【摘要】：長江航運物品效率改進(jìn)涉及長江航運物品和長江航運物品管理主體兩個方面的問題。長江航運物品是指由長江上的全部航運物品所構(gòu)成的系統(tǒng),長江航運物品管理主體在宏觀層面是指由中央政府部門、地方政府、航運管理部門、航運企業(yè)、第三方部門和社會公眾等構(gòu)成的系統(tǒng),在微觀層面是指由長江航運系統(tǒng)內(nèi)部的航務(wù)(港航)部門、航道部門、海事部門、船檢部門、航運企業(yè)(國有、私營)等構(gòu)成的系統(tǒng)。追求長江航運物品效率改進(jìn),充分合理地利用長江航運資源,是長江航運發(fā)展的目標(biāo)。但長江航運物品和長江航運物品管理主體構(gòu)成復(fù)雜,內(nèi)部結(jié)構(gòu)成分特性各異,而且長江航運物品管理有著深厚的歷史沉淀和豐富的現(xiàn)實內(nèi)涵,導(dǎo)致長江航運物品效率改進(jìn)的復(fù)雜性和艱巨性。 論文從長江航運物品和長江航運物品管理主體兩個方面研究了長江航運物品效率改進(jìn)問題。在長江航運物品方面,論文以新的視野和角度,運用公共經(jīng)濟學(xué)和新制度經(jīng)濟學(xué)的理論和研究成果,在對長江航運物品基本內(nèi)涵研究基礎(chǔ)上,從長江航運物品總體、個體和個體內(nèi)核等三個層面上提出了長江航運物品效率改進(jìn)的理論和方法。在長江航運物品管理主體方面,論文結(jié)合長江航運物品管理的現(xiàn)狀和歐美國家航運物品管理的先進(jìn)經(jīng)驗,運用系統(tǒng)理論和組織理論的思想和方法,研究了長江航運物品管理主體效率改進(jìn)的方法,并從長江航運物品管理主體的角度,提出了長江航運物品效率改進(jìn)的行動對策。 長江航運物品及其效率改進(jìn)基本內(nèi)涵的界定是論文對長江航運物品效率改進(jìn)展開研究的基礎(chǔ)。論文從現(xiàn)代公共經(jīng)濟學(xué)意義上的物品角度研究了航運物品的基本內(nèi)涵,運用非排他性和非競爭性的這兩項物品分類指標(biāo),首次對長江航運物品進(jìn)行了詳細(xì)分類,即將長江航運物品分為公共航運物品、準(zhǔn)公共航運物品和私人航運物品三大部分,其中公共航運物品又細(xì)分為全國性公共航運物品和地方性公共航運物品,準(zhǔn)公共航運物品又細(xì)分為共同資源和俱樂部物品,而共同資源再細(xì)分為具有擁擠效應(yīng)的物品和具有外部效益的物品,私人航運物品中又含部分混合物品。論文還對長江航運物品的個體特性和整體特性進(jìn)行了深入剖析,得出了長江航運物品屬于復(fù)合物品、復(fù)雜物品和可變性物品的結(jié)論。這種采用現(xiàn)代經(jīng)濟學(xué)公共物品理論研究長江航運的方法,為我國內(nèi)河航運資源的開發(fā)和利用開辟了新的研究路徑,并建立了理論基礎(chǔ)。 論文運用公共經(jīng)濟學(xué)的局部分析方法,有機運用鮑溫模型、庇古模型和林達(dá)爾均衡模型等公共經(jīng)濟學(xué)模型,研究了長江私人航運物品、公共航運物品、準(zhǔn)公共航運物品有效供給的條件、效率損失和彌補方法,提出了長江航運物品的有效供給方式,從而實現(xiàn)了長江航運物品在總體層面上的效率改進(jìn)。 論文通過界定長江航運物品外部性基本內(nèi)涵,分析了外部性對資源配置的影響,提出了長江航運物品外部性的校正方式,并以長江三峽樞紐為例對長江航運物品外部性進(jìn)行了實證研究,使構(gòu)成長江航運物品整體的個體物品的供給效率缺陷得以修補和完善,從而實現(xiàn)了長江航運物品在個體層面上的效率改進(jìn)。 論文通過對長江航運物品產(chǎn)權(quán)基本內(nèi)涵的界定,分析了長江航運物品的產(chǎn)權(quán)結(jié)構(gòu)和特性,通過對交易費用基本內(nèi)涵的界定,分析了有關(guān)產(chǎn)權(quán)選擇的交易費用的若干問題,并以交易費用為衡量標(biāo)準(zhǔn),采用比較分析的方法,提出了適宜長江航運物品特性的產(chǎn)權(quán)制度設(shè)置方式,從而實現(xiàn)了長江航運物品在個體內(nèi)核層面上的效率改進(jìn)。 論文最后通過對長江航運物品管理的基本構(gòu)架和特征的分析,運用系統(tǒng)理論和組織理論的思想和最新成果,研究了長江航運物品管理主體的系統(tǒng)性質(zhì)、效率現(xiàn)狀和效率改進(jìn)方法。通過借鑒歐美內(nèi)河航運物品管理的先進(jìn)經(jīng)驗,在長江航運物品效率改進(jìn)的行動框架與工作流程、長江航運物品效率改進(jìn)的景愿、戰(zhàn)略與規(guī)劃,以及長江航運物品效率改進(jìn)的支撐平臺建設(shè)等方面,從長江航運物品管理主體的角度,提出了長江航運物品效率改進(jìn)的行動對策,從而實現(xiàn)了長江航運物品效率全面改進(jìn)的目標(biāo)。
[Abstract]:The improvement of the shipping efficiency of the Yangtze River involves two aspects of the Yangtze shipping goods and the management subject of the Yangtze River shipping articles. The Yangtze shipping articles are the system composed of all the shipping items on the Yangtze River. The main body of the Yangtze River shipping goods management is the central government, the local government, the shipping management department and the shipping enterprises at the macro level. The system composed of third party departments and social public, at the micro level, refers to the system made up of the navigation (Hong Kong) department, the navigation channel department, the maritime department, the ship inspection department, the shipping enterprise (state owned, private) and so on. It seeks to improve the efficiency of the Yangtze shipping materials and make full use of the Yangtze River shipping resources and is the Yangtze River Navigation. But the main body of the Yangtze shipping articles and the Yangtze River shipping articles is complex, and the internal structure is different, and the management of the shipping goods of the Yangtze River has a profound historical precipitation and rich realistic connotation, which leads to the complexity and arduous improvement of the efficiency of the shipping goods of the Yangtze river.
