēng)險(xiǎn)。以往的文獻(xiàn)主要集中在市政類項(xiàng)目融資和貨幣政策對(duì)企業(yè)融資影響等方面。以我國(guó)政策性項(xiàng)目為研究對(duì)象,結(jié)合當(dāng)前我國(guó)貨幣政策變化,深層次探討貨幣政策變化對(duì)政策性項(xiàng)目融資的具體影響具有十分重要的現(xiàn)實(shí)意義。 本文在梳理和借鑒國(guó)內(nèi)外相關(guān)文獻(xiàn)研究成果的基礎(chǔ)上,依據(jù)貨幣政策傳導(dǎo)機(jī)制理論,對(duì)政策性項(xiàng)目的內(nèi)涵進(jìn)行定義；對(duì)政策性項(xiàng)目的融資方式、融資特征和融資現(xiàn)狀與風(fēng)險(xiǎn)進(jìn)行了全面分析；從宏觀、中觀、微觀三個(gè)層面考慮政策性項(xiàng)目融資的關(guān)聯(lián)影響因素；通過(guò)分析利率、存款準(zhǔn)備金率、信貸政策和其他貨幣政策工具對(duì)政策性項(xiàng)目融資企業(yè)的影響；利用中央銀行公布的相關(guān)統(tǒng)計(jì)數(shù)據(jù),實(shí)證分析了利率、存款準(zhǔn)備金率對(duì)政策性項(xiàng)目融資的具體影響；在此基礎(chǔ)上提出了規(guī)范政策性項(xiàng)目實(shí)施細(xì)則、建立政策性項(xiàng)目固定貸款利率機(jī)制、設(shè)立政策性項(xiàng)目信貸配比額等建議促進(jìn)政策性項(xiàng)目融資。
[Abstract]:With the reform of our country's economic system, economic development, social progress, the growing contradiction between social security and the demand for public goods and services and the shortage of supply, the government will usually launch some projects to solve these contradictions. These projects have government background, run under the market mechanism, and have the characteristics of policy and market. In this paper, we define these projects as policy projects. As a new type of project which relies on the government policies and operates in accordance with the market mechanism policy project financing plays an important role in solving the shortage of financial funds. From the traditional point of view and the past practical experience, because of the protection of the relevant government policies, the risk of financing policy projects is often lower. At present, China's monetary policy is constantly changing, which leads to great changes in the financing risk of policy projects, and brings new risks to local governments. The previous literatures mainly focus on municipal project financing and the influence of monetary policy on enterprise financing. Taking our country's policy project as the research object and combining with the current monetary policy changes, it is of great practical significance to probe into the specific influence of the monetary policy change on the financing of policy project. On the basis of combing and drawing lessons from domestic and foreign literature, this paper defines the connotation of policy project according to the theory of monetary policy transmission mechanism, and gives the financing method of policy project. Financing characteristics and financing status and risk are comprehensively analyzed; from the macro, meso and micro levels to consider the related factors of policy project financing; through the analysis of interest rates, deposit reserve ratio, The impact of credit policy and other monetary policy instruments on policy-oriented project financing enterprises is analyzed by using the relevant statistical data published by the Central Bank, and the specific impact of interest rate and reserve requirement ratio on policy project financing is analyzed empirically. On this basis, the paper puts forward some suggestions to promote the financing of policy projects, such as standardizing the implementation rules of policy projects, establishing the mechanism of fixed loan interest rate for policy projects, and setting up the credit ratio of policy projects.
