【摘要】：財(cái)務(wù)信息是高校信息公開的核心內(nèi)容。按《高等學(xué)校信息公開辦法》的規(guī)定,高校對(duì)需要公開的信息應(yīng)通過學(xué)校網(wǎng)站予以公開。本文對(duì)江蘇46所本科院校展開調(diào)查,考察其網(wǎng)絡(luò)公開平臺(tái)建設(shè)及教育收費(fèi)、財(cái)務(wù)制度、經(jīng)費(fèi)來源、預(yù)決算、資金使用、物資采購和招投標(biāo)等財(cái)務(wù)項(xiàng)目公開情況。同時(shí)分析制約高校財(cái)務(wù)信息公開的主要因素,提出明確公開標(biāo)準(zhǔn)、打造統(tǒng)一平臺(tái)、加強(qiáng)績(jī)效考核、引入動(dòng)力機(jī)制等對(duì)策建議。
[Abstract]:Financial information is the core content of information disclosure in colleges and universities. According to the regulations of the measures for Information Disclosure in Colleges and Universities, colleges and universities should make public the information that needs to be made public through the school website. This paper makes an investigation of 46 colleges and universities in Jiangsu Province. This paper investigates the construction of network open platform and the disclosure of financial items, such as educational charges, financial system, sources of funds, final accounts, use of funds, procurement of materials and bidding, etc. At the same time, it analyzes the main factors restricting the disclosure of financial information in colleges and universities. Some countermeasures and suggestions are put forward, such as clear open standard, unified platform, performance appraisal and dynamic mechanism.
