【摘要】：高速公路的建設(shè)對(duì)于國(guó)家經(jīng)濟(jì)發(fā)展至關(guān)重要,作為交通建設(shè)基礎(chǔ)設(shè)施,高速公路對(duì)于社會(huì)、經(jīng)濟(jì)、環(huán)境發(fā)揮著至關(guān)重要的作用。高速公路在建設(shè)發(fā)展中具有資金量大、資金回籠周期長(zhǎng)、合同管理繁瑣復(fù)雜的特點(diǎn)。最近幾年,為了解決高速公路建設(shè)項(xiàng)目建設(shè)過程中的合同管理問題,我國(guó)采用了項(xiàng)目業(yè)主自管與政府監(jiān)管的相結(jié)合的方式,這一方式有效的保證了我國(guó)高速公路建設(shè)的順利開展,但是在項(xiàng)目管理過程中,也不可避免地出現(xiàn)了很多問題,而缺乏對(duì)合同的科學(xué)管理模式和體系是最主要的問題。這些問題導(dǎo)致合同管理的理念和方式方法在高速公路建設(shè)項(xiàng)目建設(shè)過程中無(wú)法充分的發(fā)揮應(yīng)有的作用。隨著高速公路建設(shè)的迅速發(fā)展,加強(qiáng)對(duì)高速公路建設(shè)項(xiàng)目合同管理研究顯得尤為重要。在本文的研究過程中,借鑒了國(guó)內(nèi)外相關(guān)理論的經(jīng)驗(yàn)和實(shí)踐成果,與河北省高速公路建設(shè)發(fā)展過程中項(xiàng)目合同管理現(xiàn)狀相結(jié)合,對(duì)河北省政府部門及其派駐管理機(jī)構(gòu)在高速公路建設(shè)項(xiàng)目建設(shè)合同管理中發(fā)揮的作用進(jìn)行階段式分析,具體分析了項(xiàng)目業(yè)主單位在合同管理過程中應(yīng)發(fā)揮的作用,同時(shí)分析了高速公路建設(shè)中合同管理方面面臨的風(fēng)險(xiǎn)問題,最后在河北省高速公路合同管理實(shí)踐中對(duì)科學(xué)管理的模式、原則等各個(gè)方面進(jìn)行了論述。本文的研究出發(fā)點(diǎn)是高速公路建設(shè)項(xiàng)目合同管理,通過研究,提出了河北省相關(guān)政府部門或其派駐管理機(jī)構(gòu)在高速公路建設(shè)項(xiàng)目合同管理中的問題,并有針對(duì)性的形成了改善高速公路建設(shè)項(xiàng)目合同管理模式和管理體制的建議,對(duì)于促進(jìn)我國(guó)高速公路建設(shè)過程中科學(xué)的進(jìn)行項(xiàng)目合同管理的實(shí)踐具有一定的借鑒意義。
[Abstract]:Highway construction is very important for national economic development. As a transportation infrastructure, expressway plays a vital role in society, economy and environment. Expressway has the characteristics of large amount of funds, long period of return of funds and complicated contract management in the construction and development of expressway. In recent years, in order to solve the problem of contract management in the process of expressway construction project construction, China has adopted the combination of project owner self-management and government supervision. This method effectively ensures the smooth development of highway construction in China, but in the process of project management, there are inevitably many problems, and the lack of scientific management model and system of contract is the most important problem. These problems lead to the concept and method of contract management in expressway construction project construction process can not play its due role. With the rapid development of highway construction, it is particularly important to strengthen the research on contract management of expressway construction project. In the research process of this paper, we draw lessons from the experience and practice of relevant theories at home and abroad, and combine it with the current situation of project contract management in the process of highway construction and development in Hebei Province. The role of Hebei Provincial Government and its attached management agencies in the contract management of expressway construction project is analyzed in this paper, and the roles of project owners and units in the process of contract management are analyzed in detail. At the same time, the paper analyzes the risk of contract management in expressway construction, and finally discusses the scientific management mode and principle in the practice of highway contract management in Hebei Province. The starting point of this paper is the contract management of expressway construction project. Through the research, this paper puts forward the problems of the relevant government departments in Hebei Province or their attached management agencies in the contract management of highway construction projects. Some suggestions on how to improve the contract management mode and management system of expressway construction project have been formed, which have certain reference significance for promoting the practice of scientific project contract management in the process of highway construction in China.
