【摘要】：在我國(guó),農(nóng)業(yè)、農(nóng)村和農(nóng)民問(wèn)題,已經(jīng)成為影響我國(guó)科學(xué)發(fā)展和社會(huì)和諧的重要因素。農(nóng)業(yè)一直以來(lái)都是我國(guó)國(guó)民經(jīng)濟(jì)的基礎(chǔ),農(nóng)業(yè)的發(fā)展情況在很大程度上影響著我們國(guó)家的興旺發(fā)達(dá)。農(nóng)村現(xiàn)代化的建設(shè)是我們國(guó)家社會(huì)主義現(xiàn)代化建設(shè)的一個(gè)重要組成部分,要實(shí)現(xiàn)我國(guó)全體人民的小康社會(huì)就必須要努力實(shí)現(xiàn)農(nóng)民的小康社會(huì)。農(nóng)村公路既是農(nóng)村的對(duì)外交流的基礎(chǔ)設(shè)施,也是保障我國(guó)農(nóng)村社會(huì)和經(jīng)濟(jì)持續(xù)發(fā)展的最重要的基礎(chǔ)設(shè)施。為了解決好現(xiàn)階段突出存在的“三農(nóng)”問(wèn)題,黨中央和各部門都對(duì)農(nóng)村的基礎(chǔ)設(shè)施建設(shè)給予了高度重視。在中央一號(hào)文件中,多次明確指出了要加大力度支持農(nóng)村公路建設(shè)的科學(xué)發(fā)展。 與此同時(shí),一系列有關(guān)農(nóng)村公路建設(shè)和管理的國(guó)家級(jí)法規(guī)政策的相繼出臺(tái),為我國(guó)農(nóng)村公路事業(yè)的發(fā)展提供了重要的政策依據(jù)。然而,在現(xiàn)階段我國(guó)的農(nóng)村公路建設(shè)過(guò)程中,存在著很多的問(wèn)題,特別是在招投標(biāo),成本管理,質(zhì)量管理等涉及到農(nóng)村公路項(xiàng)目管理方面的操作還存在很多的不規(guī)范不科學(xué)之處。 本文研究舟山市漁農(nóng)村公路的項(xiàng)目管理問(wèn)題,通過(guò)舟山市漁農(nóng)村項(xiàng)目管理的現(xiàn)狀、存在問(wèn)題的分析,在此基礎(chǔ)上從項(xiàng)目組織管理、項(xiàng)目質(zhì)量管理、項(xiàng)目成本管理、項(xiàng)目時(shí)間管理和項(xiàng)目安全管理等方面提出其改進(jìn)的對(duì)策建議,可以實(shí)現(xiàn)節(jié)約資源成本和實(shí)現(xiàn)有線的漁農(nóng)村要素資源效用的最大化,進(jìn)而推進(jìn)漁農(nóng)村公路項(xiàng)目管理的更加科學(xué)化、合理化。同時(shí),也可以為漁農(nóng)村的其他基礎(chǔ)設(shè)施建設(shè)提供經(jīng)驗(yàn)借鑒,為相關(guān)部門制定政策提供理論參考。研究的主要內(nèi)容包括： (1)理論研究部分,首先通過(guò)文獻(xiàn)綜述,找出本文的研究視角；其次,通過(guò)對(duì)項(xiàng)目管理理論、區(qū)域經(jīng)濟(jì)理論、新公共服務(wù)理論的研究,找出其對(duì)本文的啟示。 (2)實(shí)證研究部分,運(yùn)用描述統(tǒng)計(jì)分析和案例分析等方法對(duì)舟山市漁農(nóng)村公路的項(xiàng)目管理現(xiàn)狀進(jìn)行分析,找出其項(xiàng)目管理存在的問(wèn)題及原因。 (3)結(jié)合理論研究、實(shí)證研究和國(guó)內(nèi)外成功經(jīng)驗(yàn),從項(xiàng)目組織管理、質(zhì)量管理、成本控制、時(shí)間管理、安全管理等方面對(duì)舟山市漁農(nóng)村公路的項(xiàng)目管理進(jìn)行全面系統(tǒng)的改進(jìn)設(shè)計(jì)。 (4)通過(guò)前面的分析,提出對(duì)策建議,制定舟山市漁農(nóng)村公路項(xiàng)目管理的保障措施。
[Abstract]:In China, the problems of agriculture, rural areas and farmers have become an important factor affecting the development of science and social harmony in China. Agriculture has always been the basis of our national economy, the development of agriculture to a large extent affects the prosperity of our country. The construction of rural modernization is an important part of the socialist modernization of our country. In order to realize the well-off society of all the people in our country, we must strive to realize the well-off society of the peasants. Rural highway is not only the infrastructure of rural external communication, but also the most important infrastructure to ensure the sustainable development of rural society and economy. In order to solve the problem of "agriculture, countryside and farmers", the Party Central Committee and all departments have attached great importance to the construction of rural infrastructure. In the No. 1 document of the Central Committee, it has been pointed out clearly for many times that we should strengthen our efforts to support the scientific development of rural highway construction. At the same time, a series of national laws and regulations on rural highway construction and management have been issued one after another, which provides an important policy basis for the development of rural highway in China. However, in the process of rural highway construction in our country at present, there are many problems, especially in bidding, cost management, There are many nonstandard and unscientific aspects in the operation of rural highway project management, such as quality management. This paper studies the project management of the fishing rural highway in Zhoushan city. Through the analysis of the present situation and existing problems of the project management in the fishing countryside of Zhoushan City, the project organization management, the project quality management, the project cost management, the project organization management, the project quality management, the project cost management, In the aspects of project time management and project safety management, the paper puts forward some countermeasures and suggestions, which can save the cost of resources and maximize the utility of the resources of the wired fishing rural elements, and then promote the more scientific management of the rural highway project. Rationalization. At the same time, it can also provide experience and reference for other rural infrastructure construction, and provide theoretical reference for relevant departments to formulate policies. The main contents of the study include: First, through literature review, find out the perspective of this paper; secondly, through the research of project management theory, regional economy theory, new public service theory, find out its inspiration to this article. (2) in the part of empirical research, the paper analyzes the project management status of the rural highway in Zhoushan City by using descriptive statistical analysis and case analysis, and finds out the problems and reasons of project management in Zhoushan City. In combination with theoretical research, empirical research and successful experience at home and abroad, the project management of Zhoushan fishing rural highway is designed systematically and comprehensively from the aspects of project organization management, quality management, cost control, time management, safety management and so on. 4) through the previous analysis, the author puts forward the countermeasures and suggestions, and formulates the guarantee measures for the project management of fishing rural highway in Zhoushan City.
