天津市“黑出租”治理對(duì)策的研究
[Abstract]:Tianjin, as a modern city with rapid development, has the characteristics of stage, multi-turn and high speed in the process of urbanization. With the development of economy, some problems in urban management are also highlighted, which is difficult to cure. One of the more prominent is with the problem of travel difficulties associated with the "black rental" phenomenon. In the weak areas and rush hours of public transport in cities, "Black Rental" can be seen everywhere, banned and continuously, and shows a trend of increasing year by year. The existence of "black lease" not only affects the safety of urban traffic, but also seriously disturbs the order of traffic operation market. Therefore, how to deal with the problem of "black lease" has become an urgent problem in front of people. According to the theory of sustainable development and the theory of public management, this paper tries to use comparative analysis, empirical analysis and other research methods, mainly from the "black lease" operating situation in Tianjin, forming reasons, causing harm. Governance methods and other aspects of thinking and research. First of all, the article summarizes the phenomenon of "black lease" in our country, especially in Tianjin, and scientifically analyzes the reason why "black lease" is prohibited. This paper discusses how to deal with the problem of "black lease". Secondly, only by banning the operation of "black lease" resolutely, can we promote the standardization, orderly and healthy development of the road transportation market, protect the legitimate rights and interests of the legitimate operators, and safeguard the law enforcement authority of the law enforcement department of transportation and administration. Finally, the paper puts forward some reasonable suggestions on how to establish scientific and efficient traffic operation order and avoid "black lease" again, so as to provide support for realizing the goal of highway traffic development in a well-off society in an all-round way. To provide a strong guarantee for the overall coordinated and sustainable development of transportation.
