適應(yīng)國(guó)際物流發(fā)展的港口集裝箱查驗(yàn)?zāi)Ｊ窖芯?/H1>

【摘要】：隨著國(guó)際貿(mào)易迅速發(fā)展,內(nèi)外交流日益增多,國(guó)際物流業(yè)的重要性日益突顯。國(guó)際物流業(yè)作為天津港重點(diǎn)發(fā)展的四大產(chǎn)業(yè)之一,目前也正處于黃金發(fā)展期和大有作為的創(chuàng)新期。天津港國(guó)際物流業(yè)的發(fā)展對(duì)改進(jìn)和完善天津港集裝箱查驗(yàn)?zāi)Ｊ教岢隽烁叩囊�。同時(shí)集裝箱查驗(yàn)?zāi)Ｊ降膭?chuàng)新以及查驗(yàn)工作水平的不斷提升會(huì)促進(jìn)天津港國(guó)際物流業(yè)的發(fā)展。 本文主要采用理論分析、比較分析、個(gè)案研究、策略建議等方法開(kāi)展研究分析。一是采用理論闡述的方法,借鑒學(xué)者們的理論成果,對(duì)國(guó)際物流業(yè)與集裝箱查驗(yàn)進(jìn)行了理論分析。在理論綜述基礎(chǔ)上,分析天津港國(guó)際物流業(yè)和現(xiàn)行集裝箱查驗(yàn)?zāi)Ｊ桨l(fā)展中存在的問(wèn)題以及二者之間的關(guān)系,對(duì)現(xiàn)行集裝箱查驗(yàn)?zāi)Ｊ阶龀鲈u(píng)價(jià)分析。二是采用比較分析方法。研究對(duì)比國(guó)內(nèi)外港口集裝箱查驗(yàn)?zāi)Ｊ降牟町愋?運(yùn)用比較分析方法,提高研究的針對(duì)性。三是個(gè)案研究的方法,以天津港某報(bào)關(guān)行為例,對(duì)查驗(yàn)中心平臺(tái)建立前后的運(yùn)營(yíng)成本進(jìn)行分析研究。四是提出策略建議,構(gòu)建發(fā)展模式。本文通過(guò)研究得出如下結(jié)論： 一、天津港國(guó)際物流業(yè)的快速發(fā)展,集裝箱吞吐量的穩(wěn)步增長(zhǎng),對(duì)天津港集裝箱查驗(yàn)工作提出了更高的要求。同時(shí)集裝箱查驗(yàn)水平的提高、模式的創(chuàng)新對(duì)天津港國(guó)際物流業(yè)的發(fā)展具有促進(jìn)作用。 二、整合海關(guān)和國(guó)檢資源,實(shí)現(xiàn)集中查驗(yàn)；整合天津港集裝箱查驗(yàn)中心這個(gè)平臺(tái)和一站式服務(wù)體系,實(shí)現(xiàn)軟硬件的資源整合和有效結(jié)合,形成“平臺(tái)+服務(wù)體系”新模式。 三、根據(jù)天津港國(guó)際物流業(yè)和集裝箱查驗(yàn)的現(xiàn)狀和實(shí)踐,把模式創(chuàng)新、資源整合作為一個(gè)關(guān)鍵因素,以此作為研究集裝箱查驗(yàn)?zāi)Ｊ降耐黄瓶?進(jìn)而提出了“關(guān)、檢、港”聯(lián)絡(luò)協(xié)調(diào)機(jī)制。 本文首次把集裝箱查驗(yàn)?zāi)Ｊ脚c國(guó)際物流業(yè)的發(fā)展聯(lián)系起來(lái),并且提出了二者相互促進(jìn),相互影響的關(guān)系；并且提出運(yùn)用整合理論,把海關(guān)和國(guó)檢兩個(gè)政府部門(mén)的資源進(jìn)行整合,實(shí)現(xiàn)利潤(rùn)最大化。
[Abstract]:With the rapid development of international trade, internal and external exchanges are increasing, the importance of international logistics is increasingly prominent. As one of the four major industries in Tianjin Port, the international logistics industry is also in the golden development period and a promising innovation period. The development of international logistics industry in Tianjin Port puts forward higher requirements for improving and perfecting the container inspection mode of Tianjin Port. At the same time, the innovation of container inspection mode and the continuous improvement of inspection level will promote the development of international logistics industry in Tianjin Port. In this paper, theoretical analysis, comparative analysis, case study, strategy recommendations and other methods are adopted to carry out the research analysis. First, the theoretical analysis of international logistics industry and container inspection is carried out by using the method of theoretical elaboration and using the theoretical achievements of scholars for reference. On the basis of theoretical summary, this paper analyzes the problems existing in the development of Tianjin Port's international logistics industry and the current container inspection mode and the relationship between them, and makes an evaluation and analysis of the current container inspection mode. Second, the comparative analysis method is adopted. This paper compares the difference of container inspection mode at home and abroad and uses comparative analysis method to improve the pertinence of the research. Third, the method of case study, taking a customs declaration of Tianjin Port as an example, analyzes and studies the operation cost before and after the establishment of the inspection center platform. Fourth, put forward the strategy suggestion, construct the development mode. The conclusions are as follows: 1. The rapid development of international logistics industry in Tianjin Port and the steady growth of container throughput put forward higher requirements for container inspection in Tianjin Port. At the same time, the improvement of container inspection level and the innovation of mode play an important role in the development of Tianjin Port's international logistics industry. Second, we should integrate customs and national inspection resources to realize centralized inspection, integrate Tianjin Port Container Inspection Center as a platform and one-stop service system, realize the integration and effective combination of software and hardware resources, and form a new mode of "platform service system". Third, according to the current situation and practice of Tianjin Port's international logistics industry and container inspection, the innovation of the mode and the integration of resources are regarded as a key factor, which is regarded as a breakthrough in the study of container inspection mode, and then puts forward the "customs, inspection and inspection." Hong Kong "liaison and co-ordination mechanism." This paper first links the container inspection mode with the development of international logistics industry, and puts forward the relationship of mutual promotion and mutual influence between them. And put forward the use of integration theory, customs and national inspection of the resources of the two government departments to achieve maximum profits.
