萊蕪市公路建設對區(qū)域經(jīng)濟影響研究

【摘要】:交通運輸系統(tǒng)是是一個國家或地區(qū)社會經(jīng)濟活動正常運行和發(fā)展的重要保障,是國民經(jīng)濟的命脈。交通基礎設施的建設,除了創(chuàng)造直接價值以及通過乘數(shù)效應帶來的影響外,還通過增強區(qū)域物資流動的能力,降低生產(chǎn)和交易成本,促進產(chǎn)業(yè)聚集和產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化,提高生產(chǎn)效率,促進城鄉(xiāng)經(jīng)濟均衡增長,提高區(qū)域的經(jīng)濟競爭力。公路系統(tǒng)作為交通基礎設施的一部分,它在促進經(jīng)濟發(fā)展、提高人們的生活水平、推動社會進步和保障國防建設等方面有著不可忽視的作用。與其他運輸方式相比,公路運輸具有快捷靈活、覆蓋面廣的特點,正是這一特點讓公路運輸在各種運輸方式中始終占據(jù)重要地位。公路設施的建設為公路運輸提供了可能,并為經(jīng)濟的發(fā)展創(chuàng)造了條件。 山東作為中國沿海發(fā)達省份,交通運輸比較發(fā)達,公路建設走在全國前列。萊蕪市位于山東省中部,地處泰山東麓,在濟南、淄博、泰安之間,面積2246.21平方公里,人口約130萬,是一個年輕的小型城市。作為一個工業(yè)城市,萊蕪以鋼鐵工業(yè)為核心的第二產(chǎn)業(yè)在經(jīng)濟結(jié)構(gòu)中占了極為重要的地位。交通基礎設施建設方面,由于緊鄰省會城市濟南和重要旅游城市泰安市,鐵路線路建設受到影響,同時,區(qū)域內(nèi)沒有大河流經(jīng),不具備水路運輸條件,公路成為萊蕪最主要的交通運輸方式,是經(jīng)濟發(fā)展的基礎。因此,對萊蕪市公路建設對經(jīng)濟影響的研究更有典型性,對于內(nèi)陸城市,尤其是縣域地區(qū)的交通建設對經(jīng)濟影響的研究更具有借鑒意義。 本文分為五個部分。第一部分為當前國內(nèi)外交通設施對經(jīng)濟的影響的研究綜述和引言,國內(nèi)外理論的總結(jié)可以給后面的研究起到重要的參考作用,引言明確了本文的研究背景研究內(nèi)容和研究方法;第二部分為第二章,梳理了研究中相關的理論,主要是兩方面的理論,交通與經(jīng)濟的關系理論和區(qū)域發(fā)展理論。對于交通與經(jīng)濟的關系理論,分為了交通對經(jīng)濟的推動作用、交通建設不足對經(jīng)濟發(fā)展的制約作用和經(jīng)濟發(fā)展對交通建設的影響三方面。區(qū)域發(fā)展理論又區(qū)分了區(qū)域發(fā)展的平衡和不平衡理論以及區(qū)域發(fā)展的階段理論。在第三章中,交代了萊蕪市經(jīng)濟發(fā)展和公路建設的概況。第四章開始對萊蕪市公路建設對區(qū)域經(jīng)濟的影響進行實證分析。采用回歸分析的方法對公路建設對經(jīng)濟總量、區(qū)域貿(mào)易、經(jīng)濟結(jié)構(gòu)的影響進行了分析;采用彈性分析的方法對公路建設與固定資產(chǎn)投資的關系進行了分析;采用做散點圖、折線圖的方法對公路建設與工業(yè)、鋼鐵行業(yè)、物流業(yè)、旅游業(yè)的關系進行了分析。第五章在此基礎上進行了總結(jié),總結(jié)分析了公路建設對經(jīng)濟增長的促進作用,根據(jù)得出的結(jié)論提出了相關的政策建議。 本文的建議如下:(1)拓寬公路建設資金來源,通過各種融資形式保證公路建設和保養(yǎng)的資金投入(2)推進萊蕪公路路網(wǎng)的優(yōu)化和升級(3)充分發(fā)揮濟萊協(xié)作區(qū)對萊蕪經(jīng)濟的推動作用,豐富交通運輸形式(4)以萊蕪市旅游資源整合為目標,構(gòu)建旅游資源之間的旅游專線公路。
[Abstract]:Transportation system is an important guarantee for the normal operation and development of social and economic activities in a country or region. It is the lifeblood of the national economy. In addition to creating direct value and the influence of the multiplier effect, the construction of traffic infrastructure also reduces the production and transaction costs by enhancing the capacity of regional material flow and reducing the cost of production and transaction. Industrial agglomeration and industrial structure optimization, improve production efficiency, promote the balanced growth of urban and rural economy, and improve the economic competitiveness of the region. As part of the transportation infrastructure, the highway system has an unnegligible role in promoting economic development, improving people's living standards, promoting social progress and protecting national defense construction. Compared with the way of transportation, the highway transportation has the characteristics of fast and flexible and wide coverage. It is the characteristic that the highway transportation has always occupied an important position in various modes of transportation. The construction of the highway facilities provides the possibility for the highway transportation and creates conditions for the economic development.
Shandong, as a developed coastal province in China, has developed traffic and transportation, and road construction is in the forefront of the country. Laiwu is located in the middle of Shandong Province, located in the east of Taishan, in Ji'nan, Zibo, Tai'an, with an area of 2246.21 square kilometers and a population of about 1 million 300 thousand, a young and small city. As an industrial city, Laiwu is the core of the steel industry. The second industry of the heart occupies an extremely important position in the economic structure. As the construction of traffic infrastructure, the construction of railway lines is affected by the Ji'nan of the provincial capital city and the important tourist city Tai'an city. At the same time, there is no river flow in the region, and the conditions of water transportation are not available. The highway has become the most important way of transportation in Laiwu. It is the basis of economic development. Therefore, the research on the economic impact of Laiwu highway construction is more typical, and it is more useful for the study of the traffic construction in the inland cities, especially in the county area, on the economic impact.
This article is divided into five parts. The first part is the review and introduction of the current domestic and foreign transportation facilities' influence on the economy. The summary of the theories at home and abroad can play an important reference role in the later research. The introduction clarifies the content and methods of the research background, and the second part is the second chapter. The theory of "Guan" is mainly two aspects of theory, the relationship theory of traffic and economy and the theory of regional development. The theory of the relationship between traffic and economy is divided into three aspects: the driving effect of traffic to the economy, the restriction of traffic construction to the economic development and the influence of economic development on the construction of traffic. The balance and unbalanced theory of regional development and the stage theory of regional development. In the third chapter, the general situation of economic development and highway construction in Laiwu is explained. The fourth chapter begins with the empirical analysis of the impact of highway construction on the regional economy in Laiwu. The influence of economic structure is analyzed, and the relationship between highway construction and fixed assets investment is analyzed with the method of elastic analysis. The relationship between highway construction and industry, steel industry, logistics industry and tourism is analyzed by means of scatter plot and line diagram. The fifth chapters are summarized and summed up on this basis. This paper analyzes the promoting effect of highway construction on economic growth, and puts forward relevant policy recommendations based on the conclusions drawn.
The suggestions of this paper are as follows: (1) to broaden the capital source of highway construction, to ensure the capital investment of highway construction and maintenance through various financing forms (2) to promote the optimization and upgrading of the Laiwu highway network (3) to give full play to the impetus of the Chai cooperation area to the economy of Laiwu, and to enrich the form of transportation (4) for the integration of tourism resources in Laiwu as the goal, The construction of a special tourist route between tourism resources.
