CAH集團(tuán)戰(zhàn)略解碼體系研究

【摘要】:當(dāng)今越來越多的企業(yè)認(rèn)識到發(fā)展戰(zhàn)略在引領(lǐng)企業(yè)發(fā)展方面的重要性。然而,,大多數(shù)企業(yè)在花費(fèi)大量的精力和金錢制定了發(fā)展戰(zhàn)略后,卻發(fā)現(xiàn)戰(zhàn)略難以在企業(yè)中發(fā)揮預(yù)期的效用。究其原因,是由于戰(zhàn)略在執(zhí)行環(huán)節(jié)出了問題。如何建立一套有效的戰(zhàn)略執(zhí)行體系,確保企業(yè)的發(fā)展戰(zhàn)略得到高效實(shí)施,成為每個企業(yè)都面臨的重要課題。 CAH集團(tuán)公司(中文全稱首都機(jī)場集團(tuán)公司,英文全稱Capital AirportHolding Company,縮寫CAH)于2002年12月28日組建成立,是一家由中國民用航空局直接管理的大型國有企業(yè)集團(tuán)。從組建至今,集團(tuán)公司的發(fā)展戰(zhàn)略經(jīng)過多次調(diào)整。2008年,按照中國民用航空局的管理要求,CAH集團(tuán)制定了新的發(fā)展戰(zhàn)略體系。然而,經(jīng)過一年多的貫徹執(zhí)行,戰(zhàn)略實(shí)施效果并不理想。2010年6月,通過對CAH集團(tuán)戰(zhàn)略執(zhí)行情況的調(diào)研評估,發(fā)現(xiàn)集團(tuán)公司在戰(zhàn)略實(shí)施過程中還存在戰(zhàn)略共識度不高、戰(zhàn)略責(zé)任分工不明確、缺少戰(zhàn)略跟蹤和反饋機(jī)制等三個主要問題。針對CAH集團(tuán)公司戰(zhàn)略執(zhí)行中存在的具體問題,本文提出運(yùn)用戰(zhàn)略解碼的方法構(gòu)建戰(zhàn)略執(zhí)行體系,提高企業(yè)的戰(zhàn)略執(zhí)行力。CAH集團(tuán)戰(zhàn)略解碼體系的構(gòu)建,包括戰(zhàn)略共識、任務(wù)分解、運(yùn)營監(jiān)控和考核調(diào)整等四個戰(zhàn)略執(zhí)行關(guān)鍵流程環(huán)節(jié)和戰(zhàn)略管理辦公室這一專職戰(zhàn)略管理機(jī)構(gòu)。在文章的最后部分,闡述了CAH集團(tuán)戰(zhàn)略解碼體系的具體實(shí)施流程和方法。通過戰(zhàn)略解碼體系的實(shí)施,CAH集團(tuán)將企業(yè)的發(fā)展戰(zhàn)略與日常運(yùn)營緊密結(jié)合,提高了全集團(tuán)的戰(zhàn)略執(zhí)行效果。 本文從戰(zhàn)略管理理論出發(fā),綜合運(yùn)用文獻(xiàn)研究、問卷調(diào)研及訪談、比較分析、定性分析、理論分析與實(shí)證研究相結(jié)合等研究方法,探討了CAH集團(tuán)戰(zhàn)略執(zhí)行中存在的問題及戰(zhàn)略執(zhí)行體系的構(gòu)建。為其他國有企業(yè)建立戰(zhàn)略執(zhí)行體系提供了可以借鑒的方法和思路。
[Abstract]:Nowadays, more and more enterprises realize the importance of development strategy in leading the development of enterprises. However, most enterprises spend a lot of energy and money to formulate the development strategy, but find that the strategy is difficult to play the expected effect in the enterprise. The reason is that the strategy in the implementation of the link has a problem. How to establish an effective strategy implementation system to ensure the efficient implementation of enterprise development strategy has become an important issue for every enterprise. CAH Group, a large state-owned enterprise group directly managed by the Civil Aviation Administration of China, was founded on December 28, 2002. Since its establishment, the development strategy of the group has been adjusted many times. In 2008, according to the management requirements of China Civil Aviation Administration, CAH Group formulated a new development strategy system. However, after more than a year of implementation, the strategy implementation effect is not ideal. In June, 2010, through the investigation and evaluation of the CAH group strategy implementation, we found that the strategic consensus degree is not high in the strategy implementation process. The division of strategic responsibilities is not clear, and the three main problems are lack of strategic tracking and feedback mechanism. In view of the specific problems existing in the strategy implementation of CAH Group, this paper proposes to use the method of strategy decoding to construct the strategy execution system, to improve the strategic execution ability of the enterprise and to build the strategy decoding system of the CAH Group, including strategic consensus, task decomposition, etc. Operation monitoring and assessment adjustment are four key processes of strategic implementation and the strategic management office is a full-time strategic management organization. In the last part of the article, the implementation process and method of CAH Group Strategic Decoding system are expounded. Through the implementation of the strategy decoding system, CAH Group combines the development strategy of the enterprise with the daily operation, and improves the strategy implementation effect of the whole group. Based on the theory of strategic management, this paper makes comprehensive use of literature research, questionnaire investigation and interview, comparative analysis, qualitative analysis, theoretical analysis and empirical research, etc. This paper discusses the problems existing in the strategy implementation of CAH Group and the construction of the strategy execution system. For other state-owned enterprises to establish a strategic implementation system can be used for reference methods and ideas.
