【摘要】：作為最基本、覆蓋面最廣、服務(wù)功能最強(qiáng)的一種運(yùn)輸方式,公路工程建設(shè)對(duì)我國(guó)的經(jīng)濟(jì)發(fā)展起到了重要的促進(jìn)作用。但是現(xiàn)實(shí)生活中,在GDP政績(jī)觀的主導(dǎo)以及不合理的績(jī)效考核機(jī)制作用下,各地方的公路工程建設(shè)偏離了保增長(zhǎng)、促發(fā)展、造福社會(huì)的初衷,違背當(dāng)?shù)貙?shí)際情況與科學(xué)決策、民主決策的原則,以擴(kuò)內(nèi)需、穩(wěn)增長(zhǎng)為名,搞勞民傷財(cái)?shù)男蜗蠊こ毯驼?jī)工程；或者為了標(biāo)榜自己任期內(nèi)的顯著政績(jī),刻意追求一些不切實(shí)際的、通過(guò)標(biāo)新立異吸引眼球的公路橋；另外,一些領(lǐng)導(dǎo)在不正確的政績(jī)觀支配下,違背公路工程建設(shè)規(guī)律,刻意干預(yù)工程建設(shè)工期,盲目加快速度,搞獻(xiàn)禮工程：每到國(guó)慶、元旦,往往就是某某公路通車剪彩的日子,不管工程量還有多少,都要全力以赴搶時(shí)間、趕進(jìn)度,確保工程按時(shí)建成通車。急功近利的“政績(jī)工程”帶來(lái)一系列負(fù)面影響,大規(guī)模的投入與豆腐渣工程的產(chǎn)出形成鮮明對(duì)比,環(huán)境的污染、劣質(zhì)工程和頻發(fā)的安全事故給人民群眾的生命財(cái)產(chǎn)帶來(lái)極大的危害,并滋生嚴(yán)重的腐敗現(xiàn)象,給黨和國(guó)家?guī)?lái)了極大的負(fù)面影響。一直以來(lái),廣大人民群眾對(duì)此深惡痛絕,新聞媒體也時(shí)常加以曝光。 在此背景下,本人以參建者的身份深入公路工程建設(shè)領(lǐng)域進(jìn)行實(shí)地調(diào)查,通過(guò)與廣大項(xiàng)目員工和相關(guān)部門溝通,以及對(duì)周邊民眾進(jìn)行詳細(xì)的訪談；采用實(shí)例分析、調(diào)查問(wèn)卷和對(duì)比分析的方法收集相關(guān)資料。通過(guò)對(duì)“政績(jī)工程”、“公路政績(jī)工程”、“政績(jī)和政績(jī)工程關(guān)系”等相關(guān)概念加以定義,歸納統(tǒng)計(jì)目前該領(lǐng)域“政績(jī)工程”的典型表現(xiàn)。通過(guò)系統(tǒng)分析和對(duì)比分析以及詳盡的例證,闡述了公路工程建設(shè)領(lǐng)域“政績(jī)工程”存在的質(zhì)量和安全隱患,違背科學(xué)發(fā)展規(guī)律以及導(dǎo)致國(guó)家公共財(cái)產(chǎn)的巨大損失,后果特別嚴(yán)重。通過(guò)對(duì)當(dāng)前各級(jí)政府職能定位、公務(wù)員的政績(jī)?cè)u(píng)估和干部考核辦法進(jìn)行分析,以及通過(guò)查閱相關(guān)資料得到的事實(shí)數(shù)據(jù)進(jìn)行對(duì)比研究,從制度建設(shè)、經(jīng)濟(jì)利益和配套的懲戒監(jiān)督機(jī)制方面仔細(xì)分析研究這一領(lǐng)域“政績(jī)工程”的成因；對(duì)癥下藥,通過(guò)思想教育改造價(jià)值觀和政績(jī)觀為切入點(diǎn),積極進(jìn)行深層次的改革,建立科學(xué)的績(jī)效考核體系和合理的選拔制度,完善對(duì)權(quán)力的制約與監(jiān)督機(jī)制、完善責(zé)任追究機(jī)制并嚴(yán)格執(zhí)行、落到實(shí)處,為國(guó)家治理這一現(xiàn)象提供借鑒,確保“政績(jī)工程”在公路工程建設(shè)領(lǐng)域得到有效的遏制。 本文的結(jié)論是清醒認(rèn)識(shí)公路工程建設(shè)領(lǐng)域“政績(jī)工程”的危害性,通過(guò)分析這一現(xiàn)象產(chǎn)生的深層次原因,以思想教育為導(dǎo)向,完善相關(guān)保障制度,并在實(shí)際操作中嚴(yán)格執(zhí)行落實(shí),才能達(dá)到有效治理之目的。
[Abstract]:As the most basic, the most extensive coverage, the strongest service function, highway engineering construction has played an important role in promoting the economic development of our country. However, in real life, under the guidance of the view of GDP achievements and the unreasonable performance appraisal mechanism, the highway engineering construction in various places deviates from the original intention of maintaining growth, promoting development and benefiting the society, and runs counter to the local actual situation and scientific decision-making. The principle of democratic decision-making, to expand domestic demand, steady growth for the name of the work of the image project and financial performance project; Or in order to flaunt the remarkable achievements in his term of office, deliberately pursue some impractical, innovative through the eye-catching road bridge; In addition, under the control of incorrect political achievements, some leaders violated the law of highway construction, deliberately intervened in the construction period of the project, blindly accelerated the speed, and engaged in the ceremony project: every National Day, New Year's Day, It is often the day when the highway is opened to