高速公路PPP項(xiàng)目投資風(fēng)險(xiǎn)分擔(dān)機(jī)制研究

【摘要】:近年來(lái),隨著交通行業(yè)的巨大發(fā)展,我國(guó)的經(jīng)濟(jì)相應(yīng)的得到了巨大促進(jìn),同時(shí)所帶來(lái)問(wèn)題也不斷增加,公眾對(duì)高速公路的要求也不斷增加,但由于高速公路建設(shè)存在著規(guī)模大、對(duì)資金的需求量大等特點(diǎn),單靠政府獨(dú)資建設(shè)難以維持,尋求高速公路建設(shè)資金實(shí)現(xiàn)多元化成為必然,此時(shí)PPP模式登上了歷史的舞臺(tái)。但是隨著PPP模式在我國(guó)的運(yùn)用,又出現(xiàn)了新的問(wèn)題。對(duì)于高速公路PPP項(xiàng)目來(lái)說(shuō),該模式的核心問(wèn)題就是風(fēng)險(xiǎn)如何進(jìn)行合理分擔(dān),它關(guān)乎著整個(gè)PPP項(xiàng)目的成敗。為了更好地管理風(fēng)險(xiǎn),提高PPP項(xiàng)目在高速公路上運(yùn)用的效率。本文將ISM法與Shapley值法引入高速公路PPP項(xiàng)目中,采用ISM法進(jìn)行風(fēng)險(xiǎn)識(shí)別,不僅可以找出高速公路中可能存在的風(fēng)險(xiǎn),更能進(jìn)一步的了解風(fēng)險(xiǎn)之間的關(guān)聯(lián)性,與此同時(shí)所采用的的Shapley值法更能明確參與各方之間的責(zé)任,確定共擔(dān)風(fēng)險(xiǎn)在參與各方之間的比例。本文采用建模結(jié)合案例分析的方法從PPP項(xiàng)目風(fēng)險(xiǎn)分擔(dān)的評(píng)判準(zhǔn)則、建立原則和實(shí)施流程等方面建立了一套完整的高速公路PPP項(xiàng)目風(fēng)險(xiǎn)分擔(dān)機(jī)制,旨在為高速公路PPP項(xiàng)目今后的成功實(shí)施提供理論依據(jù)。
[Abstract]:In recent years, with the great development of transportation industry, the economy of our country has been greatly promoted, at the same time, the problems caused by it have been increasing, and the public demand for expressway has been increasing, but because of the large scale of highway construction, The large demand for funds is difficult to maintain by solely relying on the construction of the government. It is inevitable to seek diversification of the funds for highway construction. At this time, the PPP model has stepped onto the stage of history. However, with the application of PPP model in China, there are new problems. For the expressway PPP project, the core problem of this model is how to share the risk reasonably. It relates to the success or failure of the whole PPP project. In order to manage risk better, improve the efficiency of PPP project in expressway. In this paper, the ISM method and the Shapley value method are introduced into the expressway PPP project, and the ISM method is used to identify the risks, which can not only find out the possible risks in the expressway, but also further understand the relationship between the risks. At the same time, the Shapley value method can more clearly identify the responsibilities of the parties involved, and determine the proportion of shared risks among the parties involved. This paper adopts the method of modeling and case analysis to establish a set of complete risk sharing mechanism of expressway PPP project from the evaluation criteria of PPP project risk sharing, the establishment of principles and implementation process, etc. The aim is to provide the theoretical basis for the successful implementation of the expressway PPP project in the future.
