港口的經(jīng)濟(jì)適應(yīng)性評(píng)價(jià)研究

【摘要】:作為社會(huì)經(jīng)濟(jì)的基礎(chǔ)性支持系統(tǒng),交通運(yùn)輸與國家經(jīng)濟(jì)的發(fā)展和社會(huì)的不斷進(jìn)步具有內(nèi)生的動(dòng)態(tài)相關(guān)性。近年來,國家發(fā)展沿海地區(qū)和內(nèi)河沿岸“外向型”經(jīng)濟(jì)的戰(zhàn)略,港口作為綜合交通基礎(chǔ)設(shè)施的重要組成部分,在其中扮演著越來越重要的角色。隨著21世紀(jì)初期的中國經(jīng)濟(jì)進(jìn)入經(jīng)濟(jì)全球化和全面建設(shè)小康社會(huì)的戰(zhàn)略轉(zhuǎn)型關(guān)鍵時(shí)期,國家對(duì)港口和航道基礎(chǔ)設(shè)施投入力度逐漸增大,這客觀上要求我們從經(jīng)濟(jì)社會(huì)發(fā)展的全局和戰(zhàn)略上對(duì)港口基礎(chǔ)設(shè)施建設(shè)進(jìn)行合理規(guī)劃,實(shí)現(xiàn)港口和內(nèi)河航運(yùn)事業(yè)適度超前發(fā)展。 交通運(yùn)輸系統(tǒng)的經(jīng)濟(jì)適應(yīng)性是指經(jīng)濟(jì)系統(tǒng)的實(shí)際運(yùn)輸需求圍繞潛在的運(yùn)輸需求/供給均衡點(diǎn)波動(dòng)的過程和特性。本文運(yùn)用理論研究、建立數(shù)學(xué)評(píng)價(jià)模型和實(shí)證分析相結(jié)合的方法,對(duì)港口的經(jīng)濟(jì)適應(yīng)性進(jìn)行深入研究。本文從港口的概念、功能出發(fā),揭示交通運(yùn)輸系統(tǒng)與經(jīng)濟(jì)發(fā)展的適應(yīng)性理論框架,探索港口與地區(qū)經(jīng)濟(jì)發(fā)展的內(nèi)在關(guān)系:在相關(guān)性分析的基礎(chǔ)上,本文從港口和地區(qū)經(jīng)濟(jì)發(fā)展的內(nèi)在機(jī)制、供需均衡、資源配置效率三個(gè)方面界定了港口的經(jīng)濟(jì)適應(yīng)性內(nèi)涵,并進(jìn)一步總結(jié)適應(yīng)機(jī)制;根據(jù)經(jīng)濟(jì)適應(yīng)性內(nèi)涵的三個(gè)方面,本文建立港口的承載能力、需求潛力、經(jīng)濟(jì)支撐評(píng)價(jià)指標(biāo)體系,并運(yùn)用基于帶有灰色關(guān)聯(lián)約束錐的DEA方法,建立以承載能力指數(shù)、需求潛力指數(shù)、經(jīng)濟(jì)支撐指數(shù)為輸出結(jié)果的評(píng)價(jià)模型,全面反映港口與地區(qū)經(jīng)濟(jì)發(fā)展的適應(yīng)程度;運(yùn)用本文建立的評(píng)價(jià)指標(biāo)體系和帶有灰色關(guān)聯(lián)約束錐的DEA模型,實(shí)證分析14個(gè)長江干線港口的適應(yīng)性評(píng)價(jià)指數(shù)。 總之,本文理論分析適應(yīng)性的概念和測度,論述了港口與社會(huì)經(jīng)濟(jì)的關(guān)系,在此基礎(chǔ)上建立了港口的經(jīng)濟(jì)適應(yīng)性評(píng)價(jià)的指標(biāo)體系和評(píng)價(jià)模型,在實(shí)證研究中評(píng)價(jià)了我國14個(gè)長江干線港口的經(jīng)濟(jì)適應(yīng)性,并進(jìn)行了橫向?qū)Ρ确治?對(duì)提高港口的經(jīng)濟(jì)適應(yīng)性具有理論和實(shí)踐意義。
[Abstract]:As the basic support system of social economy, transportation has a dynamic correlation with the development of national economy and the continuous progress of the society. In recent years, the state has developed the strategy of "export-oriented" economy in coastal areas and inland rivers. As an important part of the comprehensive transportation foundation, the port plays a more and more important role. Important role. As China's economy entered the key period of economic globalization and the strategic transformation of building a well-off society in an all-round way in the early twenty-first Century, the country's investment in port and waterway infrastructure has increased gradually. This objectively requires us to plan the construction of port infrastructure in a reasonable way from the global and strategic aspects of the economic and social development. To realize the moderately advanced development of port and inland shipping business.
The economic adaptability of the transportation system refers to the process and characteristics of the fluctuation of the actual transportation demand of the economic system around the potential transport demand / supply equilibrium point. In this paper, the method of combining the mathematical evaluation model with the empirical analysis is established by the theory research, and the economic adaptability of the port is deeply studied. This article from the concept of the port, On the basis of correlation analysis, this paper defines the economic adaptability of port and regional economic development in three aspects: the internal mechanism of the port and regional economic development, the balance of supply and demand, and the efficiency of resource allocation, and the connotation of the economic adaptability of the port, and the connotation of the economic adaptability of the port is defined. According to the three aspects of the connotation of economic adaptability, this paper establishes the carrying capacity of the port, the demand potential, the evaluation index system of economic support, and the evaluation model based on the DEA method, which is based on the grey relational Constraint Cone, with the bearing capacity index, the demand potential index and the economic support index as the output results. The adaptability of the port and regional economic development is fully reflected, and the evaluation index system of the 14 Yangtze River trunk ports is empirically analyzed by using the evaluation index system established in this paper and the DEA model with the gray correlation cone.
In conclusion, the concept and measure of adaptability are analyzed and the relationship between port and social economy is discussed. On this basis, the index system and evaluation model of the economic adaptability evaluation of the port are established, and the economic adaptability of the 14 Yangtze River trunk ports in China is evaluated in the empirical study, and the lateral contrast analysis is carried out to improve the port. The economic adaptability is of theoretical and practical significance.
