【摘要】：適宜的機(jī)場數(shù)量規(guī)模是中國機(jī)場發(fā)展戰(zhàn)略和中長期規(guī)劃的重要研究內(nèi)容。傳統(tǒng)的定性方法難以滿足規(guī)劃的需求,而采用合理的定量測算方法求解中國機(jī)場規(guī)模對未來的規(guī)劃更具有參考意義。本文根據(jù)不同等級需求點的可達(dá)性要求,設(shè)置不同的機(jī)場服務(wù)半徑,并規(guī)定新建機(jī)場腹地人口規(guī)模,通過制定位置集合覆蓋模型(Location Set Covering Problem,LSCP)和最大覆蓋選址模型(Maximal Covering Location Problem,MCLP)的綜合修正模型,對中國機(jī)場規(guī)模進(jìn)行分層測算。結(jié)果表明,不同地、縣級需求組合下,在地面道路距離100 km范圍內(nèi)覆蓋中國95%總?cè)丝跁r,中國機(jī)場規(guī)模以370~385個為宜。其中,中部、西部地區(qū)地級機(jī)場與縣級機(jī)場均需建設(shè);東北地區(qū)需要多新建地級機(jī)場,黑龍江省還需新建少量縣級機(jī)場;東部地區(qū)新建少量地級機(jī)場以及適量縣級機(jī)場。對于本文結(jié)果中出現(xiàn)的首層地級測算中地級市沒有布局機(jī)場,但在第二層縣級測算時下屬縣卻布局機(jī)場,以及同一地級市布局多個縣級機(jī)場的現(xiàn)象,認(rèn)為是合理的。測算結(jié)果對未來民航機(jī)場規(guī)劃具有一定參考價值。
[Abstract]:The appropriate number and scale of airports is an important research content of China's airport development strategy and medium-and long-term planning. The traditional qualitative method is difficult to meet the needs of planning, and the use of reasonable quantitative calculation method to solve the size of Chinese airport has more reference significance for the future planning. In this paper, according to the accessibility requirements of different levels of demand points, different airport service radii are set up, and the population size of the hinterland of newly built airports is defined. Through the comprehensive correction model of location set coverage model (Location Set Covering Problem,LSCP) and maximum coverage location model (Maximal Covering Location Problem,MCLP), the airport size in China is calculated. The results show that under the combination of demand at different places and counties, when 95% of the total population of China is covered within the distance of 100 km from the ground road, the size of the airport in China is 370 鈮，