traffic and ribbons, no matter how many works there are, we must go all out to grab time, catch up with the schedule, and ensure that the project is completed and opened on time. A series of negative effects have been brought about by the "political achievements Project", which has brought about a series of negative effects. The large-scale investment is in sharp contrast to the output of the bean curd project, and the environment is polluted. Inferior engineering and frequent safety accidents bring great harm to people's life and property, breed serious corruption, and bring great negative influence to the Party and the country. For a long time, the general public abhors this, the news media also often exposes. Under this background, I carry out field investigation in the field of highway engineering construction as a participant, communicate with project staff and relevant departments, and conduct detailed interviews with the surrounding people. Case study, questionnaire and comparative analysis were used to collect relevant data. By defining the concepts of "political achievement project", "highway political achievement project" and "the relationship between political achievement and achievement engineering", the typical performance of "political achievement engineering" in this field is summarized. Through systematic analysis, comparative analysis and detailed examples, this paper expounds the hidden danger of quality and safety in the field of highway engineering construction, which violates the law of scientific development and results in great loss of national public property. The consequences are particularly serious. Through the analysis of the current functions of the government at all levels, the evaluation of civil servants' achievements and the methods of cadres' assessment, and the comparative study of the factual data obtained by consulting the relevant data, from the perspective of the construction of the system, On the aspect of economic interests and corresponding disciplinary supervision mechanism, the causes of "performance project" in this field are carefully analyzed and studied. Through the ideological education reform of values and political achievement view as the starting point, we should actively carry out deep reform, establish a scientific performance appraisal system and a reasonable selection system, and perfect the restriction and supervision mechanism on power. Perfecting the responsibility investigation mechanism and strictly carrying out, putting it into practice, providing a reference for the national governance of this phenomenon, and ensuring the effective containment of "political achievement engineering" in the field of highway engineering construction. The conclusion of this paper is to clearly understand the harmfulness of "political achievement engineering" in the field of highway engineering construction, through analyzing the deep-seated causes of this phenomenon, taking ideological education as the guide, perfecting the relevant safeguard system, And in the actual operation of strict implementation, can achieve the purpose of effective governance.
