北京鐵路局科研所發(fā)展戰(zhàn)略研究

【摘要】:近年來(lái)隨著鐵路改革的深化和鐵路技術(shù)裝備水平的大幅度提高,北京鐵路局科研所面臨諸多困難:如中國(guó)加入WTO后鐵路市場(chǎng)開放程度的增加、國(guó)際大企業(yè)的進(jìn)入、國(guó)內(nèi)民營(yíng)科技企業(yè)的異軍突起、國(guó)有企業(yè)在體制和制度上的禁錮、企業(yè)自身存在的不足等等。 由于存在上述困難,本文通過(guò)以下幾個(gè)方面進(jìn)行分析,試圖為企業(yè)克服這些困難提供一些解決方案。首先,采用PEST分析方法,對(duì)企業(yè)面臨的政治環(huán)境、宏觀經(jīng)濟(jì)環(huán)境和運(yùn)輸行業(yè)經(jīng)濟(jì)環(huán)境、社會(huì)環(huán)境和科技環(huán)境等進(jìn)行分析得到北京鐵路局所處的宏觀環(huán)境背景。然后,通過(guò)對(duì)北京鐵路局所在行業(yè)的行業(yè)競(jìng)爭(zhēng)結(jié)構(gòu)以及產(chǎn)業(yè)的內(nèi)部結(jié)構(gòu)進(jìn)行分析,得到其在以后發(fā)展過(guò)程中的外部環(huán)境條件,然后通過(guò)對(duì)企業(yè)的技術(shù)創(chuàng)新能力、財(cái)通內(nèi)部因素評(píng)價(jià)法對(duì)企業(yè)資源及企業(yè)能力進(jìn)行分析,得到其在發(fā)展過(guò)程中的內(nèi)部條件,并采用SWOT分析方法提出企業(yè)的發(fā)展戰(zhàn)略,并采用定量戰(zhàn)略計(jì)劃矩陣方法對(duì)所提戰(zhàn)略進(jìn)行選擇,并確定企業(yè)使命,制定戰(zhàn)略目標(biāo)。其次,通過(guò)對(duì)組織結(jié)構(gòu)進(jìn)行調(diào)整和管理模式進(jìn)行創(chuàng)新,采用薪酬績(jī)效管理方法,通過(guò)科技創(chuàng)新戰(zhàn)略的實(shí)施和資源的優(yōu)化配置實(shí)現(xiàn)所選戰(zhàn)略的有效實(shí)施,最后,對(duì)所實(shí)施結(jié)果進(jìn)行總結(jié)。 綜上所述,本文主要是通過(guò)對(duì)北京鐵路局科研所所面臨的宏觀環(huán)境進(jìn)行分析,并根據(jù)北京鐵路局科研所在整個(gè)行業(yè)中所面臨的競(jìng)爭(zhēng)以及其自身?xiàng)l件進(jìn)行剖析,最后進(jìn)行SWOT分析,給出相關(guān)戰(zhàn)略并對(duì)其進(jìn)行實(shí)施,并通過(guò)薪酬績(jī)效管理對(duì)戰(zhàn)略實(shí)施結(jié)果進(jìn)行評(píng)價(jià)。
[Abstract]:In recent years, with the deepening of the railway reform and the substantial improvement of the level of railway technology and equipment, the Institute of Science and Technology of the Beijing Railway Administration faces many difficulties: for example, after China's accession to the WTO, the degree of opening up the railway market and the entry of large international enterprises are increasing. The emergence of domestic private science and technology enterprises, the state-owned enterprises in the system and the system of imprisonment, the enterprise itself, and so on. Because of the difficulties mentioned above, this paper tries to provide some solutions for enterprises to overcome these difficulties by analyzing the following aspects. Firstly, the PEST analysis method is used to analyze the political environment, macro-economic environment, transportation industry economic environment, social environment and science and technology environment, etc., and get the macro-environmental background of Beijing Railway Bureau. Then, through the analysis of the competition structure of the industry and the internal structure of the industry in which the Beijing Railway Bureau belongs, the external environmental conditions in the future development process are obtained, and then through the technological innovation ability of the enterprise, the paper analyzes the competition structure of the industry and the internal structure of the industry in the future. In this paper, the internal factors evaluation method is used to analyze the resources and capabilities of the enterprise, and the internal conditions in the process of development are obtained. The development strategy of the enterprise is put forward by using the method of SWOT analysis. The quantitative strategic plan matrix method is used to select the proposed strategy, and determine the corporate mission and formulate the strategic objectives. Secondly, through the adjustment of the organizational structure and the innovation of the management mode, using the salary performance management method, through the implementation of the scientific and technological innovation strategy and the optimal allocation of resources to achieve the effective implementation of the selected strategy, finally, Summarize the results of the implementation. In summary, this article is mainly through the analysis of the macro-environment faced by the Beijing Railway Bureau Scientific Research Institute, and according to the competition in the entire industry and its own conditions of the Beijing Railway Bureau Scientific Research Institute, and finally carries on the SWOT analysis, The related strategies are given and implemented, and the results of the strategy are evaluated by compensation performance management.
