【摘要】：高速公路的建設(shè),不僅對(duì)交通運(yùn)輸本身具有重要意義,更對(duì)提高現(xiàn)代物流效率和公眾生活質(zhì)量具有重要的作用,高速公路作為一個(gè)準(zhǔn)公共物品,與社會(huì)大眾的利益息息相關(guān),其運(yùn)營(yíng)的每一個(gè)環(huán)節(jié)都至關(guān)重要。隨著近年來(lái)路網(wǎng)的不斷擴(kuò)大,通行卡磨損、流失問(wèn)題的嚴(yán)重,交通事故、道路維修等因素的影響,加劇了路網(wǎng)內(nèi)通行卡的不平衡性,從而影響收費(fèi)站通行卡庫(kù)存,為了保障收費(fèi)站的正常運(yùn)轉(zhuǎn),不得不進(jìn)行通行卡調(diào)撥來(lái)確保通行卡的庫(kù)存平衡。本文結(jié)合陜西省高速公路通行卡調(diào)撥實(shí)際,分析當(dāng)前高速公路通行卡管理中通行卡調(diào)撥的運(yùn)轉(zhuǎn)模式和調(diào)撥流程,細(xì)致研究通行卡庫(kù)存現(xiàn)狀、通行卡調(diào)撥現(xiàn)狀、高速公路出入口交通量不平衡原因以及高速公路IC通行卡調(diào)撥不及時(shí)引起的社會(huì)問(wèn)題。通過(guò)對(duì)陜西省高速公路W路段通行卡調(diào)撥實(shí)際情況的分析研究,提出目前通行卡調(diào)撥存在距離遠(yuǎn)、范圍廣的問(wèn)題,調(diào)撥通行卡靠人力資源調(diào)撥存在人身安全等隱患,各個(gè)環(huán)節(jié)的人工操作,不僅增加了調(diào)撥成本,還降低了工作效率,甚至導(dǎo)致公眾出行受阻等問(wèn)題。通過(guò)對(duì)研究目前高速公路或是其他相關(guān)行業(yè)可推廣的新技術(shù),推出相應(yīng)的新舉措,給出有實(shí)際指導(dǎo)意義,有效減少通行卡調(diào)撥頻次、縮短調(diào)撥距離或是減少高速通行卡的流通,降低通行卡管理成本,提升公眾出行效率及安全性,又符合陜西省高速公路通行卡調(diào)撥實(shí)際的對(duì)策。
[Abstract]:The construction of expressway is not only of great significance to transportation itself, but also to improving the efficiency of modern logistics and the quality of public life. As a quasi-public goods, expressway is closely related to the interests of the public. Every link in its operation is crucial. With the continuous expansion of the road network in recent years, the wear and tear of traffic cards, the serious problem of loss, traffic accidents, road maintenance and other factors have aggravated the imbalance of traffic cards in the road network, thus affecting the toll station traffic card inventory. In order to ensure the normal operation of the toll station, the card allocation has to be carried out to ensure the inventory balance of the card. Based on the practice of highway traffic card allocation in Shaanxi Province, this paper analyzes the running mode and flow of traffic card allocation in the current expressway card management, and studies the current stock status of traffic card and the current situation of traffic card allocation in detail. The reason of the traffic imbalance at the expressway entrance and exit and the social problems caused by the allocation of IC card in time. Based on the analysis and study of the actual situation of traffic card allocation in W section of Shaanxi expressway, it is pointed out that there is a long distance and wide range of traffic card allocation at present, and there are hidden dangers such as personal safety and so on. The manual operation of each link not only increases the allocation cost, but also reduces the work efficiency, even causes the public travel to block and so on. Through the research on the new technology which can be popularized in the expressway or other related industries, the corresponding new measures are put forward, which have practical guiding significance, effectively reduce the frequency of traffic card allocation, shorten the allocation distance or reduce the circulation of high-speed traffic card. Reducing the cost of card management, improving public travel efficiency and safety, and in line with Shaanxi Province highway card allocation practical countermeasures.
