【摘要】：渤海灣客滾運(yùn)輸市場是僅次于瓊州海峽的全國第二大的滾裝運(yùn)輸市場，有著得天獨(dú)厚的地理?xiàng)l件，渤海灣水上航線被稱為“黃金水道”。煙臺與大連之間直線最短距離只有106公里，乘船需航行五個(gè)半小時(shí)，公路則需顛簸1400公里，與公路、鐵路等其他運(yùn)輸方式相比，，客滾運(yùn)輸作為一種低碳、低成本運(yùn)輸方式，以其不可替代的優(yōu)勢成為渤海海峽兩岸之間的主要運(yùn)輸方式。自1989年，渤海灣開通首條客滾線路以來，渤海灣客滾運(yùn)輸一直肩負(fù)著南北大通道物流運(yùn)輸?shù)钠D巨使命。截止2011年，渤海灣客滾運(yùn)輸市場一直保持穩(wěn)定增長態(tài)勢，其中客流量達(dá)到690萬人次，車流量達(dá)到99萬輛次。但2012年，渤海灣客滾運(yùn)輸市場受整體經(jīng)濟(jì)環(huán)境低迷、國家高速鐵路建設(shè)和投入運(yùn)營以及民航客運(yùn)短程線路業(yè)務(wù)的不斷壯大等因素影響，煙臺港客運(yùn)一改往年持續(xù)增長態(tài)勢，首次出現(xiàn)市場總量下滑，客流量下降至630萬人次，車流量下降至93萬輛次，營運(yùn)收入也相應(yīng)減少。未雨綢繆，如何面對危機(jī)和挑戰(zhàn)已經(jīng)成為煙臺港客運(yùn)不可回避的問題。 本文通過對國內(nèi)外客滾運(yùn)輸發(fā)展現(xiàn)狀和趨勢的調(diào)查研究，分析煙臺港客運(yùn)發(fā)展的機(jī)遇和困難；通過對煙臺港客運(yùn)的自然條件、社會經(jīng)濟(jì)條件和政策環(huán)境的分析，解析煙臺港客運(yùn)的發(fā)展優(yōu)勢和制約因素。運(yùn)用SWOT戰(zhàn)略分析和戰(zhàn)略形成模型進(jìn)行研究，制定煙臺港發(fā)展戰(zhàn)略：堅(jiān)持規(guī)�；l(fā)展，實(shí)施多元化戰(zhàn)略，推行品牌戰(zhàn)略。 面對客滾運(yùn)輸行業(yè)產(chǎn)業(yè)發(fā)展面臨的機(jī)遇和挑戰(zhàn)，結(jié)合煙臺港的實(shí)際情況和自身產(chǎn)業(yè)的自身特點(diǎn)，本文就推進(jìn)煙臺港客運(yùn)的發(fā)展給出如下建議：一是積極爭取政策支持；二是合理規(guī)劃，完成產(chǎn)業(yè)布局；三是打造安全的行業(yè)發(fā)展環(huán)境；四是營建健康有序的市場環(huán)境；五是構(gòu)建一體化的產(chǎn)業(yè)鏈條。本文旨在通過研究煙臺港客運(yùn)的自身情況，為煙臺港客運(yùn)制定發(fā)展戰(zhàn)略提供科學(xué)的決策依據(jù)，為企業(yè)提高核心競爭力指明方向，促進(jìn)煙臺港客滾業(yè)務(wù)的發(fā)展，充分發(fā)揮主要產(chǎn)業(yè)的作用，帶動煙臺港的快速發(fā)展。
[Abstract]:The passenger rolling transport market in Bohai Bay is the second largest ro / ro transport market in China after the Qiongzhou Strait, with unique geographical conditions, and the Bohai Bay water route is called "golden waterway". The shortest straight line distance between Yantai and Dalian is only 106km, and it takes five and a half hours to sail by boat, while the road needs to be bumpy 1400 kilometers. Compared with other transport modes such as roads and railways, passenger rolling transportation is a low carbon and low cost transportation mode. With its irreplaceable advantage, it has become the main mode of transportation between the two sides of the Bohai Strait. Since the opening of the first passenger rolling line in the Bohai Bay in 1989, the passenger rolling transport in the Bohai Bay has been shouldering the arduous mission of the logistics transportation of the north and south big passageways. As of 2011, the passenger rolling transport market in the Bohai Bay has maintained a steady growth trend, with 6.9 million passenger trips and 990000 passenger trips. However, in 2012, the passenger rolling transport market in the Bohai Bay was affected by the downturn in the overall economic environment, the construction and commissioning of the national high-speed railway, and the continuous expansion of the civil aviation passenger short-distance line business, and so on. Yantai port passenger transport changed to a sustained growth trend in previous years. For the first time, total market volumes fell, with passenger traffic falling to 6.3 million, traffic falling to 930000, and operating revenue falling accordingly. How to face the crisis and challenge has become an unavoidable problem in Yantai Port passenger transport. This paper analyzes the opportunities and difficulties in the development of passenger transport in Yantai through the investigation and study of the present situation and trend of passenger rolling transport at home and abroad, and analyzes the natural conditions, socio-economic conditions and policy environment of passenger transport in Yantai. Analysis of Yantai port passenger transport development advantages and constraints. By using SWOT strategy analysis and strategy forming model, this paper makes the development strategy of Yantai Port: insist on large-scale development, carry out diversification strategy, and carry out brand strategy. In the face of the opportunities and challenges facing the development of passenger and rolling transport industry, combined with the actual situation of Yantai Port and the characteristics of its own industry, this paper gives the following suggestions to promote the development of passenger transport in Yantai Port: first, actively strive for policy support; The second is to plan rationally to complete the industrial layout; the third is to create a safe environment for the development of the industry; the fourth is to build a healthy and orderly market environment; and the fifth is to build an integrated industrial chain. The purpose of this paper is to provide scientific decision-making basis for the development strategy of Yantai port passenger transport by studying the situation of Yantai port passenger transport, to point out the direction for enterprises to improve their core competitiveness and to promote the development of Yantai port passenger rolling business. Give full play to the role of major industries, driving the rapid development of Yantai Port.
