【摘要】:道路客運(yùn)業(yè)作為我國(guó)重要的物質(zhì)生產(chǎn)部門,吸納了大量就業(yè)人群,為我國(guó)勞動(dòng)力就業(yè)和國(guó)內(nèi)生產(chǎn)總值提升做出了突出貢獻(xiàn),在國(guó)民經(jīng)濟(jì)中占據(jù)著重要的地位。隨著能源價(jià)格的不斷上漲,旅客服務(wù)質(zhì)量訴求的不斷提高,安全管理問題的日益凸顯,我國(guó)道路客運(yùn)企業(yè)的生存、發(fā)展受到極大的影響。當(dāng)前我國(guó)道路客運(yùn)業(yè)大體呈現(xiàn)出高能耗、低質(zhì)量(服務(wù)質(zhì)量)、低組織(組織管理水平)的“一高兩低”態(tài)勢(shì)。究其原因,在于我國(guó)眾多客運(yùn)企業(yè)尚未建立科學(xué)有效、適合客運(yùn)企業(yè)自身的績(jī)效考核體系,未能在成本控制、服務(wù)水準(zhǔn)提高、科學(xué)組織上實(shí)現(xiàn)創(chuàng)新。因此,如何打破常規(guī),建立適合道路客運(yùn)業(yè)績(jī)效考核的科學(xué)合理體系,是目前擺在我國(guó)道路客運(yùn)業(yè)面前亟待解決的問題。 本文在研究方法上注重理論聯(lián)系實(shí)際,規(guī)范、實(shí)證分析相結(jié)合,綜合運(yùn)用關(guān)鍵指標(biāo)法,通過“魚骨圖”分解出了影響我國(guó)客運(yùn)企業(yè)績(jī)效的關(guān)鍵因素,并以企業(yè)考察的實(shí)際案例為參照,提出了績(jī)效考核的具體方法,為我國(guó)道路客運(yùn)企業(yè)績(jī)效考核提供了借鑒。前兩章是對(duì)論文的研究背景、思路及研究?jī)?nèi)容的簡(jiǎn)單介紹,以及在相關(guān)專家學(xué)者研究基礎(chǔ)上對(duì)績(jī)效考核理論的概括與提煉,并借此提出了以駕駛?cè)藛T及車輛服務(wù)人員為考核主體的單車績(jī)效考核理論。第三章應(yīng)用KPI提出了單車績(jī)效考核的五大指標(biāo),,并分析了KPI構(gòu)建過程當(dāng)中應(yīng)予注意的問題。第四章從上文構(gòu)建的指標(biāo)出發(fā),提出了具體的考評(píng)方式,并對(duì)考評(píng)過程中績(jī)效反饋與面談做出了重點(diǎn)研究。第五章對(duì)某道路客運(yùn)企業(yè)單車績(jī)效考核進(jìn)行了實(shí)證分析,并對(duì)其實(shí)施效果做出了展示,凸顯了單車績(jī)效考核體系的可行性。文章的落腳點(diǎn)在于以實(shí)際出發(fā),結(jié)合道路客運(yùn)企業(yè)性質(zhì)、實(shí)際及其戰(zhàn)略發(fā)展要求,構(gòu)建適合我國(guó)道路客運(yùn)企業(yè)的績(jī)效考評(píng)體系,為客運(yùn)企業(yè)實(shí)現(xiàn)持續(xù)發(fā)展提供戰(zhàn)略引導(dǎo),具有現(xiàn)實(shí)的參考性和應(yīng)用性。
[Abstract]:As an important material production department in our country, road passenger transport industry has absorbed a large number of employed people, which has made outstanding contributions to the employment of our country's labor force and the promotion of GDP, and occupies an important position in the national economy. With the rising of energy price, the demand of passenger service quality and the problem of safety management, the survival and development of our country's road passenger transport enterprises are greatly affected. At present, the road passenger transport industry in our country presents the situation of "one high and two low" with high energy consumption, low quality (service quality) and low organization (organization and management level). The reason lies in the fact that many passenger transport enterprises in our country have not yet established a scientific and effective performance appraisal system suitable for passenger transport enterprises and failed to achieve innovation in cost control service level improvement and scientific organization. Therefore, how to break the convention and establish a scientific and reasonable system suitable for the performance evaluation of the road passenger transport industry is an urgent problem to be solved in front of our country's road passenger transport industry at present. In this paper, we focus on the combination of theory and practice, standardization, empirical analysis, comprehensive use of key index method, through "fish bone map" to decompose the key factors that affect the performance of passenger transport enterprises in China. Based on the actual case of enterprise investigation, the paper puts forward the concrete method of performance appraisal, which provides a reference for the performance appraisal of our country's road passenger transport enterprise. The first two chapters are a brief introduction to the research background, ideas and contents of the thesis, as well as the summarization and refinement of the performance appraisal theory based on the research of relevant experts and scholars. Based on this, the theory of bicycle performance appraisal is put forward, which takes driver and vehicle service personnel as the main body. The third chapter puts forward five indexes of bicycle performance appraisal by using KPI, and analyzes the problems that should be paid attention to in the process of constructing KPI. The fourth chapter puts forward the specific evaluation methods from the indicators constructed above, and focuses on the performance feedback and interview in the process of evaluation. The fifth chapter has carried on the empirical analysis to a certain road passenger transport enterprise bicycle performance appraisal, and has made the demonstration to its implementation effect, has highlighted the bicycle performance appraisal system feasibility. The conclusion of this paper is to set out a performance appraisal system suitable for our country's road passenger transport enterprises in order to provide strategic guidance for the realization of sustainable development of passenger transport enterprises, based on the reality, the nature of road passenger transport enterprises, the practical and strategic development requirements, and the requirements of the actual and strategic development of the road passenger transport enterprises. It has practical reference and application.
