【摘要】：隨著全球經(jīng)濟(jì)的發(fā)展、技術(shù)的進(jìn)步、居民生活水平的提高,安全、快速、便捷的交通工具越來(lái)越受到人們的青睞。高速鐵路作為交通運(yùn)輸系統(tǒng)的一種前沿性運(yùn)輸工具,成功的改變了原有的運(yùn)輸格局。它以其低社會(huì)成本的優(yōu)勢(shì),在保證安全的同時(shí)能夠釋放既有線路的運(yùn)力、節(jié)省旅行時(shí)間、增加就業(yè)機(jī)會(huì)、調(diào)整產(chǎn)業(yè)結(jié)構(gòu)、促進(jìn)區(qū)域經(jīng)濟(jì)和對(duì)外貿(mào)易發(fā)展。本文在研究了大量國(guó)內(nèi)外學(xué)者關(guān)于高速鐵路對(duì)區(qū)域經(jīng)濟(jì)影響分析的基礎(chǔ)上,嘗試從經(jīng)濟(jì)學(xué)角度來(lái)分析和研究高速鐵路對(duì)區(qū)域經(jīng)濟(jì)影響,并以長(zhǎng)吉高速鐵路為例,深入分析高速鐵路對(duì)長(zhǎng)吉地區(qū)經(jīng)濟(jì)的影響。文章分別從基礎(chǔ)設(shè)施建設(shè)和交通改善對(duì)區(qū)域經(jīng)濟(jì)增長(zhǎng)作用的理論基礎(chǔ)出發(fā),將其中有關(guān)高速鐵路的作用機(jī)制提煉出來(lái),通過(guò)高速鐵路對(duì)區(qū)域經(jīng)濟(jì)發(fā)展產(chǎn)生影響的理論基礎(chǔ)分析,找出二者的內(nèi)在聯(lián)系,論證了高速鐵路所產(chǎn)生的投資、產(chǎn)業(yè)結(jié)構(gòu)、生產(chǎn)要素、可達(dá)性、就業(yè)、生產(chǎn)周期的變化是影響區(qū)域經(jīng)濟(jì)發(fā)展的因素。在分析了全球及我國(guó)高速鐵路發(fā)展的現(xiàn)狀后,通過(guò)實(shí)例論證方式闡述了高速鐵路在基礎(chǔ)建設(shè)時(shí)期和開(kāi)通運(yùn)營(yíng)之后對(duì)區(qū)域經(jīng)濟(jì)的影響。實(shí)證分析方面,采用“可達(dá)性”模型從時(shí)間維度說(shuō)明高速鐵路建設(shè)給區(qū)域經(jīng)濟(jì)發(fā)展帶來(lái)的促進(jìn)作用。同時(shí),用“有-無(wú)”對(duì)比法,比較高速鐵路建設(shè)前后,區(qū)域經(jīng)濟(jì)在經(jīng)濟(jì)貿(mào)易總量、產(chǎn)業(yè)比重、就業(yè)、運(yùn)輸量等方面的變化,找到他們相互作用的內(nèi)在邏輯。最后,本文總結(jié)了在東北地區(qū)經(jīng)濟(jì)一體化背景下,長(zhǎng)吉高速鐵路對(duì)長(zhǎng)吉地區(qū)經(jīng)濟(jì)發(fā)展促進(jìn)作用,并結(jié)合東北高速鐵路網(wǎng)規(guī)劃情況,為東北地區(qū)高速鐵路建設(shè)和區(qū)域經(jīng)濟(jì)發(fā)展規(guī)劃提出合理化建議。
[Abstract]:With the development of global economy, the progress of technology, the improvement of living standard, the safe, fast and convenient means of transportation are more and more popular. High-speed railway as a front-line transportation system has successfully changed the original transport pattern. With its advantage of low social cost, it can release the transportation capacity of existing lines while ensuring safety, save travel time, increase employment opportunities, adjust industrial structure, and promote the development of regional economy and foreign trade. On the basis of studying a large number of scholars at home and abroad about the impact of high-speed railway on regional economy, this paper tries to analyze and study the impact of high-speed railway on regional economy from the angle of economics, and takes Chang-Ji high-speed railway as an example. Deep analysis of the impact of high-speed railway on the economy of Changji region. Based on the theoretical basis of the effect of infrastructure construction and traffic improvement on regional economic growth, the paper abstracts the mechanism of high-speed railway and analyzes the influence of high-speed railway on regional economic development. This paper finds out the internal relationship between the two, and proves that the changes of investment, industrial structure, factors of production, accessibility, employment and production cycle of high-speed railway are the factors that affect the development of regional economy. After analyzing the present situation of high-speed railway development in the world and in China, the paper expounds the influence of high-speed railway on regional economy in the period of infrastructure construction and after the opening and operation of high-speed railway. In the aspect of empirical analysis, the "reachability" model is used to illustrate the promoting effect of high-speed railway construction on regional economic development from the time dimension. At the same time, the paper compares the changes of regional economy in total economic and trade volume, industrial proportion, employment, transportation volume and so on before and after the construction of high-speed railway, and finds out the internal logic of their interaction. Finally, under the background of economic integration in Northeast China, the paper summarizes the promoting effect of Chang-Ji high-speed railway on the economic development of Chang-Ji area, and combines with the planning situation of Northeast high-speed railway network. The paper puts forward some reasonable suggestions for the construction of high speed railway and regional economic development plan in Northeast China.
