【摘要】:改革開放以來,伴隨著我國經(jīng)濟的快速發(fā)展,目前我國高速公路已成為國家交通網(wǎng)必不可少的組成部分,高速公路總里程已居世界第二位,為緩解我國交通緊張的局面做出了貢獻。這種成績的取得一方面是政府的高度重視、投入的增加,另一方面,實行高速公路收費制度也是推動我國高速公路發(fā)展的一個重要因素。但是,隨著社會主義市場經(jīng)濟的不斷發(fā)展,高速公路收費制度,特別是高速公路收費標(biāo)準的制定存在的問題日益顯現(xiàn),比如:收費水平相對較高,超期收費,亂收費等問題的廣泛存在。這些問題的出現(xiàn)使我國高速公路用戶增加了負擔(dān),也是造成我國物流運輸成本增加,推動物價水平上漲的一個重要因素,對居民、企業(yè)以及社會經(jīng)濟的發(fā)展產(chǎn)生了一些不利的影響。 本文所研究的高速公路收費確定問題,以社會主義市場經(jīng)濟的發(fā)展為基本背景,以科學(xué)合理確定高速公路收費標(biāo)準為主線,在分析高速公路收費的必要性以及政府管制高速公路收費必要性的基礎(chǔ)上,通過分析高速公路收費標(biāo)準形成中存在的問題,提出了進一步完善我國高速公路收費機制的對策。 根據(jù)本文研究要達到的目標(biāo)和研究的內(nèi)容,本文運用經(jīng)濟學(xué)和價格學(xué)原理,采用了調(diào)查研究法、定性分析與定量分析相結(jié)合的方法、實證分析與規(guī)范分析相結(jié)合的方法、比較分析研究法等方法。本文的研究內(nèi)容主要分為六部分: 第一部分,說明了選題背景及研究意義,研究框架、研究方法及主要創(chuàng)新點。 第二部分,從高速公路收費必要性、我國收費公路存在的主要問題、公路收費構(gòu)成要素和確定方法等三個方面進行了文獻綜述,為本文的研究提供了基礎(chǔ)。 第三部分,對高速公路收費含義進行了界定,分析了高速公路收費的必要性和收費管制的必要性,奠定了本文研究的理論基礎(chǔ)。 第四部分,分析了我國高速路收費制度的現(xiàn)狀,并從規(guī)范角度探討了目前高速公路收費標(biāo)準確定過程中存在的主要問題。為進一步完善我國高速公路收費機制奠定了實踐基礎(chǔ)。 第五部分,在分析了高速公路收費標(biāo)準確定的原則、影響因素的基礎(chǔ)上,提出了高速公路收費標(biāo)準計算的理論公式。 第六部分,提出了進一步完善我國高速公路收費機制的相關(guān)措施。 本文的創(chuàng)新點:第一,分析高速公路收費影響因素,提出了高速公路收費標(biāo)準計算的理論公式,并給諸多因素分別賦予數(shù)學(xué)變量,用計量經(jīng)濟學(xué)的方法來解決實際問題。第二,運用制度經(jīng)濟學(xué)和金融、財務(wù)、價格的分析的方法,結(jié)合多個學(xué)科領(lǐng)域的知識給出了完善高速公路收費機制的相關(guān)綜合措施。
[Abstract]:Since the reform and opening up, with the rapid development of China's economy, the expressway has become an indispensable part of the national transportation network, and the total mileage of the expressway has ranked second in the world. In order to ease the traffic tension in our country to make a contribution. On the one hand, the government attaches great importance to this achievement, and the increase of investment, on the other hand, the implementation of highway toll system is also an important factor to promote the development of expressway in China. However, with the continuous development of the socialist market economy, the problems of highway toll collection system, especially the establishment of highway toll standards, have become increasingly apparent, such as relatively high toll levels, excessive charges, The widespread existence of problems such as arbitrary charges. The emergence of these problems has increased the burden on highway users in our country, and is also an important factor in increasing the cost of logistics transportation in our country and pushing up the level of prices, to the residents. The development of enterprises and social economy has produced some adverse effects. The problem of highway toll determination studied in this paper takes the development of socialist market economy as the basic background and the scientific and reasonable determination of highway toll standard as the main line. Based on the analysis of the necessity of expressway toll collection and the necessity of government regulation of expressway toll collection, this paper analyzes the problems existing in the formation of expressway toll standard, and puts forward some countermeasures for further perfecting the toll mechanism of expressway in China. According to the objectives and contents of this study, this paper applies the principles of economics and price, adopts the methods of investigation, qualitative analysis and quantitative analysis, and combines empirical analysis with normative analysis. Methods of comparative analysis and research. The research content of this paper is divided into six parts: The first part explains the background and significance, research framework, research methods and main innovation points. The second part summarizes the literature from the following three aspects: the necessity of highway toll collection, the main problems existing in toll roads in China, the elements of highway toll collection and the method of determining highway tolls, which provides the basis for the study of this paper. In the third part, the author defines the meaning of expressway toll collection, analyzes the necessity of expressway toll collection and the necessity of toll control, and establishes the theoretical foundation of this paper. In the fourth part, the author analyzes the current situation of highway toll system in China, and discusses the main problems existing in the process of determining expressway toll standard from the angle of standardization. In order to further improve the highway toll mechanism in China laid a practical foundation. In the fifth part, on the basis of analyzing the principle and influencing factors of freeway toll standard determination, the theoretical formula of expressway toll standard calculation is put forward. In the sixth part, the author puts forward some measures to improve the toll mechanism of expressway in China. The innovations of this paper are as follows: firstly, the paper analyzes the influencing factors of expressway toll collection, puts forward the theoretical formula of expressway toll standard calculation, and assigns mathematical variables to many factors, and solves the practical problems by econometric method. Secondly, using the methods of institutional economics, finance, finance and price analysis, combined with the knowledge of many disciplines, this paper puts forward the relevant comprehensive measures to improve the expressway toll collection mechanism.
