【摘要】：系統(tǒng)梳理國(guó)內(nèi)PPP模式已采用付費(fèi)機(jī)制,對(duì)各種機(jī)制政府補(bǔ)貼測(cè)算方法、初始報(bào)價(jià)確定原則等進(jìn)行較深入探討,并從操作要點(diǎn)、適用性、優(yōu)缺點(diǎn)等8個(gè)方面對(duì)4種付費(fèi)機(jī)制進(jìn)行系統(tǒng)對(duì)比分析。最后,在已采用的付費(fèi)機(jī)制基礎(chǔ)上,前瞻性提出另外4種PPP模式付費(fèi)機(jī)制,包括運(yùn)營(yíng)期影子票價(jià)不變機(jī)制、運(yùn)營(yíng)期車(chē)公里服務(wù)費(fèi)不變機(jī)制、運(yùn)營(yíng)期等額支付以及運(yùn)營(yíng)期前10(5)年等額支付機(jī)制,供行業(yè)內(nèi)探討,希望能夠?yàn)镻PP模式在城市軌道交通領(lǐng)域運(yùn)用提供有益借鑒。
[Abstract]:In this paper, the payment mechanism has been used to sort out the PPP mode in China, and the methods of government subsidy calculation, initial quotation determination principle and so on are discussed in detail, and four payment mechanisms are compared and analyzed from 8 aspects such as operating points, applicability and advantages and disadvantages. Finally, on the basis of the adopted payment mechanism, four additional PPP mode payment mechanisms are forward-looking, including the operation period shadow fare change mechanism, the operation period vehicle kilometer service fee constant mechanism, the operation period and the other amount payment mechanism for the first 10 (5) years prior to the operation period for discussion within the industry, It is hoped that it can provide a useful reference for the application of PPP mode in the field of urban rail transit.
