互聯(lián)網(wǎng)時(shí)代廣州市出租車(chē)行業(yè)規(guī)制效果評(píng)估研究

【摘要】:出租車(chē)行業(yè)直接關(guān)系到人們的基本交通需求,是構(gòu)成公共交通系統(tǒng)不可缺少的部分。我國(guó)的出租車(chē)行業(yè)相較國(guó)外而言出現(xiàn)得較晚,發(fā)展體系尚不成熟,缺乏完整的指導(dǎo)體系,各個(gè)地市級(jí)規(guī)制主體在實(shí)行出租汽車(chē)行業(yè)規(guī)制過(guò)程中遇到了諸多棘手問(wèn)題。廣州市出租車(chē)行業(yè)的發(fā)展不僅面臨歷史遺留的問(wèn)題,比如數(shù)量管制下的“黑車(chē)”,準(zhǔn)入管制下的經(jīng)營(yíng)權(quán)問(wèn)題,價(jià)格管制下的資源配置不合理問(wèn)題,同時(shí)也面臨互聯(lián)網(wǎng)行業(yè)的沖擊,網(wǎng)絡(luò)預(yù)約車(chē)的市場(chǎng)進(jìn)入給原本規(guī)制失效的出租車(chē)行業(yè)帶來(lái)了巨大的競(jìng)爭(zhēng)壓力,同時(shí)也給規(guī)制主體帶來(lái)了新的規(guī)制難題。所以,針對(duì)出租車(chē)行業(yè)面臨的規(guī)制困境以及相應(yīng)解決方案的探討顯得尤為迫切。本文采用文獻(xiàn)研究法梳理了近10年以來(lái)各位科研學(xué)者對(duì)于出租車(chē)行業(yè)的研究,從政府規(guī)制的理論知識(shí)出發(fā)闡述出租汽車(chē)行業(yè)規(guī)制的必要性。結(jié)合廣州市出租車(chē)的發(fā)展現(xiàn)狀分析其面臨的主要問(wèn)題,并利用博弈論的理論知識(shí)分析出租車(chē)各主體間的利益訴求和過(guò)度市場(chǎng)分割的問(wèn)題,試圖為博弈均衡的實(shí)現(xiàn)提供可行性建議。隨之,作者試圖將規(guī)制效果評(píng)估方法引入出租車(chē)行業(yè)的規(guī)制研究中,以期方便規(guī)制主體在政策制定中更好地實(shí)現(xiàn)有的放矢,確保政策擬定的準(zhǔn)確性和適當(dāng)性,減少監(jiān)督成本。
[Abstract]:Taxi industry is directly related to people's basic transportation needs and is an indispensable part of public transportation system. The taxi industry of our country appears later than the foreign countries, the development system is not mature, lack of the complete guidance system, each prefectural and municipal regulation subject has encountered many thorny problems in the process of implementing the regulation of taxi industry. The development of the taxi industry in Guangzhou not only faces problems left over by history, such as "black cars" under the quantity control, the management rights under the access control, and the unreasonable allocation of resources under the price control. At the same time, it also faces the impact of the Internet industry. The entry of the online booking vehicle market has brought huge competition pressure to the taxi industry, which originally failed to regulate, at the same time, it has also brought new regulatory difficulties to the main body of regulation. Therefore, it is urgent to discuss the regulation dilemma and the corresponding solutions to the taxi industry. In this paper, the author combs the research of taxi industry in the past 10 years by using the method of literature research, and expounds the necessity of regulation of taxi industry from the theoretical knowledge of government regulation. Combined with the current situation of taxi development in Guangzhou, this paper analyzes the main problems it faces, and analyzes the interests demand and excessive market segmentation among taxi main bodies by using the theory of game theory. This paper tries to provide some feasible suggestions for the realization of game equilibrium. Then, the author tries to introduce the regulation effect evaluation method into the regulation research of the taxi industry, in order to facilitate the regulation subject to achieve a better target in the policy formulation, to ensure the accuracy and appropriateness of the policy formulation, and to reduce the supervision cost.
