運(yùn)輸市場(chǎng)價(jià)格與成本測(cè)算——以中國(guó)十省市道路貨運(yùn)市場(chǎng)為例

【摘要】:道路貨運(yùn)業(yè)是國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展的基礎(chǔ)產(chǎn)業(yè)和重要服務(wù)業(yè),道路貨運(yùn)價(jià)格指數(shù)與成本監(jiān)測(cè)是強(qiáng)化市場(chǎng)監(jiān)管、轉(zhuǎn)變管理方式的重要內(nèi)容。當(dāng)前,受歷史及體制機(jī)制等諸多因素影響,我國(guó)道路貨運(yùn)市場(chǎng)存在供求失衡、惡性競(jìng)爭(zhēng)、價(jià)格扭曲等一系列突出問(wèn)題。而開(kāi)展道路貨運(yùn)價(jià)格與成本監(jiān)測(cè)工作,建立道路運(yùn)輸行業(yè)評(píng)價(jià)指標(biāo)體系,適時(shí)發(fā)布平均合理成本和價(jià)格指數(shù),有助于引導(dǎo)市場(chǎng)主體科學(xué)決策,提高資源配置效率,帶動(dòng)市場(chǎng)主體從依靠低價(jià)格競(jìng)爭(zhēng)向追求高品質(zhì)服務(wù),從粗放式經(jīng)營(yíng)向集約化發(fā)展轉(zhuǎn)變,進(jìn)而推動(dòng)行業(yè)轉(zhuǎn)型升級(jí);诖,設(shè)計(jì)運(yùn)價(jià)與成本監(jiān)測(cè)方案,采集我國(guó)十個(gè)試點(diǎn)省市道路貨運(yùn)價(jià)格指數(shù)與成本監(jiān)測(cè)數(shù)據(jù),進(jìn)行一系列處理計(jì)算、擬和驗(yàn)算與研判分析,最終得到道路貨運(yùn)價(jià)格指數(shù)與平均合理成本,為全國(guó)開(kāi)展運(yùn)價(jià)指數(shù)編制與平均合理成本測(cè)算提供借鑒和參考。
[Abstract]:Road freight industry is the basic industry and important service industry of national economy and social development. The price index and cost monitoring of road freight transport is an important content of strengthening market supervision and changing management mode. At present, influenced by many factors, such as history, system and mechanism, there are a series of outstanding problems such as imbalance of supply and demand, vicious competition, price distortion and so on. To carry out the monitoring of road freight price and cost, to establish the evaluation index system of road transportation industry, and to issue the average reasonable cost and price index in good time are helpful to guide the scientific decision of the main body of the market and to improve the efficiency of resource allocation. The main body of the market changes from relying on low price competition to pursuing high quality service, from extensive operation to intensive development, and then to promote the transformation and upgrading of the industry. Based on this, the paper designs the scheme of freight rate and cost monitoring, collects the data of road freight price index and cost monitoring in ten pilot provinces and cities in China, carries on a series of processing calculations, proposes and verifies the calculation and studies and analyzes. Finally, the road freight price index and average reasonable cost are obtained, which provides reference and reference for the establishment of national freight price index and the calculation of average reasonable cost.