The paper studies the improvement of the efficiency of the Yangtze River shipping articles from the two aspects of the Yangtze shipping articles and the main body of the Yangtze River shipping goods management. The theory and method of improving the efficiency of the Yangtze River shipping articles are put forward at three levels, such as the general, individual and individual core of the Yangtze River shipping. And methods, the methods of improving the efficiency of the main body of the Yangtze River shipping goods management are studied. From the angle of the main body of the Yangtze River shipping goods management, the action countermeasures for improving the efficiency of the Yangtze River shipping articles are put forward.
The definition of the basic connotation of the Yangtze River shipping goods and its efficiency improvement is the basis of the research on the improvement of the efficiency of the Yangtze River shipping goods. The paper studies the basic connotation of the shipping articles from the angle of the modern public economics, and applies the two items of non exclusive and non competitive items to the Yangtze River shipping for the first time. The articles are classified into three parts: public shipping articles, quasi public shipping articles and private shipping articles, of which public shipping articles are subdivided into national public shipping articles and local public shipping articles, and the quasi public shipping items are subdivided into common resources and club goods, and the common shipping items are divided into common and club goods. Resources are subdivided into items with crowding effect and goods with external benefits, and there are some mixed goods in private shipping items. The paper also makes a thorough analysis of the individual characteristics and overall characteristics of the shipping items in the Yangtze River, and draws the conclusion that the shipping items of the Yangtze River belong to compound articles, complex articles and mutable items. Using the theory of modern economics of public goods to study the method of shipping in the Yangtze River, a new research path has been opened up for the development and utilization of inland river shipping resources in China, and a theoretical basis is set up.
Using the local analysis method of public economics and using the public economics model, such as Bowman model, Pigou model and lindal equilibrium model, the paper studies the conditions for the effective supply of private shipping goods, public shipping articles and quasi public shipping items, the efficiency loss and the remedy method, and puts forward the effective supply of shipping articles on the Yangtze River. In order to improve the efficiency of the Yangtze River shipping products at the overall level.
By defining the basic connotation of the externality of the shipping goods of the Yangtze River, this paper analyzes the influence of externality on the allocation of resources, puts forward the correction method of the externality of the Yangtze River shipping articles, and takes the Three Gorges Project as an example to make an empirical study on the externality of the shipping articles in the Yangtze River, so as to make the supply efficiency of the individual items of the overall goods of the Yangtze River shipping. The defects can be repaired and perfected, so as to realize the efficiency improvement of the Yangtze River shipping items at the individual level.
Through the definition of the basic connotation of the property right of the Yangtze River shipping articles, the paper analyzes the property right structure and characteristics of the shipping articles in the Yangtze River. Through the definition of the basic connotation of the transaction cost, the paper analyzes some problems about the transaction cost of the choice of property right, and takes the transaction cost as the measure standard, and uses the comparative analysis method to put forward the suitable Changjiang River. The way of property right system of shipping goods characteristics has realized the efficiency improvement of the Yangtze River shipping goods at the individual core level.
In the end, through the analysis of the basic structure and characteristics of the management of the shipping goods of the Yangtze River, the system theory, the idea of organization theory and the latest achievements are used to study the system nature, the efficiency status and the efficiency improvement method of the main body of the Yangtze River shipping goods management, and by drawing on the advanced experience of the management of the inland river shipping articles in Europe and America, the shipping of the Yangtze River is carried out in the Yangtze River shipping. The action framework and working process of the improvement of the goods efficiency, the prospect of improving the efficiency of the shipping goods of the Yangtze River, the strategy and the planning, and the construction of the supporting platform for the improvement of the efficiency of the shipping goods in the Yangtze River, the action Countermeasures of improving the efficiency of the Yangtze River shipping articles are put forward from the angle of the main body of the Yangtze shipping goods management, thus the shipping of the Yangtze River is realized.
