京津冀區(qū)域機場系統(tǒng)協(xié)調(diào)發(fā)展研究

【摘要】:京津冀地區(qū)近幾年在航空運輸業(yè)實現(xiàn)了快速發(fā)展,民航基礎(chǔ)設(shè)施逐步完善,機場吞吐量快速增長,但是京津冀地區(qū)的機場無論是從規(guī)劃,還是從管理方面,都沒有形成一個有機的系統(tǒng)。京津冀地區(qū)共有七座機場正在運營,如何實現(xiàn)機場之間的協(xié)調(diào)發(fā)展,深化合作,避免機場之間惡性、無序競爭,這是一個非常值得關(guān)注的問題。京津冀機場系統(tǒng)在運行過程中暴露出了一系列問題,為了探討京津冀機場系統(tǒng)的協(xié)調(diào)發(fā)展問題,本文從四個方面來展開了研究:第一方面對區(qū)域機場系統(tǒng)的概念進行了系統(tǒng)闡述;第二方面分析了歐美兩大區(qū)域機場系統(tǒng)的協(xié)調(diào)模式,并總結(jié)了可供借鑒的共性經(jīng)驗;第三方面分別從宏觀和微觀的角度分析了京津冀地區(qū)機場運營的現(xiàn)狀,總結(jié)了京津冀機場系統(tǒng)存在的矛盾,,并提出了推行合作機制的必要性;第四方面運用博弈論的知識分析了京津冀機場系統(tǒng)推行合作機制的可行性,并提出了促進機場系統(tǒng)協(xié)調(diào)發(fā)展的戰(zhàn)略建議。
[Abstract]:In recent years, the Beijing-Tianjin-Hebei region has achieved rapid development in the air transport industry, the civil aviation infrastructure has been gradually improved, and the airport throughput has increased rapidly. However, the airports in the Beijing-Tianjin-Hebei region are not only in terms of planning, but also in terms of management. It doesn't form an organic system. There are seven airports in the Beijing-Tianjin-Hebei region. How to realize the coordinated development of airports, deepen cooperation and avoid vicious and disorderly competition between airports is a very important issue. A series of problems have been exposed during the operation of the Beijing-Tianjin-Hebei airport system. In order to discuss the coordinated development of the Beijing-Tianjin-Hebei airport system, This paper has carried out the research from four aspects: first, the concept of regional airport system is expounded systematically; second, the coordination mode of the two major regional airport systems in Europe and the United States is analyzed, and the common experience that can be used for reference is summarized. The third part analyzes the present situation of the airport operation in the Beijing-Tianjin-Hebei region from the macro and micro angles, summarizes the contradictions existing in the system of the Beijing-Tianjin-Hebei airport, and puts forward the necessity of carrying out the cooperation mechanism. The fourth part analyzes the feasibility of implementing the cooperative mechanism of Beijing-Tianjin-Hebei airport system by using the knowledge of game theory, and puts forward some strategic suggestions to promote the coordinated development of airport system.
