【摘要】：隨著環(huán)境保護和資源可持續(xù)利用意識的日益增強,以航為主、以電促航、綜合開發(fā)利用內(nèi)河水資源的航電樞紐工程應運而生。航電樞紐工程是一項集防洪、發(fā)電、航運、排澇、灌溉、環(huán)保等多功能的大型綜合性工程,牽涉的部門很廣。然而各部門的要求不同,效益不同,所應承擔的投資額也會有所區(qū)別。為了充分協(xié)調(diào)好各部門的參與程度,提高各部門對該工程的支持程度和參與的積極性,確定一個合理公平的投資分攤方案至關重要。而目前,航電樞紐工程的投資費用分攤并沒有一個公認的、統(tǒng)一的分析核算方法,投資分攤是貫穿工程整個流程的一個重點和難點。因此本文想試圖提供一種相對合理可行的方法論,為將來的工程實踐提供一定的參考。本文首先介紹了航電樞紐工程的概念以及該工程投資費用分攤的原則和步驟；接著對投資費用和效益進行了詳細的分類分析；對傳統(tǒng)的投資分攤方法(一次性分攤方法和二次性分攤方法)和基于合作博弈理論的投資分攤方法(夏普利值法、核心法、核仁法等)進行了詳細的介紹,深入分析了各類方法的優(yōu)缺點和適用范圍,并采用離差平方法綜合吸收了各方法的優(yōu)點；然后以貴州省都柳江溫寨航電樞紐工程為實例,按照投資分攤的步驟一步步地進行了研究,分析求解出了一個合理公平可行的分攤方案；最后,對全文進行了總結,提出了尚需改進的不足之處,并對政府提出了一些建議。
[Abstract]:With the increasing awareness of environmental protection and sustainable utilization of resources, the aviation-power hub project, which is based on navigation, promotes navigation by electricity and comprehensively develops and uses water resources of inland rivers, has emerged as the times require. The aviation-power hub project is a collection of flood control, power generation, shipping and waterlogging drainage. Large-scale comprehensive projects such as irrigation, environmental protection, and so on, involve a wide range of departments. However, different departments have different requirements and different benefits, and the amount of investment they should undertake will also be different. In order to fully coordinate the degree of participation of various departments, It is important to increase the level of support and participation of various departments for the project, and to determine a reasonable and equitable investment allocation scheme. At present, there is no recognized allocation of investment costs for the avionics hub project. In a unified analysis and accounting method, investment allocation is an important and difficult point throughout the whole process of the project. Therefore, this paper tries to provide a relatively reasonable and feasible methodology. This paper first introduces the concept of avionics hub project and the principles and steps of the investment cost allocation of the project, and then analyzes the investment cost and benefit in detail. The traditional investment allocation method (one-time allocation method and quadratic allocation method) and the investment allocation method based on cooperative game theory (Sharpley value method, core method, nucleolus method, etc.) are introduced in detail. The advantages and disadvantages and the applicable scope of various methods are analyzed in depth, and the advantages of each method are comprehensively absorbed by using the deviation level method, and then taking the Duliujiang Wenzhai Navigation and Power Hub Project in Guizhou Province as an example, According to the steps of investment allocation, this paper studies step by step, analyzes and solves a reasonable, fair and feasible allocation scheme. Finally, it summarizes the whole paper, puts forward some deficiencies that need to be improved, and puts forward some suggestions to the government.
