【摘要】：出租車作為一種日常使用十分頻繁的交通工具,甚至可以被稱為是一個(gè)城市形象的“名片”。我國大城市出租車受政府嚴(yán)格的管控,政府作為利益分配者,把經(jīng)營權(quán)通過拍賣等形式轉(zhuǎn)讓給出租車公司,出租車公司再把運(yùn)營過程中可能會(huì)出現(xiàn)的風(fēng)險(xiǎn)再轉(zhuǎn)嫁到司機(jī)身上,這樣層層轉(zhuǎn)讓使司機(jī)利益受到嚴(yán)重?fù)p害。近年來不斷出現(xiàn)的一系列出租車罷運(yùn)現(xiàn)象和糾紛現(xiàn)象的根本原因正是在政府和出租車公司的長(zhǎng)期的壟斷下,出租車運(yùn)營模式已不再適合當(dāng)今社會(huì)的發(fā)展。本文運(yùn)用定性分析法和案例分析法,以上海市出租車為個(gè)案進(jìn)行分析,對(duì)上海市出租車現(xiàn)行的兩種經(jīng)營模式進(jìn)行了解釋說明,指出了兩種經(jīng)營模式各自的優(yōu)缺點(diǎn),尤其是對(duì)司機(jī)利益損害較大的承包經(jīng)營制。其次指出了現(xiàn)行出租車經(jīng)營模式所存在的問題,并對(duì)壟斷經(jīng)營、權(quán)力尋租、黑車泛濫等問題進(jìn)行了進(jìn)一步地分析。本文通過對(duì)國內(nèi)外出租車行業(yè)的先進(jìn)經(jīng)營模式經(jīng)驗(yàn)的學(xué)習(xí)和分析,再結(jié)合上海市出租車市場(chǎng)的實(shí)際情況,取其精華,提出了完善上海市出租車經(jīng)營模式的對(duì)策。試想打破公司壟斷的僵局,通過控制出租車總量,適當(dāng)開放個(gè)體經(jīng)營以減輕壟斷和司機(jī)的經(jīng)濟(jì)壓力;完善出租車牌照現(xiàn)行的競(jìng)價(jià)拍賣制度,實(shí)行牌照最高限價(jià);合理調(diào)整現(xiàn)行出租車運(yùn)價(jià)結(jié)構(gòu)以及利用新型信息軟件改善出租車服務(wù)方式,提高運(yùn)輸效率等對(duì)策,以期明確未來出租車的發(fā)展方向,規(guī)范出租車行業(yè)的市場(chǎng)管理,對(duì)解決現(xiàn)今出租車經(jīng)營模式中所存在的問題提供幫助。
[Abstract]:Taxi as a daily use of very frequent means of transport, can even be called a city image "business card". Taxis in big cities in China are strictly controlled by the government. The government, as a distributor of benefits, transfers the right to operate to taxi companies through auction, and the taxi companies pass on the risks that may arise in the course of operation to the drivers. Such layers of transfer seriously hurt the interests of the driver. In recent years, a series of taxi strike and dispute phenomena have emerged in recent years. It is precisely under the long-term monopoly of the government and taxi companies that the taxi operation mode is no longer suitable for the development of today's society. In this paper, qualitative analysis and case analysis are used to explain the current two operating modes of Shanghai taxis, and the advantages and disadvantages of the two modes are pointed out. In particular, the interests of the driver greater damage to the contract management system. Secondly, the paper points out the problems existing in the current taxi management mode, and further analyzes the problems of monopoly management, power rent-seeking, black car flooding and so on. Based on the study and analysis of the experience of the domestic and foreign taxi industry advanced management model, combined with the actual situation of Shanghai taxi market, this paper puts forward the countermeasures to perfect the Shanghai taxi management model. Try to break the deadlock of company monopoly, control the total number of taxis, properly open the individual operation to alleviate the monopoly and driver's economic pressure, perfect the current auction system of taxi license plate, and implement the maximum price of the license plate; The reasonable adjustment of the current taxi fare structure, the use of new information software to improve the taxi service mode and the improvement of transportation efficiency, etc., in order to clarify the direction of taxi development in the future and standardize the market management of the taxi industry. To help solve the problems existing in the current taxi business model.
