【摘要】：環(huán)渤海灣港口群依托優(yōu)越的地理位置和迅猛發(fā)展的的腹地城市經(jīng)濟(jì),近年來(lái)發(fā)展速度很快。但是,由于缺少區(qū)域整體規(guī)劃和區(qū)域分工,造成了港口功能分工不合理,重復(fù)建設(shè)問(wèn)題嚴(yán)重。貨源、貨種的雷同加劇了港口內(nèi)部的惡性競(jìng)爭(zhēng),制約了港口的發(fā)展,影響了整體經(jīng)濟(jì)效益的提高,進(jìn)而削弱了與鄰國(guó)或鄰地區(qū)的競(jìng)爭(zhēng)能力。因此,在相互合作的基礎(chǔ)上展開(kāi)有序、公平的競(jìng)爭(zhēng)對(duì)整個(gè)港口群的發(fā)展具有重大意義。 本論文運(yùn)用產(chǎn)業(yè)集群、聚集經(jīng)濟(jì)學(xué)、港口經(jīng)濟(jì)學(xué)、競(jìng)爭(zhēng)力等理論以及綜合評(píng)價(jià)手段,對(duì)港口群內(nèi)港口競(jìng)爭(zhēng)與合作問(wèn)題進(jìn)行研究與探索。本文重點(diǎn)開(kāi)展了四方面的研究工作：首先通過(guò)對(duì)產(chǎn)業(yè)集群、區(qū)域經(jīng)濟(jì)學(xué)、港口經(jīng)濟(jì)學(xué)以及城市群聚等理論的研究,定義了港口群的概念,分析了港口群聚的原因以及港口群聚產(chǎn)生的聚集經(jīng)濟(jì)。其次,通過(guò)對(duì)現(xiàn)有綜合評(píng)價(jià)方法的比較分析,提出了適合港口群內(nèi)港口評(píng)價(jià)的模型方法及其指標(biāo)體系。第三,通過(guò)對(duì)國(guó)外港口群競(jìng)爭(zhēng)合作模式比較研究,總結(jié)了港口群組織模式的三種形態(tài)以及港口群合作的主要內(nèi)容。最后,以環(huán)渤海港口群為實(shí)例,進(jìn)一步研究環(huán)渤海港口群建設(shè)函待解決的問(wèn)題,并根據(jù)其自身特點(diǎn),提出了適合環(huán)渤海港口群的競(jìng)合組織模式。
[Abstract]:The Bohai bay port group around the Bay has developed rapidly in recent years relying on the superior geographical location and the rapid development of the hinterland city economy. However, the lack of regional overall planning and regional division of labor caused the port functional division of labor unreasonable and the problem of repeated construction serious. The development of the port has affected the improvement of the overall economic benefit, and thus weakened the competitiveness with the neighbouring countries or neighbouring regions. Therefore, it is of great significance to the development of the whole port group on the basis of mutual cooperation.
This paper uses industrial cluster, aggregation economics, port economics, competitiveness and other theories and comprehensive evaluation methods to study and explore the port competition and cooperation in the port group. This paper focuses on four aspects of research: first of all, through the industrial cluster, regional economics, port economics and urban agglomeration, and so on. On the basis of the research, the concept of port group is defined, the reasons of the port agglomeration and the aggregation economy of the port agglomeration are analyzed. Secondly, by comparing and analyzing the existing comprehensive evaluation methods, the model method and its index system are put forward for the port evaluation in the port group. Third, the model of the competition cooperation of the foreign port groups is compared. The three forms of the organization model of the port group and the main contents of the port group cooperation are summarized. Finally, taking the Bohai port group around the ring as an example, this paper further studies the problems to be solved in the construction letter of the port group around Bohai, and puts forward a competing organization model suitable for the port group of Bohai.
