【摘要】：隨著我國經(jīng)濟(jì)結(jié)構(gòu)轉(zhuǎn)型和電子商務(wù)的快速發(fā)展,大宗貨物運(yùn)輸量逐漸下滑,高附加價(jià)值貨物運(yùn)輸需求迅速增長,大力拓展白貨市場已成為鐵路未來求生存、謀發(fā)展的重要手段。貨源結(jié)構(gòu)變化,使得客戶對物流的需求呈現(xiàn)出快、準(zhǔn)、穩(wěn)的特點(diǎn),開發(fā)面向全程的鐵路快運(yùn)產(chǎn)品已成為鐵路貨運(yùn)向現(xiàn)代物流轉(zhuǎn)型的重要戰(zhàn)略選擇。配送作為鐵路快運(yùn)產(chǎn)品的重要組成部分,其服務(wù)質(zhì)量直接影響著客戶的服務(wù)體驗(yàn)。然而由于我國鐵路貨運(yùn)向現(xiàn)代物流的轉(zhuǎn)型還處于初級階段,配送時效性差、準(zhǔn)點(diǎn)率低等問題表現(xiàn)得尤為突出,直接影響了鐵路快運(yùn)產(chǎn)品的全程時效,降低了鐵路的競爭力。因此,研究鐵路快運(yùn)配送的網(wǎng)絡(luò)規(guī)劃,對于改善鐵路配送服務(wù)質(zhì)量、推進(jìn)鐵路貨運(yùn)組織改革、提升鐵路競爭力、提高經(jīng)濟(jì)和社會效益,具有重要的理論意義和現(xiàn)實(shí)意義。 本論文在鐵路總公司相關(guān)科研項(xiàng)目的基礎(chǔ)上,通過實(shí)地調(diào)研和總結(jié)分析,針對鐵路快運(yùn)配送網(wǎng)絡(luò)規(guī)劃問題進(jìn)行了系統(tǒng)研究,形成了如下主要成果： (1)在總結(jié)國內(nèi)外快運(yùn)市場發(fā)展?fàn)顩r和典型快運(yùn)企業(yè)運(yùn)作狀況的基礎(chǔ)上,分析了我國鐵路貨改下快運(yùn)發(fā)展?fàn)顩r及存在的突出問題,界定了鐵路快運(yùn)的概念,闡述了配送網(wǎng)絡(luò)規(guī)劃的定義與內(nèi)涵,分析了鐵路快運(yùn)配送網(wǎng)絡(luò)規(guī)劃面臨的形勢與必要性。 (2)提出了鐵路快運(yùn)配送中心網(wǎng)絡(luò)規(guī)劃框架思路,設(shè)計(jì)了針對城市鐵路快運(yùn)配送區(qū)域的貨運(yùn)量預(yù)測方法,構(gòu)建了基于時效性的鐵路快運(yùn)配送中心選址模型,并用遺傳算法進(jìn)行了測算。 (3)根據(jù)北京市實(shí)際調(diào)研結(jié)果,依據(jù)北京市街道、鄉(xiāng)、鎮(zhèn)的行政區(qū)劃以及現(xiàn)有快運(yùn)業(yè)務(wù)開展情況,劃分出了322個配送區(qū)域,對各區(qū)域的快運(yùn)配送量進(jìn)行了預(yù)測,以中鐵吉盛物流中心為轉(zhuǎn)運(yùn)基地計(jì)算出了鐵路快運(yùn)配送網(wǎng)絡(luò)規(guī)劃方案,并對鐵路快運(yùn)配送網(wǎng)絡(luò)的構(gòu)建與運(yùn)營提出了相關(guān)對策建議。
[Abstract]:With the transformation of economic structure and the rapid development of electronic commerce in our country, the volume of bulk cargo transportation is declining gradually, and the demand for high value goods transportation is increasing rapidly. It has become an important means for railway to survive and develop in the future. The change of supply structure makes the customer's demand for logistics fast, accurate and stable. It has become an important strategic choice for the transformation of railway freight to modern logistics to develop railway express transportation products facing the whole process. As an important part of railway express transportation products, the service quality of distribution directly affects the customer's service experience. However, the transition from railway freight to modern logistics is still in the primary stage, and the problems such as poor timeliness of distribution and low punctuality rate are particularly prominent, which directly affect the duration of the whole process of railway express transportation products and reduce the competitiveness of railway. Therefore, it is of great theoretical and practical significance to study the network planning of railway express distribution, to improve the service quality of railway distribution, to promote the reform of railway freight transport organization, to enhance the competitiveness of railway, and to improve economic and social benefits. On the basis of related scientific research projects of Railway Corporation, this paper makes a systematic study on the planning of railway express distribution network through field investigation and summary analysis. The main achievements are as follows: (1) on the basis of summing up the development of express transportation market at home and abroad and the operation of typical express transportation enterprises, the paper analyzes the development situation and existing problems of express transportation under the reform of railway freight in China. This paper defines the concept of railway express transportation, expounds the definition and connotation of distribution network planning, and analyzes the situation and necessity of railway express distribution network planning. (2) put forward the train of thought of the railway express distribution center network planning frame, design the freight volume forecast method for the city railway express distribution area, and construct the railway express distribution center location model based on the timeliness. Genetic algorithm is used to calculate. (3) according to the actual investigation results of Beijing, based on the administrative divisions of streets, townships and towns in Beijing, as well as the current development of express transportation business, 322 distribution areas are divided, and the quantity of express distribution in each region is forecasted. Taking the Jisheng Logistics Center of China Railway as the transit base, the planning scheme of railway express distribution network is calculated, and the relevant countermeasures and suggestions for the construction and operation of railway express distribution network are put forward.
